To become a Paranormal Investigator in The Sims 4, get the Paranormal Stuff Pack, raise your Sim’s Medium skill to level 5, and obtain a Paranormal Investigator License. How to build the Medium skill
Develop Medium through paranormal gameplay, including séance-related activities. EA’s Help page also mentions classes and summoning spirits as ways to develop the skill. The skill has five levels; reaching level 5 makes your Sim eligible to obtain a license. EA lists eligible life stages as Child, Teen, Young Adult, Adult, and Elder.
How do I get a Paranormal Investigator license?
EA’s Paranormal Stuff Pack developer blog describes two ways to get the license. The blog calls the career “kinda special” and says it is available to Sims with a Paranormal Investigator License. Its details are launch-era guidance, so exact interaction wording may differ in the current game.

Paranormal Investigator is a branch of the Freelancer career, not a separate career entry. Once your Sim has a license, join Freelancer and select the Paranormal Investigator branch. EA’s developer blog describes investigation gigs in Easy, Normal, and Hard difficulties. Those are the labels documented by EA; check the current gig board for available work and prompts.
