Valve charges a Steam Direct fee for every new app submitted for distribution on Steam. The fee is an upfront publishing cost, is not refundable on request, and may be recouped later only after that specific product reaches Valve’s stated revenue threshold. Local consumption taxes can increase the amount paid.
What the Steam publishing fee covers
Valve calls the charge the Steam Direct Fee. It is attached to an individual app in Steamworks, so paying it does not create an unlimited pass for every game you may release. A separate new app requires its own fee.

| Cost question | Valve’s stated rule | What that means for your budget |
|---|---|---|
| Upfront amount | $100 USD or the local equivalent for each new app | Multiply the fee by the number of apps you plan to submit. |
| Refundability | Not refundable | You cannot ask for the fee back simply because a project is cancelled, rejected, or never earns enough. |
| Possible recovery | Recoupable in a later payment after the product reaches $1,000 in Adjusted Gross Revenue from Steam Store or in-app purchases | Recovery depends on the product’s qualifying revenue and a later payment adjustment; it is not an immediate refund. |
| Taxes | VAT, GST, or similar consumption taxes may apply under local requirements | Your card or bank statement may show more than the base local-equivalent fee. |
| Payment method | Methods supported in your country are available; Steam Wallet funds are excluded | Prepare an accepted payment method rather than Steam Wallet balance. |
The fee amount, per-app scope, recoupment rule, payment restriction, and tax qualification come from Valve’s current Steam Direct documentation, accessed October 13, 2026.

Is the $100 charge a one-time account fee?
No. The relevant unit is the app, not your developer account. If you submit one game, you pay one fee. If you submit three separate games as three Steam apps, the base fees total $300 before any applicable taxes. A sequel, demo, soundtrack, or other package can have different app treatment in Steamworks, so confirm how Valve classifies the product before assuming it shares a previous payment.

Planning for multiple releases
Make a list of the actual Steam apps you intend to create and reserve the fee for each one. Do not treat an early prototype, an unreleased side project, or a second title as covered merely because the same Steamworks account owns them. The documentation describes the charge as applying to each new app.
Taxes and currency conversion
Valve states the headline amount in U.S. dollars or an equivalent amount. The final charge depends on the payment country, the conversion applied by the payment process, and whether VAT, GST, or a similar consumption tax is required there. Because the documentation does not calculate every country’s tax, check the amount shown during payment instead of converting the U.S. figure yourself and assuming it is final.

Can you get the fee back?
Valve’s wording is precise: the Steam Direct Fee is not refundable, but it can be recouped in a payment made after the product has at least $1,000 in Adjusted Gross Revenue from Steam Store or in-app purchases. Valve says the recoupment appears as a separate line item in the monthly report.
Quick wins for a faster PC:

There is no on-demand refund if you change your release date, abandon development, fail review, or decide that Steam is not the right marketplace. The later recoupment mechanism is linked to the product’s reported revenue and the payment cycle, not to a request submitted immediately after purchase.

What the $1,000 threshold means
The threshold is $1,000 of Adjusted Gross Revenue, not a promise that every dollar of gross sales will be returned to you or that the fee is credited at checkout. It applies to revenue from the Steam Store or in-app purchases for that product. Once Valve’s reporting shows the qualifying amount and a payment is due, the fee can be included as a separate adjustment.
Why reaching the threshold may not produce an immediate payment
Valve notes that payments can be withheld in situations including chargebacks, refunds, or suspected fraud. Therefore, reaching the published revenue figure is the condition for potential recoupment, but the timing and release of a payment still follow Valve’s payment and account rules. Budget as though the fee is an expense until the adjustment actually appears in your report.

What the fee does not pay for
The Steam Direct payment is an administrative entry cost. It does not represent the cost of making or operating the game. Valve’s onboarding material identifies the platform steps, but it does not set prices for the work you may choose to do around the release.

Steamworks onboarding costs and steps
Paying the fee is one part of an onboarding sequence. Valve’s Onboarding documentation describes the following requirements before a store page or build can go live.
- Create and prepare the Steamworks app record. Decide which product you are submitting and begin its app setup. The per-app fee is associated with this new product record.
- Sign the digital paperwork. Valve requires completion of its electronic agreements before distribution activities can proceed.
- Pay the Steam Direct Fee. Use a payment method supported in your country. Steam Wallet funds cannot be used for this charge, and local VAT, GST, or similar taxes may be added.
- Submit bank and tax information. Enter the payment and tax details Valve requests so the account can receive revenue and satisfy the relevant reporting requirements.
- Complete identity verification. Verification is part of onboarding; incomplete or inconsistent information can prevent the process from moving forward.
- Plan around the 30-day wait. Valve’s current onboarding guidance lists a 30-day period between paying the app fee and releasing a game. Treat this as a release constraint, not as a promise that every other review or setup task will finish during that period.
- Build the store presence. For the applicable releases described in Valve’s guidance, the publicly visible Coming Soon page must be up for at least two weeks before release. Use that period to finish required store assets and communicate a real date you can meet.
- Submit the store page and build for review. Valve describes a review that takes between one and five days before the store page or game build can go live. A review result can require corrections, so leave schedule margin rather than setting launch day immediately after submission.
- Release only after all gates clear. The fee, paperwork, account information, identity checks, review, waiting period, and any Coming Soon requirement must be satisfied for the product and release type involved.
How the release timelines fit together
The 30-day waiting period, the two-week public Coming Soon period, and the one-to-five-day review are separate requirements. Valve’s documentation does not say that you must add them into one fixed number of days, because some work can overlap. For example, you may use the waiting period to prepare assets and a Coming Soon page, while review occurs later in the process. You should nevertheless schedule conservatively: a late payment, unfinished verification, a review correction, or a missing store asset can move the release beyond your target date.
A practical calendar
- Before payment: collect legal, bank, tax, and identity information; decide the app structure; and make sure the person completing verification can supply consistent details.
- Immediately after payment: record the date because it starts Valve’s stated 30-day release wait. Begin store-page preparation rather than waiting for the month to pass.
- At least two weeks before the intended release: make the Coming Soon page publicly visible when the requirement applies to your title.
- During the final review window: allow one to five days according to Valve’s guidance, plus time to correct any issues identified by review.
- After launch: monitor monthly reports for sales, refunds, chargebacks, and the separate recoupment line once qualifying revenue is reached.
Budget examples without hidden Steam assumptions
| Release plan | Base Direct fees | What can change the final amount |
|---|---|---|
| One new game app | $100 USD or local equivalent | Applicable VAT, GST, or similar consumption tax and the local conversion. |
| Three separate game apps | $300 USD or local equivalent | Taxes and currency treatment apply to each payment; each product has its own recoupment path. |
| One game that never reaches $1,000 in qualifying Adjusted Gross Revenue | The upfront fee remains an unrecovered expense | Valve’s recoupment condition is not met; the fee is still nonrefundable. |
| One game that reaches at least $1,000 in qualifying Adjusted Gross Revenue | The fee may be recouped in a later payment | Payment timing, refunds, chargebacks, suspected fraud, and other payment rules can affect when funds are released. |
These examples isolate the Steam policy cost. They do not estimate development, publishing, marketing, or tax obligations outside the Steam transaction.

Common mistakes to avoid
- Confusing recoupable with refundable: recoupment happens through a later payment after the revenue condition, not through an immediate cancellation refund.
- Paying too close to launch: the documented 30-day wait starts after payment, so a late submission can make an otherwise finished game ineligible for your planned date.
- Ignoring the public-page rule: applicable titles need a publicly visible Coming Soon page for at least two weeks, not merely a private draft store page.
- Budgeting only the U.S. headline amount: local consumption taxes can increase the charge, and the final local equivalent is what matters to your account.
- Using Steam Wallet funds: Valve excludes Wallet funds for the fee; arrange another supported payment method.
- Assuming review is automatic: Valve’s one-to-five-day estimate is a review window, not a guarantee that an incomplete or noncompliant submission will pass.
- Counting all sales toward the threshold without checking reports: recoupment uses Adjusted Gross Revenue from the Steam Store or in-app purchases, as reported for that product.
- Expecting the fee to cover business operations: the payment grants no development labor, promotion, localization, support, or guaranteed audience.
Release-readiness checklist
Before paying, verify the following:
- You know how many distinct Steam apps you will submit and have reserved the fee for each.
- You have an accepted payment method available; Steam Wallet balance will not work.
- You have allowed for any VAT, GST, or similar tax shown for your country.
- Your digital paperwork, bank information, tax information, and identity details are ready and consistent.
- Your schedule starts at least 30 days before the intended release, with additional margin for review corrections.
- Your applicable Coming Soon page can remain public for at least two weeks.
- You understand that the $1,000 recoupment condition is based on Adjusted Gross Revenue and a later payment report.
- Your financial plan still works if the game never reaches that threshold.
For the exact fee rules, payment restrictions, tax caveat, and recoupment language, consult Valve’s Steam Direct Fee documentation. For paperwork, verification, review, and release timing, use Valve’s Onboarding documentation.
