Borg Tactical Probes are found in Borg systems in Star Trek Fleet Command. Scopely’s current Help Center says Borg space starts around the Alta system; the exact current system inventory is not published there. You’ll need access to Borg space and a ship suited to the system you choose.
Where are Borg Probe systems?
Scopely’s Help Center describes Borg systems as starting around Alta, but does not provide a complete current list or identify one exact system as the sole location. Use the galaxy map to find the Borg systems available to your account, then choose one your ship can handle.
Scopely’s February 19, 2020 Borg FAQ lists these original Borg systems and their displayed levels. Treat this as a historical list, not a confirmed complete inventory today:

How do you reach Borg space?
The 2020 FAQ says Borg systems are reached with Transwarp Cells rather than by ordinary travel between connected systems. It describes each cell as taking a ship to one Borg system; Borg systems are not connected to one another.
That FAQ also says Transwarp Cells come from a gift chest available every 22 hours after building the Vi’dar, with an inventory cap of eight. It warns that cancelling a warp still consumes the cell. These mechanics are from the 2020 FAQ, so check the current game before committing a cell or relying on its stated timing and cap.

What ship should you use against Borg Probes?
Scopely recommends the Vi’dar for hunting probes because it deals bonus damage to Borg targets. Select a Borg system appropriate to your ship’s strength; the listed system level is a practical starting point for judging difficulty, not a guarantee of efficient farming.
What do Borg Probes drop?
Destroying Borg Probes yields Inert Nanoprobes. Scopely’s current support guidance says the refinery converts them into:
