What USTR reported about HiAnime
USTR’s entry names hianime.to and related domains, including hianime.nz, hianime.sx, hianime.tv, hianimez.to and hianimez.is. The report describes HiAnime as a reported successor to Aniwatch, which it says was a rebrand of zoro.to. According to USTR, right holders and anti-piracy trade associations shut down zoro.to in July 2023, Aniwatch followed, and the service rebranded as HiAnime in March 2024.

USTR reports that HiAnime received over 244 million visits in August 2025, citing SimilarWeb. That is a dated third-party traffic estimate, not a current user count. It indicates scale, but the report does not compare HiAnime with other anime piracy sites, so it does not establish that HiAnime is the biggest.
What the Notorious Markets listing means
USTR says the list identifies online and physical markets reported to engage in or facilitate substantial counterfeiting or piracy. It is intended to encourage action by governments and the private sector. The 2025 review covers 37 online markets and 32 physical markets.

USTR expressly cautions that the list “does not constitute a legal finding of a violation.” It is illustrative and non-exhaustive, based on nominations and other input, including from U.S. embassies. Being named is an administrative listing, not a court judgment, an automatic shutdown order, or proof of criminal liability.
What is known—and what is not
The USTR entry reports stakeholder allegations about the content available on HiAnime and provides domain and traffic information. It does not confirm the site’s present operators or their location. A separate Motion Picture Association submission says the hosting location is masked by Cloudflare and that the site is believed to be operated from Vietnam; that is the association’s belief, not a confirmed USTR finding.

The report’s listing does not itself establish that domains will be seized, internet providers will block access, or particular advertisers or payment services will cut ties. Those outcomes should not be assumed from inclusion alone.
How to find anime through licensed services
Availability varies by title and region, so check licensed distributors in your country for the series you want to watch. USTR says operators could instead use business models based on licensed content and negotiate licenses with rights holders. The research for this article did not verify the current catalogs or regional availability of specific streaming services.
