Steam Error Code E20 usually means the desktop client could not complete communication with Steam. It does not, by itself, prove that your password is wrong, your account is banned, or Steam is down. The cause may be a temporary outage, corrupted web data, a VPN or proxy, firewall and antivirus rules, DNS trouble, router filtering, or damaged Steam files.
Work through these fixes in order. The phone-hotspot test is especially useful because it quickly separates a home-network problem from a Windows or Steam-client problem. These steps are primarily for Steam on Windows 10 and Windows 11.

Before fixing Steam E20: identify the failing part
First, open the Steam Store, Community, and Support pages in a browser. Try the Steam mobile app if you use it. Note whether E20 appears during normal sign-in, QR-code login, or while Steam shows a blank or offline window.

- Browser works but the desktop client fails: focus on Steam’s cache, Steam WebHelper, firewall, VPN, proxy, and local security software.
- Only one Steam account fails: stop repeatedly reinstalling Steam and contact Valve if the problem persists.
Valve does not publish one definitive explanation covering every E20 occurrence. Its Steam sign-in troubleshooting instead points to connectivity, conflicting programs, maintenance, local networks, and ISPs.

1. Check Steam’s server status
Before changing files or firewall rules, check whether Steam is experiencing maintenance or a service incident. Test Steam pages on another device and consult a reputable Steam server-status page. If Steam services fail across devices and networks, a reinstall will not help; wait and try again later. A single E20 message does not prove that Steam is down.
Valve explains that system-wide connectivity problems can prevent access until the service is restored: Steam connectivity support.
2. Exit Steam completely and relaunch it
Closing the window may leave Steam processes running.
- Right-click the Steam icon in the Windows notification area and choose Exit Steam.
- Press Ctrl + Shift + Esc to open Task Manager.
- End remaining Steam Client and, if present, Steam Client WebHelper processes.
- Open Steam again and retry the login.
This gives the client and its embedded web components a clean connection attempt. Valve also recommends restarting Steam for related client and WebHelper problems: Steam WebHelper troubleshooting.
3. Restart Windows
Restart Windows rather than merely signing out. This clears stuck Steam processes, pending client updates, network-session state, and some transient driver or security-software problems. After Windows loads, test Steam before reopening a VPN, overlay, download manager, or other background utility.

4. Restart the modem and router
- Exit Steam.
- Unplug the modem and router.
- Wait about 30 seconds.
- Reconnect the modem first and wait for it to connect.
- Reconnect the router if it is separate.
- Retry Steam.
Other websites working does not completely rule out router or ISP filtering of Steam traffic. Valve recommends power-cycling network equipment as a general connectivity measure: network equipment troubleshooting.
5. Test Steam with a phone hotspot
Connect the PC to a phone hotspot and try Steam. Disconnect afterward if mobile data is limited.
- Steam works on the hotspot: your home router, DNS, ISP, firewall, or network policy is the likely cause.
- Steam fails on the hotspot too: investigate Windows, Steam’s local files, security software, the account, or Steam’s services.
- It fails on several networks and devices: escalate to Steam Support instead of repeatedly reinstalling.
This is one of the most informative tests because it changes the network without changing the PC.
6. Disable VPN and proxy connections temporarily
VPNs and proxies can change routing, DNS resolution, IP reputation, and available ports.
- Open Settings > Network & internet > Proxy.
- Turn off a manually configured proxy unless your organization requires it.
- Disconnect the VPN.
- Restart Steam and test.
Do not disable a work or school proxy without permission. If Steam works after disconnecting a VPN, the VPN is implicated, but using a different server is not a guaranteed solution. Valve notes that proxies and restricted institutional networks can block Steam connectivity.

7. Clear Steam’s download cache
If Steam opens far enough to show Settings, select Steam > Settings > Downloads > Clear Download Cache, then confirm. Steam may require you to sign in again.

8. Delete Steam’s local HTML cache
Some Steam users report that deleting the local HTML cache fixes E20, including cases where QR-code login would not load. This is an anecdotal workaround rather than an official E20-specific Valve procedure.
- Exit Steam completely.
- Open File Explorer and paste
%localappdata%Steaminto the address bar. - Back up the folder if you want an easy rollback.
- Delete the
htmlcachefolder. - If it is absent, some community reports also mention
appcachehttpcache. - Relaunch Steam and try again.
Do not delete the entire Steam folder, steamapps, or userdata for this cache fix. Community reports: Steam Community E20 discussion.
9. Check Windows Firewall permissions
A Windows update or changed network profile can alter firewall permissions.

- Search Windows for Windows Defender Firewall.
- Choose Allow an app or feature through Windows Defender Firewall.
- Select Change settings.
- Ensure the official Steam entries are allowed on the appropriate network profile.
- If Steam is missing, add the official Steam executable through the firewall interface.
- Restart Steam.
Do not leave the firewall disabled. If you temporarily disable it for diagnosis, re-enable it immediately and create a narrow exception instead. Valve’s guidance is available in its firewall troubleshooting.
10. Check antivirus and ransomware protection
Inspect your security software’s quarantine and blocked-events lists for steam.exe and steamwebhelper.exe. Add an exception only for the official Steam installation when you are confident the files are genuine.
Do not permanently disable antivirus protection, restore an unknown quarantined file, or install a third-party “Steam repair” utility. Managed work and school computers may prevent these changes. Valve explains that antivirus and other security programs can interfere with Steam: security software guidance.
11. Close conflicting background applications
Temporarily close programs that intercept traffic, inject overlays, create virtual network adapters, or embed themselves in games. Test VPN clients, third-party firewalls, antivirus web shields, screen-capture tools, hardware-monitoring utilities, cloud-sync clients, download managers, network inspection tools, and virtual-machine software one group at a time.
Do these 3 things before closing this tab:

12. Flush DNS and renew the Windows connection
Open Command Prompt as administrator and run:
ipconfig /flushdns
ipconfig /release
ipconfig /renew
Restart Steam afterward. These commands clear the local DNS resolver cache and request refreshed network configuration. They cannot fix a Steam outage, account problem, firewall block, or ISP-level restriction.
13. Reset Winsock, IP, and the WinHTTP proxy
If the previous step did not help, run these commands in an elevated Command Prompt:
netsh winsock reset
netsh int ip reset
netsh winhttp reset proxy
Restart Windows before testing Steam. This is a more invasive network repair. It can affect VPN clients, virtual adapters, custom DNS, static network settings, and enterprise configurations, which may need to be restored. These commands are standard Windows troubleshooting steps and community practice, not an official Valve E20-specific procedure.
14. Refresh Steam without deleting your games
Reinstalling Steam can refresh damaged client files, but it is not a sensible first response if the real cause is an outage, ISP, firewall, or account issue.
- Confirm your Steam account name, password, email access, and authenticator access.
- Exit Steam.
- Back up the
steamappsfolder. - Back up
userdataif local configuration or saves matter. - Check save locations outside Steam Cloud, including
C:Users[Windows user name]DocumentsMy Games. - Reinstall the official Steam client.
- Reconnect the existing library or restore the preserved folders.
- Verify game files if installations are not recognized immediately.
The commonly used Windows installation path is C:Program Files (x86)Steam. Valve’s Steam installation and migration guidance recommends preserving steamapps and userdata. Steam Cloud does not guarantee that every game’s saves are protected, so do not assume a reinstall is risk-free.
15. Contact Steam Support with evidence
Contact Steam Support when E20 persists across different networks, appears on several devices, affects only your account, or follows a suspected account-security event.
Include:
- The exact error text and a screenshot
- When the problem began
- Your Windows version
- Whether browser and mobile login work
- Whether a phone hotspot works
- VPN, proxy, antivirus, and firewall details
- Recent Windows, Steam, driver, router, or security changes
- The fixes you already tried
Valve’s support flow may require email verification before you submit the request. Do not repeatedly delete Steam folders while waiting for a response.

Steam E20 troubleshooting matrix
| Symptom | Likely branch | Next step |
|---|---|---|
| Steam Store and Community fail everywhere | Service incident or broad network problem | Check status and wait |
| Browser works but desktop client fails | Cache, WebHelper, firewall, VPN, or local software | Restart, clear cache, and check security software |
| Hotspot works but home Wi-Fi fails | Router, DNS, ISP, or network policy | Reboot equipment and investigate the home network |
| Every device fails on the same network | Router, ISP, or service outage | Test another network and contact the ISP if needed |
| Only one account fails | Account, session, or security issue | Contact Steam Support rather than reinstalling repeatedly |
| QR code does not load | Web component, cache, or network filtering | Restart Steam and clear HTML cache |
| Steam remains in Offline Mode | No active Steam connection | Restore online access; offline mode has limitations |
What not to do
- Do not treat E20 as automatic proof of a wrong password, ban, or account hijack.
- Do not repeatedly reinstall Steam without testing another network.
- Do not delete
steamapps, userdata, or the entire Steam directory as a first-line fix. - Do not leave Windows Firewall or antivirus disabled.
- Do not change router port mappings based on random forum lists. Valve says required Steam ports cannot simply be remapped to HTTP or an arbitrary range.
- Do not apply Windows commands without an administrator prompt.
- Do not use Windows paths or commands on Steam Deck, macOS, or Linux.
If E20 remains after testing another network, repairing local cache and security rules, and checking for account-specific behavior, further local tinkering is unlikely to help. Escalate to Valve with the evidence from your tests.
