twcutchr.dll is an application DLL used by Microsoft Office OCR and related OCR engines. When twcutchr.dll is missing or cannot be loaded, repair the Office, Access Runtime, Visio, OmniPage, Nuance, ScanSoft, or other OCR program that owns the file instead of downloading a replacement DLL.
| Item | What is known |
|---|---|
| File | twcutchr.dll |
| Function | Character segmentation for Asian OCR |
| Category | Application component |
| Typical owner | Office or an OCR-enabled application |
| Windows system file | No evidence that it is a standard Windows component |
| Historical Office package | Ocr-x-none.msp in Office 2013 |
| Historical architecture | Separate 32-bit and 64-bit builds |
Microsoft’s Office 2013 update documentation lists twcutchr.dll with other OCR engine files, including THOCRAPI.DLL, TWCUTLIN.DLL, and TWLAY32.DLL. The documented Office 2013 files are historical examples, not universal versions for every current Office installation. Read Microsoft’s Office 2013 file documentation

What the error means
You may see one of these messages:
OCR.EXE - System ErrorThe program can't start because TWCUTCHR.dll is missing from your computertwcutchr.dll was not foundThe code execution cannot proceed because twcutchr.dll was not foundtwcutchr.dll could not be loadedtwcutchr.dll is corrupted0xc000007b
The message identifies a loader failure, not necessarily the root cause. The file may have been removed during an Office uninstall, damaged during an update, quarantined by antivirus, installed for the wrong architecture, or left behind as a broken dependency after an OCR product was partially removed.

1. Repair the exact Office or OCR product
This is the most likely fix.
Repair Microsoft 365 or Office on Windows 11
- Right-click Start.
- Select Installed apps.
- Find Microsoft 365, Microsoft Office, Visio, or the relevant Microsoft product.
- Select the three-dot menu beside it.
- Choose Modify.
- Select Online Repair.
- Select Repair and confirm.
- Restart Windows after the repair completes.
- Start the application that previously reported the error.
Online Repair reinstalls Office components. It is more comprehensive than Quick Repair and requires an internet connection.
Repair Office on Windows 10
- Right-click Start.
- Select Apps and Features.
- Select the Office product.
- Choose Modify.
- Select Online Repair for Click-to-Run Office.
- For an MSI installation, select Repair.
- Follow the prompts and restart Windows.
If the error comes from Access Runtime, Visio, or a separate OCR application, repair that exact product rather than repairing a different Office edition. A repair of Microsoft 365 will not necessarily restore files owned by OmniPage, Nuance, ScanSoft, or another OCR package.
After repair, check whether the application starts and whether the same error names another missing DLL. If it does, the OCR installation may contain several damaged or missing files and should be reinstalled.
Do these 3 things before closing this tab:
1Fix the driver behind crashes, sound loss and screen glitches2Clear out junk files and repair common Windows errors3Scan for outdated or missing drivers - takes under a minute2. Reinstall the owning product
Use this step when repair is unavailable or does not restore the file.
First identify the owner:
- Read the executable name in the error dialog.
- Right-click the application shortcut.
- Select Properties.
- Check the Target field.
- Note the application folder and product name.
- Check Settings → Apps → Installed apps on Windows 11, or Settings → Apps → Apps & features on Windows 10.
Uninstall only the affected Office, Access Runtime, Visio, or OCR product. Restart Windows, then reinstall it from Microsoft or the original software vendor’s official installer.
Do not reinstall only twcutchr.dll. OCR engines commonly require companion DLLs, language data, configuration files, and application-specific registration or settings. Restoring one file may leave the installation unusable.
For Office 2013 MSI installations, install the matching Office update through Windows Update or the Microsoft Update Catalog. Microsoft’s KB2760344 documentation specifically lists twcutchr.dll, while the Microsoft Update Catalog provides the package listings. Select the package matching the installed Office architecture.

3. Check 32-bit and 64-bit compatibility
A 32-bit OCR executable needs the 32-bit OCR component. A 64-bit executable needs the 64-bit component. Installing or copying a DLL with the wrong architecture can produce 0xc000007b, entry-point errors, or an immediate crash.
Check the application rather than guessing from the Windows edition:
- Open Task Manager.
- Start the affected program.
- Open the Details tab.
- Check the executable name and properties if available.
- In Settings → Apps, check the installed Office or OCR product and its installation details.
- Repair or reinstall that exact architecture.
For historical reference, Microsoft lists separate 32-bit and 64-bit Office 2013 builds of the file. Their sizes and version details identify that particular Office package only; they are not a universal target for current installations.
Typical clues include:
C:Program FilesMicrosoft OfficeOffice15for some 64-bit Office installationsC:Program Files (x86)Microsoft OfficeOffice14for some 32-bit Office installations- An OCR vendor’s own application directory
- An Office installer cache
These are clues, not guaranteed paths. The correct location is beside the executable and other files belonging to the owning product. System32 and SysWOW64 are not default destinations for an application-owned OCR DLL.

Antivirus software may have quarantined the file, particularly after an update or application change.
- Open Windows Security.
- Select Virus & threat protection.
- Select Protection history.
- Review recent detections.
- Open any detection that names
twcutchr.dllor the affected OCR application. - Confirm the file path and the detected program.
- Restore or allow it only if the file is part of a legitimate, signed installation and the detection is confirmed as a false positive.
Reinstalling the product from its official installer is safer than restoring an unknown quarantined copy. If the detection appears suspicious, leave it quarantined, run a full scan, and reinstall the owning application after addressing the security issue. Microsoft’s Protection History guidance explains the available actions.
5. Check the file path, publisher, and signature
If a copy of the file exists, verify it before trusting it.

- Open File Explorer.
- Locate the file from the error path or by searching the owning application folder.
- Right-click
twcutchr.dlland select Properties. - Check the General tab for its location and size.
- Open Digital Signatures.
- Select the signature and choose Details.
- Confirm that Windows reports a valid signature and that the signer matches the product installation.
A valid file should be in an application directory or an official installer cache associated with the program that launched the error. A copy in a random temporary folder, a user download folder, or an unexpected system directory deserves investigation.
Quick wins for a faster PC:
Fix the driver behind crashes, sound loss and screen glitchesFind Drivers →Repair Windows errors before they cause bigger problemsFix Now →If the file exists but the program still reports it as missing, check permissions:
- Right-click the application folder.
- Select Properties → Security.
- Confirm that the user and
SYSTEMcan read and execute files. - Test the application under another Windows account.
A damaged user profile or restrictive permissions can make a valid DLL appear unavailable.
6. Repair Windows components when other system files are also damaged
SFC and DISM are appropriate when Windows itself shows broader corruption, Windows Update failures, or multiple unrelated system-file errors. They may not restore an Office-private OCR DLL.
Open an elevated Command Prompt:
- Right-click Start.
- Select Terminal (Admin) or Command Prompt (Admin).
- Select Yes at the permission prompt.
- Run these commands separately:
DISM.exe /Online /Cleanup-Image /RestoreHealth
Wait for it to finish, then run:
sfc /scannow
Restart Windows and test the OCR application again.
DISM repairs the Windows component store. SFC checks protected Windows files. If SFC reports that it found and repaired files, restart and retest. If both commands complete without fixing the application, return to repairing or reinstalling the Office or OCR owner.
If you repeatedly hunt through Windows components and rerun SFC or DISM without knowing what changed, Outbyte PC Repair can scan for issues and show what needs attention; its full version performs the repair, but reinstalling the owning OCR application remains the definitive fix for an application-private DLL.
Also install pending Windows updates:
- Open Settings.
- Select Windows Update.
- Select Check for updates.
- Install available updates.
- Restart and test again.
7. Check drivers only when the evidence points there
A display, scanner, or printer driver is not the normal owner of twcutchr.dll, and updating drivers is not the first fix for an OCR component error. Consider drivers only if the OCR program fails while connecting to a scanner or imaging device and Device Manager shows a related warning.

- Scanner type: Document
- Connectivity technology: USB
- With Auto Scan Mode, the scanner automatically detects what you're scanning
- Digitize documents and images
- Right-click Start.
- Select Device Manager.
- Expand Imaging devices, Cameras, Printers, or Universal Serial Bus controllers.
- Right-click the affected device.
- Select Update driver.
- Choose Search automatically for drivers.
- Restart Windows if a driver is installed.
For a damaged device driver, uninstalling and reinstalling the driver from the hardware manufacturer’s official support page is preferable. Outbyte Driver Updater can scan for outdated drivers and identify what needs updating; its full version installs drivers, but it will not replace the Office or OCR DLL that owns this error.
Do not enable unrelated Windows Features hoping they will create the file. Windows OCR features, .NET, DirectX, and Visual C++ Redistributables are separate components. Install a runtime only when the error names that runtime or the owning vendor explicitly requires it.
Independent reader supportYour contribution helps us test, update, and keep practical guides available for everyone.8. Use System Restore for a recent change
System Restore is useful when the error began immediately after uninstalling Office, installing an update, changing drivers, or removing an OCR application, and a restore point exists.
- Press Windows key, type
restore point. - Select Create a restore point.
- Select System Restore.
- Choose a restore point from before the problem began.
- Select Next → Finish.
- Allow Windows to restart.
System Restore rolls back system settings, drivers, and installed programs affected by the restore point, but it does not normally remove personal files. Microsoft’s System Restore instructions explain how to choose and use a restore point.
What not to do
Do not download the DLL from a random website
Third-party DLL download sites can provide malware, a modified file, the wrong Office build, or the wrong 32-bit or 64-bit architecture. Even a clean replacement may not fix the missing companion files or broken application installation.
Use the official Office installer, Microsoft Update, Microsoft 365 repair, or the original OCR vendor’s installer instead.
Do not copy it into System32 or SysWOW64
Those folders are not universal storage for application DLLs. Copying the file there can hide the ownership problem, create architecture conflicts, and leave the application using an unrelated version.
Do not run regsvr32 by default
regsvr32 applies to DLLs that expose a registration entry point such as DllRegisterServer. There is no reliable evidence that this OCR engine DLL is a self-registering COM component. Running commands such as these is therefore not a general repair:

If the error remains
Work through this final checklist:
- Record the executable named in the error.
- Identify which installed product owns that executable.
- Confirm whether the product is 32-bit or 64-bit.
- Check its installation path.
- Inspect Protection history for quarantine.
- Run Office Online Repair or the OCR product’s repair option.
- Reinstall the exact product if repair fails.
- Look for a second missing dependency after reinstalling.
- Verify the DLL’s path and digital signature.
- Test under another Windows account.
- Run DISM and SFC only if Windows shows broader corruption.
- Contact the product vendor if its official installer still produces the error.
FAQ
Is twcutchr.dll a Windows system file?
It is primarily an application-owned OCR component. Microsoft documents it as part of an Office OCR package, but it should not be treated like a universal Windows runtime file.
Which programs may install it?
Office 2010 and Office 2013 installations, Access Runtime, Visio, and OCR products based on ScanSoft, Nuance, OmniPage, or related OCR technology may contain it. The executable in the error dialog is the best way to identify the actual owner.
Should I install Visual C++, DirectX, or .NET?
Not for this file alone. Those packages are not established as the source of twcutchr.dll. Install them only if the error names a separate dependency or the owning application requires them.
Why does OCR.EXE report the DLL as missing?
The OCR executable cannot find, read, or load the component it expects. The DLL may be missing, quarantined, corrupted, incompatible with the application architecture, or part of an incomplete OCR installation.
The Tool Desk
Outbyte PC Repair FREEClear out junk files and repair common Windows errorsFree Scan →Outbyte Driver Updater FREEFix the driver behind crashes, sound loss and screen glitchesFind Drivers →What if Office repair does not help?
Repair the exact application named by the error. If that application is Access Runtime, Visio, OmniPage, Nuance, or another OCR product, reinstall that product from its official installer rather than repeatedly repairing a different Office edition.
