If Steam says it cannot connect while websites load normally, the browser connection alone does not confirm that the Steam client can reach Steam’s network. Check for a Steam service problem first, then isolate your device, router, firewall, or managed network with the steps below. The exact cause depends on where the connection fails.
1. Check whether Steam itself is having a problem
Before changing settings on your computer, check whether Steam is broadly available. If the service is experiencing an issue, local network changes are unlikely to help. Steam’s sign-in guidance notes that the client connects to an account differently from a web browser, so a working browser does not rule out a Steam-specific connection problem.
If Steam reports that servers are unavailable or too busy, consult Steam’s server-unavailable guidance. If Steam appears available, restart the client and continue with local checks.
2. Test the connection between your computer and router
Restart your modem and router, then try Steam again. Steam Support recommends rebooting network equipment as an early troubleshooting step. If possible, connect the computer to the router with Ethernet and test again. Steam notes that wireless and powerline connections can fail intermittently because of interference; a wired test helps distinguish that path from a Steam client or service problem.

Also check whether other devices on the same network can connect to Steam. A device that can browse the web but also fails to connect to Steam points to a different problem than one isolated to your computer.
3. Bypass the router if you can
If your setup permits it, connect the computer directly to the modem, temporarily bypassing the router, and try Steam. Do this only if you understand your equipment and can reconnect your normal setup safely. If Steam works directly through the modem but not through the router, Steam Support says the router’s configuration or compatibility is implicated. The test narrows the cause; it does not identify a particular router setting.

4. Check firewall permissions and interfering software
A firewall can block Steam, including after the client has been updated. If the issue began after an update or a firewall change, review the firewall’s Steam entries. Steam recommends removing old executable permissions so that the firewall can prompt for or apply permissions again. Follow Steam’s firewall instructions for the relevant firewall.

You can briefly disable the firewall as a diagnostic test, but turn it back on immediately afterward. Do not leave your computer unprotected. If the test changes nothing, restore protection and consider whether another background application is interfering with Steam. Steam’s network troubleshooting guidance also recommends considering interfering applications and scanning for malware if the problem persists.
5. Consider restrictions on work, school, proxy, or ISP networks
University and business networks, and some proxy setups, may block the ports Steam requires. Steam says these ports cannot be remapped to HTTP or changed to a custom range, so ask the network administrator whether Steam traffic is allowed. Its required ports reference provides the details to share.

If Steam works at some times but not others, Steam identifies ISP blocking or traffic shaping as a possibility. Test at another time; if the pattern continues, contact your internet provider. A time-dependent failure is a clue, not proof that the ISP is responsible.

What your test results suggest
- Steam is unavailable for many users: wait for the service issue to clear rather than changing local network settings.
- Ethernet works but Wi-Fi does not: investigate the wireless path or interference.
- Direct-to-modem works but router does not: investigate router configuration or compatibility.
- Only one computer fails: check that computer’s firewall permissions and background software.
- The issue occurs only on a school, work, or proxy network: ask the network administrator about Steam’s required ports.
- The issue follows a time-of-day pattern: test again later and contact the ISP if it persists.
These results help narrow the fault; one successful test does not prove that every other possible cause is absent.
