tlbinf32.dll Missing on Windows: Safe Repair Steps That Work

“ The program can’t start because tlbinf32.dll is missing from your computer.” Other messages include “The code execution cannot proceed because tlbinf32.dll was not found,” “Error loading tlbinf32.dll,” and “The specified module could not be found.”

tlbinf32.dll is the Microsoft TypeLib Information Objects component used by older Visual Basic and COM applications. The safest fix is to repair or reinstall the application that requested it, not to download a replacement DLL from a random website.

As an Amazon Associate I earn from qualifying purchases.

The 60-second answer

  1. Identify the application showing the error.
  2. Use that application’s installer to select Repair, or reinstall it from trusted installation media.
  3. Check Windows Security quarantine in case the file was removed.
  4. If the application reports Class not registered, register the trusted 32-bit DLL with the correct regsvr32 command.
  5. Do not copy a random tlbinf32.dll into System32.

tlbinf32.dll is associated with the TypeLib Information Objects library, Object Navigator, and Visual Basic software. Microsoft documentation identifies it with Visual Basic 6.0 and Visual Studio 6.0 installation media, where it was copied from the disc’s OSSystem directory.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Microsoft does not classify it as a normal Windows system DLL. Its current Visual Basic support information places it among unsupported runtime files rather than the supported VB6 runtime files included with Windows. See Microsoft’s Visual Basic 6.0 support policy.

What tlbinf32.dll does

The file provides TypeLib Information Objects, commonly abbreviated as TLI. A Visual Basic or COM program can use TLI to inspect a type library and discover information about:

  • COM classes
  • Interfaces
  • Methods
  • Properties
  • Constants
  • Events
  • Other registered type information

That makes the file useful to old Visual Basic utilities, developer tools, COM inspection programs, add-ins, engineering applications, and other software built around ActiveX or COM.

A commonly catalogued historical build is version 1.1.88.4, a 32-bit file of approximately 0.14 MB. That is not proof that every legitimate installation must contain exactly that build. Use the copy supplied by the application or its trusted installation media.

Why Windows is showing the error

The message does not always mean that tlbinf32.dll itself is missing. The most common causes are:

What happened What it means Best response
The application was incompletely installed Its setup program did not copy the component Repair or reinstall that application
The file was quarantined Antivirus removed or isolated an old component Review quarantine and reinstall from trusted media
The program was copied to another PC The executable was moved without its COM dependencies Run the complete installer
Registration is missing The file exists but COM activation cannot find it Register it only for a registration error
The wrong architecture was used A 32-bit program received an unsuitable replacement Restore the correct 32-bit file
A dependency is missing Windows found the named file but could not load something it needs Reinstall the parent application and its prerequisites
The file is damaged or suspicious The file may be corrupt, altered, or malicious Verify its source and scan the computer

The error may appear after a reinstall, system restore, disk cleanup, antivirus detection, application upgrade, backup recovery, or migration to another computer.

Fix 1: Repair or reinstall the application that needs it

This is the most likely solution.

Find the application

Look at the title bar or the application name in the error dialog. If the message appears immediately after launching a shortcut, right-click that shortcut and choose Properties. The Target field usually identifies the program.

You can also check installed software:

  1. Press Windows + I.
  2. Select Apps.
  3. Choose Installed apps on Windows 11, or Apps & features on Windows 10.
  4. Search for the program that fails.
  5. Select the three-dot menu on Windows 11, or the application entry on Windows 10.
  6. Choose Advanced options if available.
  7. Select Repair.

If Windows does not offer a Repair button, open the application’s original setup program and look for Repair, Modify, or Reinstall.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

If repair does not work

Uninstall and reinstall the application from:

  • The vendor’s current installer
  • The original installation disc
  • A trusted company software repository
  • A known-good backup of the complete installer

Restart Windows after uninstalling if the installer requests it. Then install the application again and test it before copying old program files back into its folder.

A complete installer is important. Copying only the application’s .exe file often omits tlbinf32.dll, ActiveX controls, type libraries, registry entries, and other dependencies.

How to tell whether it worked

Launch the same application that produced the error. The repair succeeded if it opens without the missing-file message and the feature that uses COM or type-library information works normally.

If the same message returns, continue with the quarantine and file-verification steps below rather than downloading a replacement DLL.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Fix 2: Check Windows Security quarantine

An old DLL may be removed because it is unsigned, obsolete, packed unusually, or resembles malicious software. The opposite is also possible: a malicious file may use the name tlbinf32.dll.

To inspect quarantine in Windows Security:

  1. Open Start and search for Windows Security.
  2. Select Virus & threat protection.
  3. Select Protection history.
  4. Review recent detections.
  5. Open any entry associated with the affected application or DLL.
  6. Check the detected file path and detection details.

Restore the file only when all of these are true:

  • It came from the known application’s installer.
  • The application is trusted.
  • The quarantine path matches the application’s expected directory.
  • Your security product provides no remaining warning after review.

If you are unsure, do not restore it. Reinstall the application from trusted media and run a full scan instead.

To run a full scan:

  1. Open Windows Security.
  2. Select Virus & threat protection.
  3. Choose Scan options.
  4. Select Full scan.
  5. Select Scan now.

Fix 3: Verify the file’s location and properties

A legitimate copy may be located in the affected application’s directory or in an older Windows system directory. On 64-bit Windows, a 32-bit component may also be associated with SysWOW64.

Do not assume that a file is safe because it has the right name. Check it:

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.
  1. Open File Explorer.
  2. Search for tlbinf32.dll.
  3. Right-click each result and select Properties.
  4. Review the Location, Details, and Digital Signatures tabs.
  5. Note the product name, file description, publisher, and version.
  6. Check whether the location belongs to the application that reported the error.

The expected description is TypeLib Information Objects. Public file metadata reports Microsoft Corporation as the publisher, but metadata alone does not prove that a file is genuine.

Be cautious with copies found in:

  • A temporary download folder
  • A browser cache
  • A recently extracted archive
  • An unrelated game or application folder
  • A random directory under your user profile

If the file exists but the application still says that the module cannot be found, a dependency may be missing. Reinstalling the parent application is safer than moving the DLL between folders.

Fix 4: Register the DLL only for a COM registration error

Do not run regsvr32 merely because Windows says a DLL is missing. Registration is relevant when the file exists and the application reports an error such as:

  • Class not registered
  • Cannot create the TLI object
  • COM component could not be activated
  • Cannot register the component

First locate the trusted DLL. Then open an elevated Command Prompt:

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.
  1. Open Start.
  2. Type cmd.
  3. Right-click Command Prompt.
  4. Select Run as administrator.
  5. Run the command that matches your Windows architecture and file location.

For a 32-bit DLL on 64-bit Windows, use the 32-bit registration utility:

%windir%SysWOW64regsvr32.exe "C:pathtotlbinf32.dll"

Replace the example path with the actual path. SysWOW64 is the directory containing 32-bit Windows tools on 64-bit Windows, despite its confusing name.

On 32-bit Windows, the command is typically:

%windir%System32regsvr32.exe "C:pathtotlbinf32.dll"

Microsoft explains that regsvr32 calls the DLL’s DllRegisterServer entry point. If Windows reports that DllRegisterServer is missing, stop. The file may not be self-registering, may be the wrong file, or registration may not be the real problem. See Microsoft’s regsvr32 documentation.

A successful registration message does not guarantee that the application is fixed. Launch the original program again. If it still fails, reinstall the parent application and its dependencies.

Fix 5: Account for 32-bit and 64-bit Windows

tlbinf32.dll is a 32-bit component. A 32-bit Visual Basic program runs under Windows’ 32-bit compatibility layer on 64-bit Windows.

This creates two common mistakes:

  • Trying to use a 64-bit DLL in a 32-bit application
  • Running the 64-bit regsvr32 against a 32-bit component

On 64-bit Windows:

  • C:WindowsSystem32 contains 64-bit system files.
  • C:WindowsSysWOW64 contains 32-bit system files and tools.
  • A 32-bit application may install its own DLL beside its executable instead of placing it in a Windows directory.

Do not move the file between System32, SysWOW64, and the application folder as a general repair. The installer should determine the correct location and registration.

If the message says the file is “not designed to run on Windows” or “contains an error,” verify the file’s source, architecture, integrity, and quarantine history before attempting registration.

Fix 6: Repair Windows components with DISM and SFC

DISM and System File Checker are useful when protected Windows components are damaged. They are not the primary repair for tlbinf32.dll, because Microsoft does not list this file as a normal Windows-shipped system runtime file.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Run DISM first:

  1. Open Start.
  2. Type cmd.
  3. Right-click Command Prompt.
  4. Select Run as administrator.
  5. Enter:
DISM /Online /Cleanup-Image /RestoreHealth
  1. Wait for the command to finish.
  2. Restart Windows.

Then run SFC:

sfc /scannow

Wait until verification reaches 100 percent. Restart again and test the affected application.

Possible results include:

  • Windows Resource Protection did not find any integrity violations: protected Windows files appear intact.
  • Windows Resource Protection found corrupt files and successfully repaired them: restart and test again.
  • Windows Resource Protection found corrupt files but was unable to fix some of them: review the result, repeat DISM if necessary, and focus on repairing the application that owns tlbinf32.dll.

Microsoft provides the official System File Checker and DISM instructions.

When you are repeatedly hunting through folders and rerunning SFC/DISM without knowing what changed, Outbyte PC Repair can scan for reported system problems and show what needs attention; its free scan identifies issues, while repair is handled by the full version. It is optional, and reinstalling the affected Visual Basic or COM application remains the definitive fix when that application owns the DLL.

Fix 7: Install Windows updates and application prerequisites

Windows Update will not normally install tlbinf32.dll, but keeping Windows current can resolve compatibility and system-component problems around an old application.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

To check for updates:

  1. Press Windows + I.
  2. Select Windows Update.
  3. Choose Check for updates.
  4. Install available updates.
  5. Restart when prompted.
  6. Test the application again.

Do not expect Visual C++ Redistributables, DirectX, or modern .NET to provide this file. Install those only when the application’s own documentation or a separate error identifies them as required.

Microsoft’s official Visual Basic 6.0 Service Pack 6 Cumulative Update is named VB60SP6-KB2708437-x86-ENU.msi. It updates supported VB6 components, but it should not be treated as a guaranteed standalone installer for tlbinf32.dll. The package is available through the Microsoft Download Center.

Fix 8: Update drivers only when the diagnosis points there

A graphics, storage, chipset, or input driver is not a normal source of tlbinf32.dll. Update drivers only if the application also reports device failures, crashes when accessing hardware, or a Device Manager error.

To inspect Device Manager:

  1. Right-click Start.
  2. Select Device Manager.
  3. Expand the relevant device category.
  4. Right-click the device.
  5. Select Properties.
  6. Review the General tab for an error code.
  7. Open the Driver tab and note the provider and date.
  8. Select Update Driver.
  9. Choose Search automatically for drivers.

For a clean reinstall, choose Uninstall device, restart Windows, and then install the driver from the computer or device manufacturer. Do not uninstall a critical device without knowing how you will restore its driver.

Manually identifying stale drivers across many device categories can take time; Outbyte Driver Updater can scan and identify reported driver issues, with installation handled by the full version. It is optional, and a driver update will not replace the application installer when tlbinf32.dll is the actual missing component.

Fix 9: Use System Restore when the timing is clear

System Restore can help when the error began immediately after a driver installation, software change, or system cleanup and no application installer is available.

  1. Open Start.
  2. Search for Create a restore point.
  3. Open it.
  4. Select System Restore.
  5. Choose a restore point dated before the problem began.
  6. Select Next, then Finish.
  7. Allow Windows to restart.

System Restore should not replace malware investigation or application reinstallation. It also may not restore an unsupported application component if the original installer is damaged or incomplete.

What not to do

Do not download the DLL from a generic DLL site

Random DLL downloads can contain malware, the wrong architecture, an altered file, or a version that does not match the application. Even a genuine file may not fix COM registration, missing dependencies, or an incomplete installation.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Do not copy an unknown file into System32, SysWOW64, or the application directory. Do not use registry cleaners to repair this error.

Do not register every DLL automatically

regsvr32 is not a universal DLL repair command. Use it only when the application is reporting a COM registration problem and you have a trusted, compatible file.

Do not assume SFC will restore it

SFC repairs protected Windows files. Since tlbinf32.dll is not a standard Windows-shipped runtime component, repairing Windows may leave this file unchanged.

If the application still will not run

At this point, identify which condition remains:

  • File absent: repair or reinstall the owning application.
  • File quarantined: reinstall from trusted media and investigate the detection.
  • Specified module not found: look for a missing dependency and rerun the complete installer.
  • Class not registered: use the correct 32-bit registration command.
  • Not designed to run on Windows: verify architecture, integrity, provenance, and compatibility.
  • Application crashes after the DLL is restored: the application itself may be obsolete or dependent on other unsupported components.

Microsoft supports compatibility for many compiled VB6 applications on supported Windows versions, but the VB6 development environment and some individual runtime files remain unsupported. If the program is business-critical and cannot be repaired, contact its vendor, move to a supported replacement, or isolate it in an appropriately managed older Windows environment.

Frequently asked questions

Is tlbinf32.dll part of Windows?

No. It is a historical Microsoft component associated with Visual Basic and Visual Studio software, not a normal Windows system DLL.

Is tlbinf32.dll a Visual C++ runtime file?

No. Installing Visual C++ Redistributables normally will not provide it.

Is tlbinf32.dll 32-bit?

Yes. It is a 32-bit component, including when used by an older Visual Basic application running on 64-bit Windows.

Should I put it in System32?

No. Use the original application installer to place and register it. Manual copying can create architecture, registration, and version problems.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Should I run regsvr32?

Only when the trusted file already exists and the application reports a COM registration error. It is not the correct response to every missing-file message.

Will the VB6 Service Pack 6 update install it?

Do not assume that it will. Microsoft’s update is for supported VB6 components and is not a guaranteed standalone tlbinf32.dll installer.

What if the DLL is already present?

Check its location, properties, architecture, signature, and quarantine history. “The specified module could not be found” can indicate a missing dependency rather than a missing tlbinf32.dll.

Can I copy it from another computer?

Only when the source, architecture, version, and provenance are established and the software license permits it. The original application installer is safer and also restores related files and registration.

What’s actually slowing this PC down?

Pick the symptom - the matching free tool is one click away.
