Which fix applies to you
Start with the symptom that matches your PC:
- Several Windows programs report tsbyuv.dll: repair Windows with Windows Update, DISM, and SFC.
- Only one older capture, webcam, media, or video program fails: repair or reinstall that application.
- The error appeared after antivirus activity: inspect Windows Security Protection History before restoring anything.
- A 32-bit application fails on 64-bit Windows: check the 32-bit copy in
SysWOW64and reinstall the correct application architecture. - Only video playback is broken: investigate the media format, codec support, display driver, and renderer. Replacing tsbyuv.dll may not fix playback.
- The file exists outside the Windows directory or has an invalid signature: treat it as suspicious and scan the system.
- The problem began immediately after an update, driver installation, or program installation: try System Restore or Windows recovery options.
Do not start by copying tsbyuv.dll from a random DLL download page. A downloaded file can have the wrong architecture, Windows build, signature, or dependencies, and it may leave the underlying component-store or application problem untouched.
What tsbyuv.dll actually is
tsbyuv.dll is the Toshiba Video Codec, a legacy Windows video-codec component. It belongs to Windows Image Compression Manager and Video for Windows technology rather than to the Visual C++ runtime, DirectX, or .NET.
The codec is identified by the Y411 format code. Windows codec inventories list it alongside codecs such as Microsoft RLE, Microsoft YUV, and Intel IYUV. The Toshiba name comes from the codec’s metadata. That does not mean you should search for a Toshiba software package or install a Toshiba driver. The Windows copy is part of the Microsoft Windows operating system. Historical Microsoft servicing documentation also lists Tsbyuv.dll in Windows Vista and Windows Server 2008 update packages.
This is a legacy component, so an old webcam, TV-capture device, video editor, or media application may still request it even when newer Windows software no longer depends on it directly.
Where the file should be
On 64-bit Windows, the normal locations are:
%windir%System32
%windir%SysWOW64
The names are counterintuitive:
%windir%System32normally contains native 64-bit system files on 64-bit Windows.%windir%SysWOW64normally contains 32-bit system files used by 32-bit applications on 64-bit Windows.- On 32-bit Windows, there is no separate 64-bit system-file directory.
Microsoft explains this behavior in its documentation for the Windows file-system redirector.
Do not assume that an installer’s request means the DLL belongs in the application’s installation directory. If Windows owns the component, Windows servicing is the authoritative way to restore it. A program may also carry a private codec or dependency, but that should come from the application’s legitimate installer.

Do not rely on one universal file size, version number, or hash. Historical Windows releases contain different legitimate builds, and the correct current details depend on the installed Windows edition, architecture, and servicing level.
What the error means
You may see messages such as:
- “The program can’t start because tsbyuv.dll is missing from your computer.”
- “The code execution cannot proceed because tsbyuv.dll was not found.”
- “Error loading tsbyuv.dll. The specified module could not be found.”
- “tsbyuv.dll is either not designed to run on Windows or it contains an error.”
- “The application failed to start because tsbyuv.dll was not found.”
These are Windows loader-message variants. They do not, by themselves, prove that the file was deleted or that the file is the only problem.
For example, “The specified module could not be found” can mean that a dependency required by tsbyuv.dll is missing. It can also indicate an architecture mismatch, a damaged application installation, or an incompatible private copy.
The application that displays the message is important. An old capture utility and Windows Media Player may both mention the same filename, but their repairs can be different.
Fix 1: Install Windows updates first
If the file is missing from a Windows directory, or more than one application reports the error, update Windows before replacing anything manually.

Windows 11
- Open Start.
- Select Settings.
- Select Windows Update.
- Click Check for updates.
- Install available updates.
- Restart, even if Windows does not immediately insist on a restart.
- Try the affected program again.
Windows 10
- Open Start.
- Select Settings.
- Select Update & Security.
- Select Windows Update.
- Click Check for updates.
- Install the available updates.
- Restart and test the program.
If Windows Update itself fails, use Microsoft’s Windows Update troubleshooter. An incomplete servicing operation can leave a protected system component unavailable even though the rest of Windows appears normal.
Fix 2: Repair Windows with DISM and SFC
This is the most appropriate repair when a protected Windows copy is missing or corrupted. DISM repairs the Windows component source, and SFC then checks protected system files against that repaired source.
Run DISM
- Open Start.
- Type
Command Prompt. - Right-click Command Prompt.
- Select Run as administrator.
- Approve the User Account Control prompt.
- Enter this command:
DISM.exe /Online /Cleanup-image /Restorehealth
- Press Enter.
- Wait for the command to finish.
Do not close the window simply because progress appears to pause. DISM may spend time working without changing the displayed percentage.

After DISM completes, enter:
sfc /scannow
Press Enter and wait until verification reaches 100 percent. Restart Windows afterward, then test the application again.
Microsoft’s documented System File Checker procedure recommends DISM before SFC because SFC uses the repaired component source.
If SFC says it found and repaired corrupt files, restart and test again. If it says it could not repair some files, run the commands again only if Microsoft’s instructions call for it, then review the result and move to Windows recovery options rather than repeatedly downloading DLLs. Microsoft’s recovery options cover System Restore, reset, and repair installation paths.
The manual process requires waiting through two scans and interpreting logs when the result is incomplete. Outbyte PC Repair can scan for the damaged Windows components and show what needs attention, while its repair functions require the full version. It is optional, and DISM plus SFC remain the Microsoft repair path.
Fix 3: Repair or reinstall the affected application
If only one program fails, the program may be requesting a legacy codec incorrectly, carrying a damaged private copy, or missing another dependency.
First identify the application shown in the error. Note whether it is a webcam utility, capture program, video editor, media player, game launcher, or older setup package.
Repair a Windows application
On Windows 11, use the built-in repair option when the application provides one:

- Open Start.
- Select Settings.
- Select Apps.
- Select Installed apps.
- Find the affected application.
- Select the three-dot menu beside it.
- Select Advanced options.
- Select Repair.
- Start the application again.
Repair normally preserves the application’s data. If it does not solve the problem, return to the same screen and select Reset if available. Reset can remove application data and settings, so use it only after checking what the program stores locally.
Not every desktop program exposes Repair or Reset. Microsoft’s guidance for repairing programs that cannot be installed or removed explains why the available choices vary.
Reinstall older capture and webcam software
For an older capture card, webcam, or media utility:
- Uninstall the affected program from Settings > Apps > Installed apps.
- Restart Windows.
- Obtain the current compatible installer from the hardware or software manufacturer.
- Install the correct architecture for your Windows system and the application that uses it.
- Restart again if the installer requests it.
- Test the program with the device connected.
An old installer may expect a codec that is no longer deployed in exactly the same way on newer Windows builds. If the vendor has no compatible release, Windows compatibility settings may help the installer, but they cannot make obsolete hardware drivers compatible with every modern Windows build.
For games, use the launcher’s Repair, Verify, or Verify integrity of files command before reinstalling system files. The menu name differs between launchers.

Security software can quarantine a damaged, replaced, or suspicious DLL. Do not restore it automatically because the filename looks legitimate.
- Open Start.
- Search for Windows Security.
- Open it.
- Select Virus & threat protection.
- Select Protection history.
- Find the detection involving
tsbyuv.dll. - Expand the entry and inspect its original path, detection name, and action.
Microsoft explains Protection History and restoration in its Windows Security guidance.
Restore the file only when all of the following are true:
- The original path was the expected Windows directory.
- The file has a valid Microsoft digital signature.
- The detection is understood to be a false positive.
- A current scan does not continue to identify the file as malicious.
Restoring a quarantined file can trigger another detection. If Defender continues to flag it, leave it quarantined, run a full scan, and repair Windows with DISM and SFC instead.

Fix 5: Check 32-bit and 64-bit compatibility
A 32-bit application and a 64-bit application do not necessarily load the same system DLL path.
On 64-bit Windows:
- A native 64-bit program normally uses the 64-bit system environment.
- A 32-bit program runs through Windows-on-Windows compatibility and normally uses 32-bit system files from
SysWOW64.
This is why copying a 64-bit DLL into an application folder may fail to help a 32-bit program. The reverse can be just as problematic.
Check the application’s architecture through its documentation or installer. If the application is old, reinstall its 32-bit version when that is the version the vendor supports. Do not copy a file from another PC unless you have verified the Windows build, architecture, signature, and servicing state. A working file from another computer is not automatically compatible.
Fix 6: Investigate the display and capture drivers
tsbyuv.dll is a codec, not a general-purpose graphics driver. If the error appears only while playing a particular video, the real problem may be the media format, renderer, capture device, or display driver.
Check Device Manager:
- Right-click Start.
- Select Device Manager.
- Expand Display adapters.
- Expand Sound, video and game controllers.
- Look for a warning icon.
- Right-click the affected device.
- Select Properties and read the Device status message.
- Select Driver to view the provider and date.
- Obtain a compatible driver from the hardware manufacturer or Windows Update.
Do not uninstall a working display driver merely because a video application mentions tsbyuv.dll. If the problem began after a driver update, use Properties > Driver > Roll Back Driver when that option is available, or use System Restore.
Driver hunting is often the tedious part because several versions can appear compatible while only one supports the capture hardware and current Windows build. Outbyte Driver Updater can scan for outdated drivers and identify what needs attention, while installing drivers requires the full version. It is optional, and the hardware manufacturer’s driver remains the definitive source for a device-specific problem.

If tsbyuv.dll began failing immediately after a Windows update, driver change, application installation, or security-software action, System Restore may return the system files and configuration to an earlier working state.
- Press Win+R.
- Enter:
rstrui.exe
- Press Enter.
- Select Next.
- Choose a restore point dated before the failure.
- Select Scan for affected programs if available.
- Confirm the restore point.
- Select Finish and allow Windows to restart.
System Restore rolls back system files, settings, and installed programs. It does not normally remove personal documents, photos, or other personal files. Microsoft describes the process in its System Restore documentation.

Why regsvr32 is not the fix
Do not try to register this codec with:
regsvr32 tsbyuv.dll
regsvr32 is intended for COM DLLs that export DllRegisterServer. tsbyuv.dll is a codec-style component and is not repaired by COM registration. A registration attempt can produce an error stating that DllRegisterServer was not found.

Registration will not restore a deleted Windows component, repair an incompatible application, or supply a missing dependency. Use Windows servicing or the original application installer instead. Microsoft documents the DllRegisterServer error behavior.
Do not download a replacement DLL
There is no verified Microsoft “tsbyuv.dll redistributable” or standalone official DLL download.

Random DLL download sites create several risks:
- The file may contain malware.
- The version may target a different Windows build.
- The architecture may be wrong.
- The digital signature may be missing or invalid.
- The file may require dependencies you still do not have.
- Copying it may hide a damaged Windows component store.
- An old application may need a complete installer, not one loose DLL.
The safe sources are Windows Update, DISM and SFC, Windows recovery, Windows Security remediation, and the original hardware or software vendor’s compatible installer. Visual C++ Redistributable, DirectX, and .NET repair are not direct solutions unless the affected application separately reports a dependency from one of those packages.
When to suspect malware
The filename alone does not prove that a file is safe. Check the location and signature:
- A copy in the expected Windows directory is consistent with the legitimate component.
- A copy in a temporary folder, user profile, downloads folder, or unrelated program directory deserves investigation.
- An invalid or missing Microsoft signature is suspicious.
- A security detection should be handled through Windows Security, not bypassed by downloading another copy.
Run a full Microsoft Defender scan. If the system shows signs of active compromise, use an offline scan and avoid restoring quarantined files until the detection is resolved.

Is tsbyuv.dll a Windows file?
Yes. It is the Toshiba Video Codec, a legacy Windows video-codec component associated with Microsoft Windows. The correct presence and build details depend on the installed Windows version.

No. It is not a Visual C++ runtime, DirectX runtime, or .NET component. Install those packages only when the affected application separately identifies them as missing dependencies.
Should I put tsbyuv.dll in the game folder?
Usually not. The filename may appear in an error from an application or game, but that does not make a random copy in the game folder a safe repair. Repair the game installation or restore the Windows component through servicing.
Why does the message say the specified module could not be found when the file exists?
The loader may be unable to find a dependency of tsbyuv.dll, or the application may be using the wrong architecture. Repair the application, check its dependencies through its supported installer, and use DISM and SFC for a Windows-owned copy.
Will installing a codec pack fix it?
Not necessarily. A codec pack may change media playback behavior, but it does not repair a corrupted protected Windows file. It also may not support the old Y411 codec path expected by the application.
What should I report when asking for help?
Include the exact error text, Windows version and build, the affected program, whether the problem affects one application or several, the path where the file was found, and whether the copy exists in System32 or SysWOW64. Do not upload or replace the DLL blindly.
What if none of these fixes works?
If DISM and SFC cannot repair the component, and reinstalling the affected application does not help, use System Restore or Microsoft’s Windows recovery options. If only one obsolete device or installer remains affected, the practical fix may be a newer compatible release from that product’s manufacturer rather than a manually replaced codec.
