No: the EU has not imposed a blanket ban on loot boxes, in-game purchases or virtual currencies. Its current approach applies existing consumer-protection rules to game sales and design, issues guidance on fair practices, and coordinates investigations into specific companies. The scrutiny covers more than what players buy: it also reaches how prices are shown, how children are addressed, and whether game interfaces pressure people into spending.
What the EU is doing—and what it is not
EU consumer law already applies to digital content and services, including games. The European Commission says those rules require traders to provide key information about a purchase and prohibit unfair commercial practices, including misleading interfaces and direct appeals to children to buy products.

That does not amount to a gaming-specific law that bans all paid random items or virtual currencies. The Commission’s materials describe consumer-information duties, guidance and enforcement actions. The European Parliament’s 2023 resolution called for an assessment of whether existing consumer law sufficiently protects players and raised possible legislative options; it did not itself enact a new prohibition. The Commission’s October 2024 Digital Fairness Fitness Check identified areas where further action might be needed, but left the form of any follow-up to be determined.
| What is under discussion or action | What it means for players | Status |
|---|---|---|
| Consumer-law duties | Games must provide required price and product information and avoid unfair commercial practices. | Existing rules |
| Virtual-currency principles | Guidance addresses transparent prices, purchases, withdrawal rights and consumer vulnerability. | Commission and CPC Network principles published in March 2025 |
| Named company proceedings | Authorities examine specified practices and invite companies to respond or propose commitments. | Case-specific enforcement, not a general ban |
| Possible new legislation | Further measures have been discussed, but the materials cited here do not establish a new gaming-specific law. | Policy debate, not an enacted prohibition |
The CPC Network coordinates national consumer-protection authorities. Its actions concern the companies and practices named in each proceeding; they should not be read as final findings that every similar feature in every game is unlawful.

How monetization can make the real price harder to see
A player who pays directly in euros can readily see the transaction price. A virtual currency adds a conversion step: the player must work out how much real money a bundle costs and how many currency units an item consumes. If the smallest available bundle exceeds the item’s price, the player may also be left with unused currency.
The Commission’s March 2025 CPC Network principles say online games should provide clear, transparent prices and pre-contract information, should not hide the cost of digital content or force players to buy virtual currency, and should respect consumers’ right of withdrawal. The Commission describes these principles as minimum requirements and best practices grounded in existing consumer law—not a separate blanket ban on virtual currency.
A European Commission Staff Working Document published in 2024 found that 61.5% of the observed cases with in-game currency offered a lower price per currency unit when currency was bought in bundles. That figure describes the report’s observed cases, not every game or player. The report also recorded varied ways of displaying prices and limited presentation of withdrawal information in its sample; it should not be treated as a market-wide prevalence estimate.

Which pressure tactics authorities have flagged
Consumer authorities look at how a purchase is presented and prompted, not just whether a buy button exists. The European Commission’s consumer guidance describes dark patterns as deceptive interface choices, including fake countdown timers, and says consumer rules prohibit online interfaces designed to trick people into purchases they do not want.
- Artificial urgency: A countdown or limited-time offer can pressure a player to act before they have considered the price. In its March 2025 account of the Star Stable Online action, the Commission cited time-limited purchase pressure among the concerns identified in the CPC Network’s assessment.
- Repeated nudges: The Commission’s 2024 study reported examples in observed mobile games of nagging, fake urgency, social proof, confirmshaming and hidden information. These are sample observations, not a finding that every game uses them or that every instance violates the law.
- Unclear transaction information: If a player cannot readily understand what currency costs or what it buys, the interface may obscure a material part of the decision. The Commission’s March 2025 virtual-currency principles emphasize transparent pricing and information before purchase.
- Child-directed appeals: EU consumer guidance says traders cannot directly tell children to ask adults to buy products. Advertising, endorsements and paid content in games should also be clearly marked.
These examples describe different practices and legal questions. A timer, currency bundle or prompt is not automatically an unlawful practice simply because it appears in a game; context and the applicable consumer-law test matter.
Why children are a particular focus
Consumer rules take account of vulnerability, particularly children. The Commission’s March 2025 account of the Star Stable Online action said the CPC Network assessment identified direct advertising appeals urging children to buy in-game currency or items—or to persuade adults to buy them—as well as time-limited purchase pressure, unclear information about buying and using currency, and influencer promotions without clear commercial disclosure.

Those details were concerns raised in a coordinated action. The company was invited to respond and propose commitments; the Commission’s account does not present the concerns as a final ruling of liability. The distinction matters: an authority flagging a practice is not the same as a court or regulator making a final finding.
How loot boxes fit into the rules
Loot boxes are not categorically prohibited by the EU-wide consumer-law materials described here. In its account of a September 2022 letter, the Commission said paid random-content purchases must meet the information requirements of the Consumer Rights Directive and the Unfair Commercial Practices Directive, including information about price and the product’s main characteristics.
The same account says a game should not be presented as “free” if it is not wholly free, and that games must not directly exhort children to buy paid add-ons such as loot boxes. These are rules about information and marketing; they are not a declaration that every paid loot box is illegal.

What the latest coordinated action covers
As of the European Commission’s online-games page update dated 30 September 2026, the CPC Network had begun a coordinated action in early 2026 concerning Microsoft Corporation and Activision Blizzard’s Call of Duty Mobile and Diablo Immortal. The Commission lists concerns involving virtual-currency use and sales, consumer-data collection, addictive design, preselected parental-control settings, direct exhortations to children, missing pre-contract information and unilateral account blocking.
The action is ongoing. Those items are issues under scrutiny, not final findings that the companies broke the law. Its scope also shows that the current inquiry extends beyond the price of an individual item to design, information, children’s protections, data and access to accounts.

What players should take away
- The EU has not announced a blanket ban on loot boxes, in-game purchases or virtual currencies in the materials covered here.
- Existing consumer rules can apply to game purchases, including requirements on clear pricing and product information, and restrictions on unfair practices and direct purchase appeals to children.
- Commission and CPC Network guidance puts particular emphasis on transparent virtual-currency pricing, pre-purchase information, withdrawal rights and vulnerability.
- Coordinated actions name specific companies and practices. While proceedings are ongoing, concerns should not be described as final findings of liability.
- Policy debate could lead to further measures, but the European Parliament’s 2023 resolution and the Commission’s 2024 Fitness Check are not themselves a new gaming-specific ban.
