The One Ring RPG’s second edition turns Middle-earth travel, diplomacy, and supernatural danger into linked procedures. Journeys convert routes into movement choices, Travel Fatigue, and events; Councils structure negotiations with important people; and Shadow rules model fear, corruption, and the Enemy’s pressure. The current game is Free League Publishing’s second edition, focused on Eriador and built around Journeys, Councils, Combat, the Shadow, and the Eye of Mordor.
This guide explains what each procedure does, how the table cycle works, which trackers matter, how the systems differ, and which rulebook or starter product best fits a new group. Exact role-test formulas, Council resistance tables, and the complete Shadow-gain schedule depend on the specific printing or starter rules you are using, so verify those details in that version before preparing a one-page cheat sheet.

What the second-edition rules are designed to do
The One Ring is not just a combat game with travel narrated between fights. Its core procedures make three campaign pressures playable:
Do these 3 things before closing this tab:
1Clear out junk files and repair common Windows errors2Scan for outdated or missing drivers - takes under a minute3Repair Windows errors before they cause bigger problems- Journeys make distance, terrain, fatigue, and unexpected events matter.
- Councils make a meeting with a notable person or community an adventure scene with objectives and consequences.
- Shadow effects make fear, moral strain, and the Enemy’s influence affect decisions and resources.
Free League identifies these systems alongside Combat and the Eye of Mordor in the second-edition Core Rules. The setting emphasis is Eriador, so the procedures are written for companies crossing dangerous country, dealing with the region’s personalities, and confronting an increasingly hostile world.

The edition has an earlier publication history. Cubicle 7’s 2019 second-edition announcement described a 352-page core rules book and emphasized updated, streamlined rules. That page is useful historical context; it should not be treated as proof that every current physical or digital printing has exactly that pagination.
How Journeys work in The One Ring RPG
A Journey is a structured overland phase. Instead of saying that the company spends a week walking and then arrives, the Loremaster turns the route into decisions and tracked consequences. The route’s distance and terrain determine the pressure; the company chooses who performs travel duties; progress is marked on the map; fatigue accumulates; and Journey Events interrupt the trip with complications.
1. Establish the route and terrain
The Loremaster first identifies where the company is starting, where it intends to go, and which terrain lies between those points. The map is not merely decorative: its scale affects how much ground a company must cross. Official corrections state that each Loremaster map hex is 20 miles wide.
Terrain also affects which Journey Event treatment applies. The official correction clarifies that Wild Land events use Border Land treatment, while Dark Land events use Wild Land treatment. Apply that correction to the map and event references in the printing your group owns.
2. Assign Journey Roles
Every traveller receives a Journey Role. The role assignment answers the practical question, “Who is responsible for which part of getting us there?” It also gives the Loremaster a clear way to decide which character is exposed when a travel problem occurs.
Do not rely on an online summary for exact role-test formulas. The public product description and the official log confirm the role-and-fatigue structure, but they do not publish the complete algorithm. Read the role entries in the current Core Rules or the starter rules at your table, then record each assignment before the company leaves.
3. Advance across the map
Travel proceeds as the company moves from hex to hex or otherwise advances along its route. The Loremaster describes what the travellers can see, how the terrain slows them, and what resources or choices the journey demands. The important distinction is that movement is not free narration: every leg creates a chance for fatigue or an event to alter the plan.

4. Track Travel Fatigue
Travel Fatigue is the visible cost of remaining on the road. Record it for each traveller rather than treating exhaustion as a vague mood. A character’s accumulated value tells the group who is carrying the greatest burden and gives the Loremaster a concrete state to use when the rules call for fatigue-related consequences.
The official Journey Log has a dedicated Travel Fatigue field for every traveller. Even if you use a digital sheet, copy that field prominently; hiding fatigue in individual character notes makes a long expedition harder to manage.
5. Resolve Journey Events
Journey Events interrupt the route with hazards, discoveries, delays, or other complications. They are the point where the map’s abstract movement becomes a scene. The Loremaster uses the applicable event treatment for the land type, then frames the situation so the company can decide how to respond.
The Journey Log includes a Journey Events area as well as role and fatigue fields. Keeping those three pieces together gives the table a quick record of what happened, who was responsible, and how much strain the trip has created.
The Tool Desk
Outbyte Driver Updater FREEScan for outdated or missing drivers - takes under a minuteDriver Scan →Outbyte PC Repair FREERepair Windows errors before they cause bigger problemsFix Now →What a Journey asks the players
- How much progress can the company risk before fatigue becomes the larger problem?
- Which character is best suited to each Journey Role?
- When an event interrupts the route, should the company push on, detour, or spend time dealing with it?
- How will the company respond when the route’s demands expose a particular traveller to danger?
The movement pressure is therefore distance plus terrain plus interruption. A Journey is successful when the company reaches its destination with enough time, health, and cohesion to face what comes next—not merely when the Loremaster has described a scenic walk.
How Councils work in The One Ring 2e
A Council is a planned social encounter with an important person, community, or group. The company arrives with a purpose, presents an approach, and tries to persuade someone whose attitude and interests matter. The result can provide assistance, impose limits, or change the relationship that shapes the next part of the adventure.
Define the company’s purpose
Before dice or speeches, state what the company wants from the meeting. “We want help” is too broad to guide a scene. A useful purpose identifies the requested action: permission to cross a territory, information about an enemy, supplies, an introduction, or a commitment to join a plan.

The purpose gives the Loremaster a standard for judging an outcome. A partial result can grant a narrower version of the request, while a failure can close that avenue, create a new obligation, or worsen the personality’s attitude.

Choose who speaks for the company
A Council works best when the group decides who will present its case and what evidence or behavior supports it. Other heroes can contribute through the fiction, but the company should know who is taking responsibility for the approach. This prevents a scene from becoming an unstructured sequence in which every player repeats the same argument.
Play the personality, not a generic difficulty number
The Loremaster frames the notable person’s attitude, priorities, and concerns. A proud ruler, frightened villager, suspicious guide, and grieving ally should not respond to the same appeal in the same way. The company’s stated purpose and chosen approach then meet that personality’s perspective.
The exact resistance values, success thresholds, and outcome tables are printed in the current Core Rules or the particular Starter Set being used. The public product pages establish the Council procedure but do not expose those complete tables, so do not mix numbers from an earlier edition or an unrelated quick-start handout.
Resolve consequences in the fiction
A Council result should change what the company can do. Assistance might open a route or provide a resource; a restriction might require a different plan; a failed meeting might damage trust or force the company to proceed without the desired support. Record the result in the adventure notes so the relationship has a continuing effect instead of disappearing when the scene ends.

The Starter Set contains condensed Council rules, and the Over Hill and Under Hill Starter Set also advertises condensed Council rules. Those summaries are useful for beginning play, but use the full Core Rules when you need the complete procedure or edge-case guidance.
Shadow points, Dread, and Shadow tests
Shadow is the campaign’s accumulating moral and psychological danger. It represents fear, corruption, and the pressure exerted by the Enemy. The Core Rules place Shadow and the Eye of Mordor in the same central rules family as Journeys, Councils, and Combat, so Shadow is not an optional mood layer added after the adventure is written.

Shadow points are a tracked pressure
When a rule awards Shadow points, record them as a character state. The points can represent an immediate shock, a frightening encounter, or a deeper spiritual danger, depending on the triggering rule. Do not assume that every frightening scene uses the same schedule: the complete list of Shadow sources and recovery procedures must be checked in the current rulebook and its errata.
What Dread means at the table
Dread is used as a rules label in the corrected Thing of Terror entry. It is not a universal replacement for every Shadow effect. In that specific correction, the creatures’ ability causes an immediate Shadow award and then calls for a Shadow test.
The corrected Thing of Terror example
The official correction states: “At the start of the first round of the battle all Player-heroes in sight of one or more creatures with this ability gain 3 Shadow points (Dread). Those who fail their Shadow test are daunted and cannot spend Hope for the rest of the fight.”
This example shows why Shadow effects matter tactically. The failed test does not merely add an abstract penalty: it makes the heroes daunted and removes their ability to spend Hope for the rest of that fight. The timing also matters—the effect occurs at the start of the first round, before the battle has developed.
Use that wording as an errata-specific rule, not as a claim that every Shadow test awards three points or prevents Hope spending. Other triggers, creatures, and situations may use different instructions.
Journeys, Councils, and Shadow effects compared
| Procedure | Fiction | Primary pressure | Visible tracker | Typical consequence |
|---|---|---|---|---|
| Journey | Crossing Middle-earth | Distance, terrain, fatigue, and events | Journey Role and Travel Fatigue, plus Journey Events | Delay, fatigue, or a travel complication |
| Council | Negotiating with a person or community | Purpose, attitude, and persuasion | The stated objective and Council result | Assistance, restriction, or a changed relationship |
| Shadow effect | Fear, corruption, or the Enemy’s influence | Shadow points, Dread, and tests | Shadow and Hope-related state | Conditions such as daunted in the cited Thing of Terror example |
The procedures share a design goal while keeping their pressures distinct. Journeys ask how far the company can go and what the route costs. Councils ask what the company can obtain from people who have their own interests. Shadow effects ask how fear or corruption changes what the heroes can endure and which resources remain available.
Using errata and avoiding edition mix-ups
Check the current Free League errata and FAQ against the exact physical or digital printing your group owns. Two corrections are especially relevant to this topic:

- 5-in-1 Connectivity: Equipped with a 4K HDMI port, a 5 Gbps USB-C data port, two 5 Gbps USB-A ports, and a USB C 100W PD-IN port. Note: The USB C 100W PD-IN port supports only charging and does not support data transfer devices such as headphones or speakers.
- Powerful Pass-Through Charging: Supports up to 85W pass-through charging so you can power up your laptop while you use the hub. Note: Pass-through charging requires a charger (not included). Note: To achieve full power for iPad, we recommend using a 45W wall charger.
- Transfer Files in Seconds: Move files to and from your laptop at speeds of up to 5 Gbps via the USB-C and USB-A data ports. Note: The USB C 5Gbps Data port does not support video output.

- Each Loremaster map hex is 20 miles wide.
- Journey Event treatment shifts by land type: Wild Land events use Border Land treatment, and Dark Land events use Wild Land treatment.
- The Thing of Terror wording gives the corrected 3-Shadow-point Dread effect and the daunted/Hope restriction described above.
Do this version check before building a travel handout or importing a rule from an older forum post. The second-edition lineage includes a 2019 announcement, later printings, digital products, and starter summaries; a page number or formula from one source may not identify the text in another.
Free League also offers an Unbound digital Core Rules product. Its description says the digital toolset includes the physical compendium’s content and a Game Compendium containing 138 key rules. That can be useful for searching during play, but confirm that your group is using the same edition and errata state as the Loremaster.
Which One Ring rulebook should you buy?
Choose the Core Rules for a complete campaign reference
The One Ring RPG Core Rules 2nd Edition is the central physical reference. Free League identifies it as the source for Journeys, Councils, Shadow, and the Eye of Mordor. Asmodee UK lists the physical book under Free League SKU FLFTOR001. Buy this first when your group expects to run a full campaign, needs complete procedures, or wants the Loremaster to have the authoritative rules in one volume.
Quick wins for a faster PC:
Clear out junk files and repair common Windows errorsFree Scan →Scan for outdated or missing drivers - takes under a minuteDriver Scan →Choose the Starter Set for the easiest packaged entry
The One Ring Starter Set is designed to reduce setup. It includes condensed rules, maps, pregenerated heroes, Wargear Cards, Journey Role and Combat Stance Cards, two D12 Feat Dice, and six D6 Success Dice. That combination lets a new group begin without creating characters or sourcing the game’s custom dice separately.
The Starter Set is especially useful when the group wants to learn the shape of Journeys, Councils, and Combat before committing to a long campaign. Move to the Core Rules when the condensed procedures no longer answer the situation at the table.
Use the Journey Log as a free tracking aid
The official Journey Log is useful even if you already own the Core Rules. Its dedicated fields for Journey Roles, Travel Fatigue, and Journey Events keep the travel state visible to everyone. Treat it as a reference and record sheet, not as a substitute for the full rules.
Consider digital rules when search speed matters
The Unbound digital Core Rules integrate the compendium into a digital toolset and advertise a Game Compendium with 138 key rules. This option favors groups that search during play or keep their campaign materials digitally. The physical Core Rules remain the safer choice when the group prefers a table reference that does not depend on a device.
Quick Recap
A practical first-session checklist
- Confirm that everyone is using the same second-edition Core Rules, Starter Set, or digital version.
- Apply the current map and Journey Event corrections before drawing the route.
- Mark the route’s terrain and count the 20-mile map hexes.
- Assign and record each traveller’s Journey Role.
- Start a visible Travel Fatigue track for every traveller.
- Write the company’s Council purpose before the meeting begins.
- Identify who speaks for the company and what evidence supports the approach.
- Record the Council’s result as an adventure fact that can affect later scenes.
- When a Shadow effect occurs, write down the points, test timing, and conditions exactly as the rule states.
- For a Thing of Terror, apply the corrected start-of-first-round wording rather than an older version.
Common mistakes to avoid
- Hand-waving travel: skipping the route, role assignments, fatigue, and events removes the system’s movement pressure.
- Hiding fatigue: if Travel Fatigue is not visible, players cannot make informed decisions about pushing onward.
- Turning a Council into free-form debate: establish a concrete purpose and let the personality’s attitude shape the response.
- Using a generic Shadow schedule: apply the trigger’s actual wording; the Thing of Terror correction is a specific example, not a universal table.
- Mixing versions: check the errata and the printing or digital edition before copying formulas, thresholds, or event references.
