Steam Offline Mode lets compatible, installed games run without an active connection to the Steam Network. It only works reliably when you prepare while online: save your credentials, finish updates, launch every intended game once, and switch Steam to Offline Mode before disconnecting. Games that require an always-online connection or an external launcher still will not run, and Steam Cloud waits until you reconnect.
What Steam Offline Mode actually does
Offline Mode is a prepared state of the Steam client. Once enabled, Steam can start compatible games that are already installed without contacting the Steam Network. It is intended for periods when internet access is limited or unavailable, such as travel, service outages or locations with unreliable connectivity.

The feature does not turn every Steam purchase into an offline game. A title still has to pass its own installation, first-run, digital-rights-management and launcher checks. Steam also cannot provide client features that inherently need a connection while it is offline. Store pages, community functions, downloads, updates and other connected services are unavailable until you go online again.

Prepare Steam before disconnecting
Complete this checklist on the computer you intend to use offline. Perform it for every game you may want to play, not just the one you are testing first.
1. Sign in online and save the login state
Start Steam while connected to the internet. On the login window, select Remember me. Valve specifically recommends this because Offline Mode relies on information stored locally on the computer. If Steam later presents a login prompt while disconnected, there is no supported way to bypass that authentication request; reconnecting is required.
2. Confirm the games are fully updated
Let Steam finish downloading and installing updates for each intended game. A title can appear installed while still waiting for a patch, a queued installation step or another first-run task. Check the client until the game is shown as ready and no pending download or installation action remains.

3. Launch each game once while connected
Start every game you plan to use offline while Steam is online. Allow its installation, first-run setup and update requirements to finish, then close the game normally and return to Steam. This connected launch gives the title an opportunity to create the local files and complete any checks it needs before the network is removed.

Do not assume that seeing 100% – Ready proves offline compatibility. Valve notes that a game can display that status and still report that it cannot be started in Offline Mode if the Steam client or the game files need updating.
4. Check the credential setting
In the Steam client, open Steam > Settings > Security. Make sure Don’t save account credentials on this computer is not selected. If that option is enabled, Steam may not have the local information it needs to sign you in without a connection.
5. Switch to Offline Mode while still online
From the main Steam window, choose Steam > Go Offline…. Confirm the change when Steam asks, and verify that the client restarts or changes state without an error. Testing this transition before a trip or outage is more useful than simply disconnecting an ethernet cable or disabling Wi-Fi: it confirms that the account, client and selected games are prepared together.
Which games work offline?
Compatibility is title-specific. Steam Offline Mode supports a game only when that game’s own requirements can be satisfied locally.

Single-player labeling is not, by itself, a guarantee. A nominally single-player title can still use an always-online service, a separate launcher or an account check. Conversely, a game with optional online features may provide a fully local mode once its first connected launch is complete. The only dependable test is to prepare it online and start it with Steam deliberately set to Offline Mode.

Starting Steam and a game without internet
After preparation, you can disconnect from the network and use the client in its offline state.

If you already selected Steam > Go Offline… while connected, close the client normally and disconnect. If Steam is closed, start it on the same computer using the account whose credentials were saved during preparation.
- Wait for the client to finish opening. Do not repeatedly force-quit Steam if startup takes longer than expected. Offline operation depends on locally stored information, and an interrupted shutdown can damage or remove information needed for the next offline start.
- Open the prepared game from your Steam library. Start only titles that completed a connected launch and whose files are current. The game should proceed without contacting the Steam Network if it does not have a separate connection requirement.
- Use only local features. Multiplayer services, cloud synchronization and other features that require Steam or a game’s servers will not be available while disconnected.
- Close the game and Steam normally. When you finish, exit through the game’s own quit command and then close Steam from its menu. Avoid terminating the process or powering off while Steam is still writing its local state.
What changes while Steam is offline?
Offline Mode removes the network-dependent parts of the Steam client. You can launch compatible installed games, but connected services pause until the computer is online again.
- Steam cannot download game, client or security updates.
- Store, community and other Steam Network features are unavailable.
- Online multiplayer and server-dependent game modes cannot function without their required connection.
- Steam Cloud does not upload or download saves while offline.
- An authentication prompt cannot be completed offline. Reconnect if Steam asks you to sign in.
Because updates are paused, an outage can expose a requirement that did not exist when you last tested a game. For longer periods offline, reconnect periodically when possible, apply pending client and game updates, and repeat the connected-launch test for any title that changed.
Steam Cloud, local saves and conflict handling
Steam Cloud synchronization stops while you are offline. Your game may still write progress to local files, but those files cannot be compared with or copied to the cloud until Steam reconnects.
When you return online, Valve warns that a conflict is very likely if the local save and the cloud copy differ. A conflict dialog may offer a local version and a cloud version. Read the dates or other identifying details shown by the client, then select the copy containing the progress you intend to keep. Do not choose automatically simply to dismiss the prompt: selecting the older copy can replace newer progress.

Steam Cloud is optional on a per-game basis. Depending on the game’s implementation, it can hold saves, settings, profile statistics and other user files. The exact files and folders vary by title, so a manual backup should use the game’s documented save location rather than assuming every file in a Steam directory belongs to that game.

These are default Steam userdata locations, not a universal map of every game’s save data. Some titles store saves elsewhere, and the files used depend on the game’s implementation. If your progress matters, close the game normally, identify its actual save folder from the title’s documentation, and copy the relevant files before resolving a cloud conflict.
A safe reconnection sequence
- Close the game normally so its latest local save is written.
- Close Steam normally rather than force-quitting it.
- Restore the internet connection and start Steam.
- Allow Steam to reconnect and finish any queued synchronization or updates.
- If a cloud-conflict dialog appears, compare the local and cloud choices and select the version with the intended progress.
- Launch the game and verify the expected save before deleting or overwriting any backup.
Valve cautions that Steam Support has limited ability to resolve cloud problems and may not be able to recover lost saves. Keeping a separate copy of important local saves is therefore prudent before you reconnect after a long offline session.

Steam asks you to log in
A login prompt means Steam needs authentication it cannot complete without a network. Reconnect and sign in. Afterward, verify that Remember me was selected and that Steam > Settings > Security > Don’t save account credentials on this computer is not enabled. Switch to Offline Mode again while online before disconnecting.

The game says it cannot be started in Offline Mode
First reconnect and let Steam update itself and the game. Valve specifically identifies outdated Steam or game files as a cause when a title appears as 100% – Ready but refuses an offline launch. After updating, launch the game once while connected, close it normally, choose Steam > Go Offline…, and test again.

The title uses an external launcher
Steam’s offline state cannot remove a separate launcher’s requirement for an account check or an active connection. Reconnect and determine whether that launcher offers its own offline preparation. If it does not, the game is not a dependable choice for an internet-free session.
A supposedly single-player game still fails
Check for always-online DRM, a required server, an external account or a first-run task that was not completed. Prepare the game from a clean connected start, finish every prompt, close it, and test it after selecting Offline Mode. If it still needs a connection, Steam cannot make it local.
Steam behaves incorrectly after a forced shutdown
Valve advises closing Steam manually before shutting down. Force-quitting or cutting power can lose the local information Offline Mode needs. Restart with a connection if possible, allow Steam to repair its normal state and complete any updates, then repeat the preparation sequence.
A firewall or other software interferes
Interfering software and firewall settings can prevent normal Steam operation. If Offline Mode stopped working after a security-tool or network-policy change, reconnect, review that software’s Steam permissions, and confirm Steam can complete a normal online start before testing offline again. Do not treat a blocked connection as equivalent to a correctly prepared Offline Mode state.
Choosing games for travel or unreliable internet
Use the following checks before installing a title for a trip. They focus on the factors that determine whether offline play will be predictable rather than on genre labels.

For a dependable offline library, favor titles that complete all checks locally, have no external launcher requirement and expose saves you can identify and back up. Keep at least one tested game ready before you travel; preparing only after the connection has failed leaves no way to complete a first launch or authentication step.
Practical limits to remember
Offline Mode is not a permanent second Steam account or a way to avoid licensing checks. It is a temporary operating state built on credentials, game files and initialization data already stored on one computer. Moving to another computer, clearing local Steam data or changing account settings can require a new connected sign-in and preparation cycle.
Likewise, offline play does not freeze a game’s wider ecosystem. Servers can change, required updates can arrive and cloud copies can diverge while you are disconnected. Treat the local installation as the version you are deliberately carrying, and reconnect in a controlled way when you need updates or synchronization.
