These are two different games, not competing editions of one: System Shock: Enhanced Edition updates the 1994 original, while System Shock 2: 25th Anniversary Remaster updates its 1999 sequel. Choose the first if you want to play the original with modernized controls and display options; choose the remaster if you want the sequel, its co-op option, or a console version.
What are the two versions?
The names are easy to mix up. System Shock: Enhanced Edition is a refreshed release of the first System Shock, not the later remake. The System Shock 2: 25th Anniversary Remaster is an updated release of the sequel. They tell different parts of the series and are not substitutes for each other.
The sequel’s project was initially announced as System Shock 2: Enhanced Edition, which helps explain the naming confusion. Nightdive Studios later chose a remaster rather than a full remake: in an Xbox Wire interview, studio head Stephen Kick said the game was already playable and needed improvements to graphics, performance, and console support.

Choose the remaster for System Shock 2
Pick System Shock 2: 25th Anniversary Remaster if the sequel is the game you want. Nightdive lists co-op and mod support. The Xbox listing specifies single-player and online co-op for two to four players, including cross-platform co-op; check your platform’s listing for its exact multiplayer details.

If you are new to the series
Starting with the first game’s Enhanced Edition follows release order. That is a good way to see the series develop, but the available sources do not establish that you must play the games in order to understand the story. If buying only one, choose based on whether you want the first game or the sequel—not on the words “Enhanced” and “Remaster.”
Where can you get them?
Nightdive lists System Shock: Enhanced Edition on Steam, Humble Bundle, and GOG.
