If those switches are on, check the shortcut and launch method before moving on to file verification, background software, or compatibility. The overlay does not work in every application: Valve documents support for several graphics APIs, but not software-rasterized games.
Start with the symptom

Steam’s overlay is designed to hook into games launched through the Steam client. Valve lists DirectX 7–12, OpenGL, Metal, and Vulkan as supported rendering APIs, but says software-rasterized games are not supported. A game can be in your Steam library and still have trouble with the overlay, especially if it starts through another launcher. Valve’s Steamworks overlay documentation describes the supported APIs and launch requirement.
11 fixes for Steam Overlay
1. Enable the global Steam Overlay
- Open Steam > Settings > In Game.
- Turn on Enable the Steam Overlay while in-game.
- Close the affected game, then relaunch it from Steam and press Shift+Tab.
If the setting was already on, continue to the per-game setting. Steam menu wording can vary slightly by client version, operating system, or localization. Valve’s troubleshooting guide documents the global control.
2. Check the setting for the affected game
- Open Library and right-click the game.
- Select Properties > General.
- Turn on Enable the Steam Overlay while in-game.
The game-specific switch can be off even when the global switch is on. This is the first setting to check when the overlay works in other games but not this one.

3. Confirm or change the shortcut
Shift+Tab is the default overlay shortcut, but it can be changed in Steam > Settings > In Game. Confirm that both keys work, and check whether another program or a game control uses the same combination. Temporarily assign a combination you do not otherwise use and test it in-game; if that fails too, restore the default. Keyboard layouts and utilities can affect which combinations are available.
4. Launch the game from Steam
Exit the game and start it from its Steam Library entry rather than directly from its executable, desktop shortcut, or a third-party launcher shortcut. This gives Steam the opportunity to initialize its overlay when the game starts. Valve says Steam may have difficulty applying the overlay to non-Steam or retail games, particularly when a separate launcher starts the actual game. Adding a shortcut to Steam does not guarantee compatibility. See Valve’s guidance on non-Steam games and launchers.
5. Restart Steam, then the computer if needed
- Close the game.
- Exit Steam completely using Steam > Exit, not just the window’s close button.
- Reopen Steam and launch the game from the Library.
- If the overlay still fails, restart the computer and test again.
A restart can clear a temporary client or game state that prevented the overlay from initializing. Valve includes restarting Steam and the computer in its troubleshooting guidance.

6. Verify the game’s installed files
- In Library, right-click the game or select its gear icon.
- Choose Properties > Installed Files > Verify integrity of game files.
- Wait for Steam to finish checking, then launch the game again.
Older Steam versions may call Installed Files “Local Files.” Steam checks the installation and reacquires files it identifies as damaged or missing. Try this when the issue is limited to one game, particularly after a crash or interrupted update.

Check for updates to the Steam client, the game, its separate launcher, your operating system, and your graphics driver. Updates can address compatibility problems, but an outdated driver is not automatically the cause of an overlay failure. Valve recommends keeping the operating system and major drivers current.
8. Temporarily close competing overlays and monitoring tools
As a diagnostic test, close other overlay, recording, or performance-monitoring software, then restart the game and try Steam Overlay again. Possible conflicts include Discord Overlay, NVIDIA or AMD overlays, Xbox Game Bar, Ubisoft Connect or EA overlays, screen recorders, streaming tools, FPS counters, and MSI Afterburner/RivaTuner-style utilities. Close one category at a time when possible so you can identify whether one is involved. Valve also warns that monitoring or modifying system activity can interfere with the overlay.

9. Check antivirus and firewall interference safely
Confirm that your firewall allows Steam and the game to communicate, and check whether security software has blocked or quarantined a Steam component. If needed, use the security product’s game mode or a temporary, narrowly scoped exception to test. Restore normal protections afterward; do not leave antivirus or firewall protection disabled. If a school, workplace, or family administrator manages these controls, ask them for help rather than bypassing them.
10. Test display mode and rendering-related conflicts
If the overlay is enabled but blank, invisible, or crashing, try switching from exclusive fullscreen to borderless windowed mode, or use windowed mode briefly as a test. Restart the game after changing display settings. If the game officially offers another graphics API, test it; also remove custom launch options and temporarily disable third-party reshade, injection, or capture tools. These are diagnostic experiments, not guaranteed fixes: compatibility depends on the game’s rendering implementation.
11. Reinstall Steam over the existing installation
If the overlay fails across games after the earlier checks, Steam’s files may need repair. Download the official Steam installer and run it, selecting your existing Steam installation folder. Reinstalling over that location is different from uninstalling Steam first: Valve says reinstalling in the same location preserves installed games, while uninstalling Steam can remove game content. Do not uninstall unless you are prepared to restore your library. After reinstalling, open Steam and test the overlay.

Follow the branch that matches your case
It fails in every game
Focus on the global setting, shortcut, Steam restart, and system-level interference such as other overlays or security software. If the problem remains across games, consider repairing Steam by reinstalling it over the existing installation.
It fails in only one game
Check that game’s overlay switch, verify its files, and launch it from Steam. If it uses a separate launcher, test whether the actual game process is being started through Steam. Display-mode conflicts, injected tools, or a game-specific restriction may also be responsible. If the overlay works elsewhere, contact the game developer when the problem appears specific to that title.
It fails in a non-Steam game or through a launcher
Steam may not be able to attach the overlay to a game that starts through a separate launcher or an executable outside Steam. A second process, anti-cheat restriction, or incompatible rendering path may prevent it. Do not try to bypass anti-cheat protections.

It opens, then freezes or disappears
Close unnecessary programs and check system load, graphics drivers, operating-system updates, recording tools, and other overlays. Valve notes that the overlay can close automatically when system resources are heavily loaded; that does not establish a universal performance penalty or a specific frame-rate impact.
The overlay opens, but one feature does not work
Overlay availability and individual features are not the same thing. A game may use the overlay for some functions while a particular screenshot, invite, store, or controller feature remains unavailable because of how that game implements Steamworks. Steam Input/controller behavior can also depend on the overlay; see Valve’s Steam Input troubleshooting page.
When to contact support
If the checks do not resolve the problem, record the game title and version, operating system, GPU model and driver version, whether another launcher is involved, whether the overlay works in other Steam games, when the failure began, and which overlay or recording tools are installed. Note whether screenshots or Steam Input are affected too. Send those details to Steam Support or the game’s developer, depending on whether the issue affects Steam broadly or only one title.
