The best city builder depends on what you want to manage: a sprawling modern metropolis, a historical trade network, a settlement fighting to survive, or a classic SimCity-style sandbox. This editorial shortlist groups standout games by those experiences rather than pretending one genre-spanning ranking is objective. The picks favor distinctive systems, room to replay or build freely, historical importance, and clearly documented editions or platform support.
Open-ended urban simulation
Cities: Skylines
Cities: Skylines is the clearest fit if you want to design a contemporary city around roads, services, and growth, then keep refining it. Its lasting appeal is also tied to player creativity: Paradox highlights extensive modding support, including making or improving maps and structures and sharing them through Steam Workshop. That openness gives it a different kind of replayability from games built around a fixed survival campaign or historical production chain. Paradox’s game page describes the simulation and modding ecosystem.

Cities: Skylines II
Cities: Skylines II is the newer choice for players drawn to simulation depth, larger city-building ambitions, and citizens whose lives feed into the city’s systems. Paradox’s feature descriptions call out citizen lifepaths, city scale, climate, weather, and seasonal challenges, alongside a living economy. These are the publisher’s stated features, not a guarantee that every player will prefer it to the first game; choose it for its emphasis on interconnected simulation rather than the original’s established modding history. Paradox’s Cities: Skylines II page details those systems.
Historical trade and production
Anno 1800
Anno 1800 is a strong pick when city growth is only one part of a wider strategy game. Its Industrial Age setting puts planning alongside production, trade, diplomacy, and warfare, so the challenge extends beyond laying out streets and supplying services. Ubisoft identifies it as a 2019 release and describes it as a city-building experience at the dawn of the Industrial Age. The series as a whole ranges across historical periods and futuristic colonization, but Anno 1800 is the most useful entry point in this shortlist for an era-specific recommendation. Ubisoft’s catalog also lists a Console Edition for next-generation consoles; check the current store listing for platform and edition availability. Ubisoft’s Anno 1800 page and the Anno franchise page cover the game and series.

Settlement survival and population management
Banished
Banished turns settlement building into a tightly focused question of whether a small community can endure. Released February 18, 2014, it begins with exiled travelers rebuilding in a new land; Steam’s description calls the townspeople the settlement’s primary resource. That framing makes population—not merely buildings or cash—the center of the management challenge. Choose it if you want a frontier settlement whose welfare and continued survival matter more than designing a contemporary metropolis. The Steam listing identifies its developer and publisher and gives the release date.
The classic SimCity lineage
SimCity 2000 and SimCity 4
SimCity belongs in any all-time city-builder guide because the franchise helped define the familiar appeal of designing a metropolis and making decisions that shape citizens and urban growth. EA’s current catalog includes SimCity 2000, SimCity 4, and SimCity 4: Rush Hour, as well as newer franchise entries. The catalog confirms the lineage, but it does not establish an official best entry. SimCity 2000 is a historically important older installment; SimCity 4 is a later classic to consider if you want a more developed version of the traditional city-planning formula. Check current compatibility and storefront availability before choosing an older release. EA’s SimCity catalog lists the franchise entries.

- Two-Sided Game Board
- New Version
- Two explorers embark on research journeys to remote corners of the world: the Himalayan mountains, the Central American rainforest, the Egyptian desert, a mysterious volcano, and the bottom of the sea
- The rules of the game are simple, but beware: The Lost Cities hold many unseen mysteries!
SimCity and SimCity BuildIt
EA’s catalog also lists SimCity and the mobile entry SimCity BuildIt. They extend the franchise across different formats, but their presence in the catalog alone does not make them equivalent to the PC-focused classics or establish which one best suits a particular player. Treat them as franchise options if you specifically want a newer or mobile SimCity experience, and check the relevant platform store for current availability.

For a more creative, open-ended run, favor games with sandbox freedom and modding. If you want pressure and interlocking objectives, Anno 1800 or Banished provides a clearer strategic constraint. Platform availability and edition details can change, particularly for older games and console releases, so verify the current store listing for the version you plan to play.

What about LEGO Skylines?
LEGO Skylines was announced on August 25, 2026, by Paradox Interactive. The announcement names Steam, PlayStation 5, Xbox Series X|S, and Nintendo Switch 2 as planned platforms, but states no release date. It is therefore a game to watch, not an established all-time pick: an announcement cannot yet demonstrate the depth, replayability, or quality that make a city builder endure. Paradox’s announcement provides the available platform and release information.
