tsuserex.dll Missing: Repair Windows and RSAT Without Downloads

tsuserex.dll is a legitimate Microsoft Windows component used by Remote Desktop Services administration tools. If Windows says tsuserex.dll is missing, was not found, or could not be loaded, repair Windows or the related RSAT feature instead of downloading a replacement DLL.

What tsuserex.dll does

Microsoft documents tsuserex.dll as the ADSI extension for Remote Desktop Services user configuration. In practical terms, it exposes Remote Desktop Services properties such as user profiles, session settings, environments, and related options to administrative tools.

As an Amazon Associate I earn from qualifying purchases.

You may encounter it when using:

  • Active Directory Users and Computers, also called ADUC
  • Remote Server Administration Tools, or RSAT
  • Windows Server administration consoles
  • Remote Desktop Services user-management features
  • Older Terminal Services configuration tools

The file is part of Microsoft Windows, not a Visual C++ Redistributable, DirectX package, .NET runtime, or ordinary game component. A program or game may display a generic DLL error, but the evidence for this file points primarily to Windows administration and RSAT problems.

Microsoft documentation historically places the file under %systemroot%System32. On 64-bit Windows, that folder normally contains native 64-bit system files. Windows may also maintain related files in component storage, RSAT feature packages, and localized .mui resource folders. The correct location and architecture depend on the Windows build and the process loading the file.

First, identify the exact failure

Before changing anything, record the complete message. These messages point to different problems:

  • tsuserex.dll is missing
  • tsuserex.dll was not found
  • The code execution cannot proceed because tsuserex.dll was not found
  • There was a problem starting tsuserex.dll
  • tsuserex.dll could not be loaded
  • tsuserex.dll is either not designed to run on Windows or it contains an error

A true loader error means Windows or an application attempted to load the file and failed. The cause may be a missing file, corruption, an incompatible architecture, a missing dependency, or a damaged Windows feature.

A missing Remote Desktop Services tab in ADUC is different. The DLL may be present while the tab is unavailable because of an incomplete RSAT installation, an incompatible tool version, missing localized resources, or an ADUC configuration issue.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

There is also a documented historical error that does not mean the DLL is missing:

The home folder could not be created because: The network name cannot be found.

Microsoft associated that older Remote Desktop Services problem with a Tsuserex.dll defect and insufficient access to the shared folder. If that is your message, check the share and permissions rather than replacing the DLL.

Fix 1: Restart and install pending Windows updates

A partially installed update or feature change can leave Windows components out of sync. Start with the least disruptive repair.

Free tools Windows power users keep installed

One-click scans. No signup required.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.
  1. Save your work and restart the computer.
  2. Open Start and select Settings.
  3. In Windows 11, select Windows Update. In Windows 10, select Update & Security, then Windows Update.
  4. Select Check for updates.
  5. Install all available updates.
  6. Restart when Windows requests it.
  7. Open the program, ADUC, or management console that produced the error.

If the error began immediately after installing or removing RSAT, do not repeatedly launch the failed tool. Continue with the Windows repair commands below.

Fix 2: Repair Windows with DISM and SFC

This is the safest first repair when the file is genuinely missing, damaged, or rejected as invalid. DISM repairs the Windows component store, and System File Checker uses that repaired source to replace protected system files.

Run DISM

  1. Open Start.
  2. Type Command Prompt.
  3. Right-click Command Prompt and select Run as administrator.
  4. Select Yes if User Account Control appears.
  5. Enter this command:
DISM.exe /Online /Cleanup-Image /RestoreHealth
  1. Press Enter.
  2. Wait for the operation to complete. Do not close the window if progress appears to pause.
  3. Restart Windows if DISM reports that the operation completed successfully or requires a restart.

DISM may use Windows Update as its repair source. If it reports that source files cannot be found, you need a matching Windows installation source. Do not use a random copy of tsuserex.dll from another computer.

Run System File Checker

After DISM finishes, open an elevated Command Prompt again and run:

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.
sfc /scannow

Wait until verification reaches 100 percent. Then interpret the result:

  • Windows Resource Protection did not find any integrity violations: protected Windows files appear intact. The issue may be RSAT, a dependency, architecture, or an ADUC configuration problem.
  • Windows Resource Protection found corrupt files and successfully repaired them: restart Windows and test the failing tool.
  • Windows Resource Protection found corrupt files but was unable to fix some of them: run DISM again, restart, and run SFC again. If it still fails, use a matching repair source or an in-place Windows repair.
  • Windows Resource Protection could not perform the requested operation: restart into Safe Mode or run the scan from Windows Recovery Environment.

Run the commands in this order. Running SFC repeatedly without repairing a damaged component store may not resolve the underlying problem.

If manually comparing Windows builds, locating component sources, and repeating DISM and SFC is taking too long, Outbyte PC Repair can scan for reported Windows issues and show what needs attention; its repair functions require the full version, and it is not required for this repair.

Fix 3: Repair or reinstall RSAT and ADUC

If the error appears in Active Directory Users and Computers, Server Manager, or another administrative console, the relevant Windows feature may be incomplete even when ordinary system files pass SFC.

Check installed Windows capabilities

On Windows 11 or Windows 10:

  1. Open Settings.
  2. Select Apps.
  3. Select Optional features.
  4. Review the installed features list.
  5. Search for the RSAT component you need.

For ADUC, look for the Active Directory Domain Services and Lightweight Directory Services tools. The displayed feature name can vary by Windows release.

If the required feature is not installed:

  1. Select View features or Add a feature.
  2. Search for RSAT.
  3. Select the Active Directory or management component required by your task.
  4. Select Next, then Add.
  5. Wait for installation to finish.
  6. Restart if Windows requests it.
  7. Open Start, search for Windows Tools, and launch Active Directory Users and Computers.

  3. Select Uninstall.
  4. Restart Windows.
  5. Return to Optional features.
  6. Install the matching RSAT feature again.
  7. Test ADUC or the affected console.

Microsoft’s RSAT guidance covers installing and managing these tools on supported Windows client and Windows Server releases. On Windows Server, use Server Manager or the relevant role and feature installation path rather than copying files from a client PC.

Check whether ADUC itself is the problem

If ADUC opens but the Remote Desktop Services tabs are absent:

What’s actually slowing this PC down?

Pick the symptom - the matching free tool is one click away.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.
  1. Confirm that the RSAT version matches the Windows release.
  2. Open ADUC from the newly installed Windows Tools entry rather than an old shortcut.
  3. In ADUC, select View and check whether Advanced Features is enabled.
  4. Open a user account and check whether the expected tabs appear.
  5. If the tabs remain absent, repair or reinstall the RSAT feature again.
  6. Check whether the required .mui language resources were installed with the feature.

A missing tab does not prove that tsuserex.dll is absent. ADUC can open successfully while a feature, resource file, or compatibility component is missing.

Fix 4: Check the Windows file and its signature

Do not treat a file found in a folder as proof that it is the correct file. A copied file can have the wrong architecture, Windows build, signature, or dependencies.

To check the usual system location:

  1. Open File Explorer.
  2. Enter %systemroot%System32 in the address bar.
  3. Search for tsuserex.dll.
  4. Right-click the file and select Properties.
  5. Open the Details tab.
  6. Confirm that the description identifies the Terminal Services or Remote Desktop Services user extension.
  7. Open the Digital Signatures tab if it is available.
  8. Select the signature and choose Details.
  9. Check whether Windows reports that the digital signature is valid and associated with Microsoft.

If the file is missing, do not copy it from WinSxS, another PC, a backup with an unknown build, or an unofficial DLL site. Use DISM, SFC, and RSAT installation to restore the component through Windows servicing.

System32 versus SysWOW64

The folder names are confusing:

  • System32 generally contains native system files on 64-bit Windows.
  • SysWOW64 generally contains 32-bit system files on 64-bit Windows.
  • A 32-bit program may be redirected to the appropriate system location by Windows.
  • A 64-bit administrative console requires compatible 64-bit components.

Do not decide which file to use only by seeing the folder name. A 32-bit process needs compatible 32-bit dependencies, while a 64-bit process needs compatible 64-bit dependencies. Mixing files from different Windows releases can cause loader errors, missing entry points, or an MMC console that fails to open.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

The correct repair is to reinstall the matching Windows feature or repair Windows, not to manually swap copies between System32 and SysWOW64.

Fix 5: Check security software quarantine

Security software can quarantine a Windows file, but the filename alone does not prove that this happened.

  1. Open your antivirus or endpoint-security application.
  2. Open Quarantine, History, or Detection history.
  3. Search for tsuserex.dll.
  4. Check the recorded path, detection name, timestamp, and publisher information.
  5. Restore the file only when the path and Microsoft signature are credible and the event clearly relates to your Windows installation.
  6. Update the security product.
  7. Run a full scan.
  8. Restart Windows.
  9. Run DISM and SFC if the file remains unavailable.

Do not disable protection merely to install a DLL from an untrusted source. If the file was detected in an unusual application folder rather than a Windows or RSAT location, investigate that application separately.

Fix 6: Reinstall the affected Windows program or feature

If only one management tool reports the error, repair that feature before assuming all of Windows is damaged.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

For a Windows optional feature:

  1. Open Settings > Apps > Optional features.
  2. Select the relevant RSAT component.
  3. Remove it.
  4. Restart Windows.
  5. Install it again.
  6. Test the tool.

For a Windows Server installation:

  1. Open Server Manager.
  2. Select Manage.
  3. Select Remove Roles and Features only if you have confirmed which feature is damaged.
  4. Follow your organization’s change procedure.
  5. Restart if required.
  6. Add the necessary role or administration tools again through Add Roles and Features.

Back up server configuration and confirm maintenance requirements before changing Remote Desktop Services or Active Directory administration components.

If a separate application bundled the error, repair or reinstall that application using its official installer. A Windows DLL error does not automatically mean that the application itself is safe to repair by copying a replacement file beside its executable.

Fix 7: Use System Restore if the failure followed a change

System Restore can help when the problem started after an update, feature change, driver installation, or other system modification and a suitable restore point exists.

  1. Open Start.
  2. Search for Create a restore point.
  3. Open the result.
  4. Select System Restore.
  5. Choose a restore point created before the error began.
  6. Select Next, review the affected programs, and select Finish.
  7. Allow Windows to restart and complete the restoration.

System Restore rolls back system files, registry settings, and installed programs. It does not remove personal files. If the error began after an update, first confirm that restoring will not remove an important security or management change.

Fix 8: Repair Windows when DISM and SFC cannot finish

If DISM cannot find repair files, or SFC continues to report unrepairable corruption, use a matching Windows installation source with the documented DISM source options:

DISM.exe /Online /Cleanup-Image /RestoreHealth /Source:<path> /LimitAccess

Replace <path> with a valid, matching repair source. The source must correspond to the installed Windows edition and build. An incompatible source can fail or introduce further servicing problems.

If that is not available, consider an in-place repair installation using official Windows installation media. Back up important files first and follow your organization’s recovery policy. On a server, involve the administrator responsible for Active Directory and Remote Desktop Services before performing a repair installation.

Drivers and Device Manager

A standard tsuserex.dll failure is not normally a graphics, printer, storage, or other device-driver problem. Device Manager is therefore not the first repair path.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Check drivers only when the failure began after a hardware or driver change, or when Event Viewer identifies a related device problem:

  1. Right-click Start.
  2. Select Device Manager.
  3. Expand the relevant device category.
  4. Right-click the affected device.
  5. Select Properties.
  6. Review the General and Driver tabs.
  7. Use Update driver or Roll Back Driver only when the device evidence supports it.
  8. Restart Windows and test again.

When checking many devices manually, Outbyte Driver Updater can scan for reported driver issues and identify outdated entries; the full version performs driver installation, but updating a driver is not a substitute for repairing Windows or RSAT when tsuserex.dll is the actual problem.

Does regsvr32 fix tsuserex.dll?

Usually, no.

regsvr32 is intended for DLLs that provide a registration entry point such as DllRegisterServer. It is not a general missing-DLL repair command, and running it does not restore a deleted or corrupted Windows component.

Historical Microsoft community guidance used a registration command in an old Vista or Windows Server 2008 RSAT workaround. That does not make arbitrary registration appropriate on Windows 10 or Windows 11.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Use registration only when all of these conditions apply:

  • An administrator or Microsoft-supported procedure specifically requires it.
  • You are using the matching Windows component.
  • You are working from an elevated Command Prompt.
  • You use the regsvr32 architecture that matches the DLL and calling process.

If registration reports that DllRegisterServer is missing, registration is not applicable. Stop and return to DISM, SFC, or RSAT repair.

What not to do

Avoid these common but unreliable fixes:

  • Do not download tsuserex.dll from a random DLL website.
  • Do not replace a Windows file with one copied from another computer.
  • Do not copy files from WinSxS manually.
  • Do not place the file beside a game or application as a first repair.
  • Do not install Visual C++, DirectX, or .NET solely because this filename appears in an error.
  • Do not run regsvr32 repeatedly without a supported reason.
  • Do not disable antivirus protection to force a DLL into System32.
  • Do not use an old Windows 7 or Windows Server 2008 hotfix as a current Windows 10 or Windows 11 repair.
  • Do not assume that a missing ADUC tab means the DLL is missing.

A random download may contain malware, the wrong Windows build, the wrong architecture, or a file that fails because another dependency or RSAT component is damaged. Windows Update, DISM, SFC, and the official RSAT feature installation path preserve the component’s version and servicing relationships.

FAQ

Is tsuserex.dll safe?

The legitimate file is a Microsoft Windows component for Remote Desktop Services user configuration. Verify its path, file details, and Microsoft digital signature. A file with the same name in an unrelated folder requires separate investigation.

What’s actually slowing this PC down?

Pick the symptom - the matching free tool is one click away.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Is tsuserex.dll part of Windows 10 and Windows 11?

It is associated with Windows and Windows Server administration, but the exact visible file locations and feature packaging vary by Windows release, architecture, RSAT installation, and language resources.

Should I install Visual C++ or DirectX?

No. Nothing in the verified file identity places tsuserex.dll in those runtime packages. Repair Windows or reinstall the RSAT component that uses it.

Should I download a replacement DLL?

No. No current Microsoft standalone tsuserex.dll download intended for manual copying was verified. Use Windows servicing and official optional-feature installation instead.

Why does ADUC open without the Remote Desktop Services tabs?

The file may not be missing. Check Advanced Features, RSAT compatibility, the installed ADUC feature, and localized .mui resources. Reinstall the matching RSAT component if necessary.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

What if SFC says there are no integrity violations?

That result means protected Windows files passed the check. Continue by repairing or reinstalling RSAT, confirming the exact executable that fails, checking architecture, reviewing Event Viewer, and determining whether the error names a dependency rather than tsuserex.dll.

What if the error concerns a Remote Desktop Services home folder?

If the exact message says the network name cannot be found, verify the shared-folder path and the administrator’s access to that share. That historical problem was not simply a missing-DLL error.

When should I seek administrator or enterprise support?

Escalate when DISM needs a repair source you cannot provide, SFC remains unable to repair files, Active Directory or Remote Desktop Services is production-critical, or a server repair could affect users. Back up configuration and document the exact error before making further changes.
