SteamOS can deliver higher frame rates than Windows 11 on the same handheld, but it does not win every game or make every PC game work. A controlled comparison on Lenovo’s Legion Go S found SteamOS faster in most tested titles; updated Windows drivers narrowed some gaps, and one test reached practical parity. For buyers, the bigger distinction is often convenience versus compatibility: SteamOS feels more like a handheld console, while Windows remains the safer choice for Game Pass, certain anti-cheat games and a wider range of launchers.
What “beats Windows 11” means in a handheld comparison
An operating system does not determine performance by itself. The chip, power limit, cooling, memory, display resolution, graphics settings, drivers and game build all matter. A Steam Deck running SteamOS may deliver less raw performance than a more powerful Windows handheld; that is a hardware comparison, not evidence that Windows is faster.
A fair OS test holds the hardware and settings constant and considers more than average frame rate. Useful measures include 1% lows and frame-time consistency, battery runtime at equivalent performance, fan noise, thermals, input latency, and how reliably the device sleeps and resumes. Compatibility and setup time also shape how much useful gaming a handheld delivers.
- Average FPS shows typical rendering speed, but can hide stutters.
- 1% lows and frame times help reveal whether play feels consistent.
- Battery and thermals require matched tests; a frame-rate result alone does not prove better battery life.
- Usability includes controller navigation, quick settings, updates, suspend/resume and the work required to launch a game.
- Compatibility determines whether a game, launcher, anti-cheat system or service will work at all.
What the same-hardware benchmark found
The clearest comparison in the available evidence is Ars Technica’s test of a Lenovo Legion Go S. The publication ran games on SteamOS, installed Windows 11 on the same handheld, updated Lenovo’s Windows drivers and reran its benchmarks. SteamOS produced higher frame rates in most of the tested games. The result was not universal: driver changes improved some Windows results, and Homeworld 3 reached practical parity in a low-settings test. Read Ars Technica’s test and its driver caveats.

Tom’s Guide also reported SteamOS leading in most of its tested games, with an exception, while noting Windows’ broader compatibility. These are useful findings about particular tests, not proof that SteamOS is faster on every handheld or in every game. See Tom’s Guide’s benchmark coverage.
The Legion Go S makes the comparison unusually relevant because Lenovo offers the product family with Windows and SteamOS configurations. Its Z1 Extreme specification page lists an AMD Ryzen Z1 Extreme processor, integrated Radeon graphics, up to 32 GB of LPDDR5X memory, a 1 TB PCIe 4.0 SSD, an 8-inch 1920×1200 display and a 55.5 Wh battery. Results can shift with driver maturity, firmware, power profiles, graphics APIs, shader compilation and game-specific Proton behavior. A rigorous comparison should match the same physical device, game version, resolution, refresh rate, TDP, FPS cap, graphics preset and upscaling mode; allow shader compilation to finish; and run benchmarks repeatedly. Battery comparisons also need matched brightness and audio settings, with results reported separately from plugged-in performance. The Ars test is a controlled case study, not a universal verdict.

Why SteamOS can perform well
SteamOS is built around a gaming shell and the Steam experience, rather than a general-purpose desktop adapted to a small screen. Windows may have background services, notifications, updates, desktop processes, drivers and manufacturer utilities competing for system resources or complicating power management. Their effect varies: it is not accurate to attribute every performance difference to Windows overhead.

Valve controls the software stack more tightly on officially supported devices, while SteamOS exposes game-oriented controls through the Steam interface. Proton, Valve’s compatibility layer, also changes how Windows games run: its performance can be better, worse or comparable to a native Windows path depending on the title and configuration. Driver quality, firmware and game implementation remain part of the equation. Linux is not inherently faster in every workload.
Just as importantly, SteamOS makes common handheld tasks easier to reach. Lenovo promotes controller-first operation, quick suspend/resume and system and game updates for its SteamOS Legion Go S. Proton makes many Windows games possible, not guaranteed
Proton lets many Windows games run on Linux-based SteamOS without a separate Linux version. Valve says the vast majority of the Steam library can run through Proton and reports more than 18,000 titles in its published compatibility count. That is Valve’s stated count, not a promise that every listed title performs equally well, has working online features or will remain compatible after updates. Steam’s compatibility labels help set expectations, but they are not a substitute for checking a particular game and its current status:

- Verified: Valve’s higher-confidence assessment that the game works well on Steam Deck. It does not guarantee ideal performance at every resolution or power limit.
- Playable: The game works, but may need adjustments or have limitations.
- Unsupported: It may fail to run or require substantial work.
- Untested: No conclusion follows from the label alone; untested does not necessarily mean broken.
Compatibility can change when a game, Proton version, launcher or anti-cheat system is updated. A game that starts may still have bugs, missing features, poor performance or nonfunctional online play. Non-Steam launchers can require extra setup, and anti-cheat support depends partly on the game developer and vendor.

Where Windows 11 remains the safer choice
Windows has broader access to Windows-native storefronts, PC Game Pass and games or tools that do not work reliably through Proton. It is the safer choice if your library depends on a particular launcher, anti-cheat system, modding utility or desktop application. - PC Game Pass and Xbox app: Choose Windows if these are central to your library.
- Competitive multiplayer: Check the exact game’s current anti-cheat support before choosing SteamOS; some titles require Windows.
- Other launchers: Epic, GOG, Battle.net and other services may be simpler to use on Windows, although SteamOS workarounds sometimes exist.
- Mods and PC utilities: Windows is generally the less complicated option for tools that expect a conventional Windows environment.
Do not rely on an old compatibility example as a permanent rule: an individual game’s status can change. Check the specific title, launcher and online features you use before buying a device or changing operating systems.
Windows handhelds are also becoming more purpose-built. ASUS says its ROG Xbox Ally devices can open into an Xbox full-screen experience and offer a handheld compatibility program. SteamOS is expanding beyond the Steam Deck
Valve’s official SteamOS page identifies the Steam Deck and Lenovo Legion Go S as supported devices, while describing work to broaden compatibility with other AMD-powered handhelds. That is a meaningful move toward SteamOS as a platform across multiple manufacturers, but it does not mean every ROG Ally, Legion Go, MSI Claw or OneXPlayer is officially supported. Lenovo announced that its SteamOS Legion Go S was expected to begin availability in May 2025, with a starting price of $499.99 at launch. That is a historical launch-price signal, not a current retail quote. Read Lenovo’s announcement.
Third-party hardware broadens the possibilities: manufacturers can offer different screens, batteries, cooling systems and chips, while Valve can extend its software beyond its own device line. But official support matters for firmware integration, tested hardware behavior and update delivery. Community Linux distributions such as Bazzite may provide a SteamOS-like experience on some unsupported handhelds; they are not the same as a Valve-supported SteamOS installation and may require more troubleshooting.
Pick the OS that fits your game library

If you are torn, list the games and services you actually use, then check each for current SteamOS compatibility before deciding. A dual-boot arrangement can serve users who want both environments, but it adds partition, bootloader, driver and update management. It is best suited to people comfortable maintaining a PC, not those seeking a maintenance-free console.

What this means for the future of portable PCs
SteamOS has shown that a handheld can benefit from an operating system designed around play instead of a desktop shrunk onto a touchscreen. Its strengths are a coherent Steam interface, controller-first operation and promising same-hardware performance results. Its limits are the Steam-centered ecosystem and game-by-game compatibility.
Windows remains the more versatile platform, and device makers and Microsoft are working to make it feel more natural on handhelds. The likely direction is coexistence: SteamOS offers a console-like path, Windows offers broader compatibility, and hardware makers give buyers more choice. The best portable PC will be the one that runs the games and services you care about with the least friction—not necessarily the one with the highest result in a single benchmark.
