u25dts.dll is missing when Windows cannot load a Crystal Reports date and time function library. The error usually belongs to an older business application that includes or depends on Crystal Reports, not to Windows itself.
You may see messages such as:
- “This application failed to start because u25dts.dll was not found.”
- “The program can’t start because u25dts.dll is missing from your computer.”
- “A required component is missing: u25dts.dll.”
- “u25dts.dll is either not designed to run on Windows or it contains an error.”
- “Cannot find database DLL.”
- “Load Library failed.”
- A report opens but fails when it generates, exports, or uses date and time functions.

The safest fix is to repair or reinstall the application that displays the error. Do not download u25dts.dll from a DLL website, copy it into System32, or run regsvr32 against it. Those actions can install the wrong Crystal Reports generation or architecture and often leave the real runtime problem unresolved.
If the application was built with Crystal Reports for Visual Studio, reinstall the exact Crystal runtime supplied for that application. A 32-bit program normally requires the 32-bit runtime even when Windows is 64-bit.

What is u25dts.dll?
Crystal Reports uses function libraries to add capabilities to report files. u25dts.dll is associated with Crystal’s date and time functions and is described in legacy Crystal documentation as a user-function library.
Older Crystal Reports documentation identifies a version of the file as 8.0.0.0 and places it in a Crystal-specific directory under the Windows installation. That location applies to particular legacy releases. It does not mean every copy belongs in C:WindowsCrystal, System32, or SysWOW64.
The file may have arrived with:
- Crystal Reports 8.5 or another older Crystal generation
- Seagate Crystal Reports
- Crystal Reports runtimes
- An accounting, database, mapping, education, fundraising, or business application that embeds Crystal Reports
- A custom application that uses Crystal report files
The name alone does not identify the exact parent program or runtime release. Different applications can redistribute different Crystal components.
Is u25dts.dll part of Windows?
No. It is not a normal Windows system DLL.
That distinction changes the repair strategy. Windows Update, Microsoft Visual C++ Redistributable, DirectX, and .NET are not the normal first fixes for this error. They can be relevant if the parent application has additional dependencies, but they do not normally restore a missing Crystal Reports function library.

Why the error appeared
The file may have worked for years and then disappeared after:
- Reinstalling Windows
- Restoring an old backup
- Deleting an outdated application folder
- Partially uninstalling or upgrading the parent program
- Running disk cleanup
- Interrupting an application installation
- Moving the application to another computer
- Installing the wrong Crystal runtime
- Antivirus quarantine
- Changing from a 32-bit deployment to a 64-bit deployment
A “missing” message can also mean that u25dts.dll exists but cannot load because another Crystal dependency is missing. A “bad image” message can indicate a damaged or incompatible binary rather than a simple absent file.
Fix u25dts.dll in the correct order
1. Identify the application that needs the file
Do not begin by searching the web for the filename. First identify the program that invokes it.
Check:
- The title bar or name of the application showing the error.
- The shortcut you used to start it.
- The report, invoice, label, or database task that failed.
- Settings > Apps > Installed apps on Windows 11.
- Settings > Apps > Apps & features on Windows 10.
- Control Panel > Programs > Programs and Features if the older interface is easier to use.
Look for the business application, database program, reporting utility, or vendor package that produces the report. Crystal Reports may be embedded inside that program, so the installed program may not have “Crystal Reports” in its name.
If the error appears only when opening one report, note the report’s source application. If it appears during startup, note the program named in the Windows error dialog.
2. Repair the parent application
This is the most likely fix for u25dts.dll.
Windows 11
- Open Start > Settings.
- Select Apps > Installed apps.
- Find the program that produces the error.
- Select the three-dot menu beside it.
- Choose Advanced options, if available.
- Select Repair.
- Start the application and run the same report again.
Some traditional desktop programs do not show an Advanced options page. In that case:
- Open Control Panel.
- Select Programs > Programs and Features.
- Right-click the application.
- Choose Change, Modify, or Repair.
- Follow the installer prompts.
- Restart Windows before testing.
Windows 10
- Open Start > Settings.
- Select Apps > Apps & features.
- Select the affected application.
- Choose Advanced options if available.
- Select Repair.
- Restart the application and retry the report.
If no repair option exists, uninstall and reinstall the application from its original installation media, vendor account, or managed software archive. Preserve the application’s data and report files before uninstalling.

A reinstall is preferable to copying one DLL because it restores the complete set of Crystal files, configuration entries, report drivers, and dependencies expected by that application.
How to tell whether this worked
The repair succeeded if:
- The application starts without the loader message.
- The affected report opens.
- Date and time functions calculate correctly.
- Printing or exporting completes.
- The application no longer reports “Cannot find database DLL” or “Load Library failed.”
If the same error returns immediately after repair, continue with the runtime and architecture checks below.
3. Install the runtime that matches the application
Not all Crystal Reports runtimes are interchangeable. A program built for an older Crystal generation may require its original vendor-supplied runtime. Installing a newer package may not provide the legacy u25dts.dll that the application expects.
For applications built with Crystal Reports for Visual Studio, the vendor’s current packages use names including:

Use the package specified by the application developer or deployment documentation. Do not assume that the newest runtime contains every file from older Crystal Reports releases.
To install a supplied MSI:
- Close the affected application.
- Obtain the runtime from the application vendor, your organization’s licensed software archive, or the official Crystal Reports distribution channel.
- Confirm whether the application is 32-bit or 64-bit.
- Right-click the correct MSI and choose Run as administrator.
- Complete the installation.
- Restart Windows.
- Test the original report.
An administrator command can also start the installation:
msiexec.exe /i "C:pathtoCRRuntime_32bit_13_x.msi"
Replace the path with the actual location of the vendor-supplied package.
Do not mix Crystal generations
Crystal Reports 8.5, 9, 10, XI, BusinessObjects-era products, and SAP Crystal Reports deployments can have different file sets and deployment rules. A modern runtime may be correct for a Visual Studio application but wrong for a legacy standalone product.

If an old application stopped working after a runtime replacement, remove the replacement only according to the application vendor’s instructions and reinstall the runtime originally supplied with that application. Older releases may no longer be distributed through current download pages, so the original vendor or licensed software archive may be the only appropriate source.
4. Check 32-bit and 64-bit compatibility
A 64-bit version of Windows can run a 32-bit Crystal Reports application. The important match is between:
- The application
- The Crystal Reports runtime
- The DLLs loaded by that runtime
A 32-bit application generally needs the 32-bit Crystal runtime. Installing only a 64-bit runtime will not make a 32-bit program load its required files.
Many desktop Crystal Reports releases are 32-bit even when installed on 64-bit Windows. Do not use the Windows bitness alone to select the runtime.

Do not move the file between System32 and SysWOW64. Those folders are Windows-managed locations, and manually placing a Crystal user-function library there can create additional conflicts.
5. Review Windows Security quarantine
If the file disappeared after a scan, check whether Microsoft Defender removed it.
- Open Start > Settings.
- Select Privacy & security > Windows Security on Windows 11.
On Windows 10, select Update & Security > Windows Security. - Choose Virus & threat protection.
- Select Protection history.
- Review recent quarantined items.
- Expand an entry to inspect its path and details.
Only consider restoring the file if it came from a trusted, licensed application installation and the original path and publisher can be verified. A familiar filename does not prove that a particular copy is safe.
Reinstalling the parent application is usually better than restoring an isolated DLL. It replaces the complete, matching Crystal component set and lets the security software scan a fresh installation.
If Defender detects the file again, do not repeatedly restore it. Stop and investigate the application installer, the file’s digital signature, and the vendor’s support guidance.
6. Check the application’s permissions and installation path
A valid file can fail to load if the program cannot read its Crystal directory.
Try this controlled check:
- Right-click the application shortcut.
- Select Properties.
- Open the Compatibility tab.
- Select Run this program as an administrator temporarily.
- Select Apply, then OK.
- Launch the application and test the report.
If that works, the problem may involve folder permissions, a restricted account, or an incorrectly configured installation. Do not leave elevated execution enabled permanently without understanding why it is needed.
You can also test from a separate administrator account. If the report works there, compare permissions on the application directory and user profile rather than replacing the DLL.
7. Do not register u25dts.dll with regsvr32
regsvr32 is intended for DLLs that provide registration entry points such as DllRegisterServer, commonly used by ActiveX and COM components.
u25dts.dll is normally loaded by Crystal Reports as a user-function library. It is not automatically a COM server that needs registration.
Therefore, this is not a general fix:
regsvr32 u25dts.dll
It may produce an error such as “The module was loaded but the entry-point DllRegisterServer was not found.” That result does not prove the file is defective. It usually means registration is the wrong operation.
Use the application’s installer and Crystal runtime deployment instead.
8. Repair Windows components only when Windows has wider problems
System File Checker and DISM normally repair protected Windows components, not third-party Crystal Reports files. They are appropriate when Windows itself is unstable, several unrelated system files are failing, Windows features will not install, or other built-in applications are damaged.
Open an elevated Command Prompt:
- Open Start.
- Type
Command Prompt. - Right-click it.
- Select Run as administrator.
- Run:
DISM.exe /Online /Cleanup-Image /RestoreHealth
Wait for it to finish, then run:
sfc /scannow
Restart Windows and test the Crystal application again.
Success means DISM reports that the restore operation completed and SFC reports that it repaired or found no integrity violations. If SFC reports that it could not repair some files, repeat the process after restarting and review the Windows repair result. Neither command should be expected to recreate a missing u25dts.dll.

9. Use System Restore after a recent software change
System Restore is useful when the error began immediately after an update, driver installation, runtime replacement, or application change.
- Press
Win + R. - Type:
rstrui.exe
- Press Enter.
- Select Next.
- Choose a restore point from before the error began.
- Select Scan for affected programs if available.
- Review the programs and drivers that will be changed.
- Select Close, then Next.
- Confirm the restore.
System Restore rolls back system settings, registry data, system files, and installed programs. It normally does not remove personal documents, but you should still back up important files first.
If no restore point exists, System Protection may have been disabled or Windows may not have created one. Use the parent application repair path instead.

A Crystal Reports DLL error is not normally a graphics, printer, or chipset driver problem. Do not replace drivers at random.
Consider a driver check only if:
- The application specifically reports a printer or database driver failure.
- The error began after a device driver update.
- Other programs using the same device also fail.
- Device Manager shows an error symbol.
To inspect Device Manager:
- Right-click Start.
- Select Device Manager.
- Expand the relevant category, such as Printers, Display adapters, or System devices.
- Right-click the affected device.
- Select Properties.
- Review the Device status message under General.
- Use Driver > Roll Back Driver if the problem began after a recent update and rollback is available.
- Otherwise select Update driver and use the hardware manufacturer’s approved package.

11. Check for a missing dependency, not just a missing file
If u25dts.dll exists in the application’s documented Crystal directory but the program still reports “module not found,” another dependency may be absent.
This often happens after:
- Copying only one file from another computer
- Installing an incomplete runtime
- Mixing files from different Crystal releases
- Removing an older database driver
- Restoring an application folder without its installer configuration
Record the complete error message and check the application’s installation log. Contact the vendor with:

The vendor can identify the required Crystal generation and dependency set more reliably than a generic DLL download page.
What not to do
Do not download a loose DLL
Random DLL download sites can provide:
- Malware or tampered files
- A different Crystal Reports generation
- The wrong architecture
- A file with incompatible dependencies
- A copy with no trustworthy provenance
Even if the message disappears, the report may later fail during printing, exporting, database access, or date and time calculations.

Do not copy it into Windows folders
Do not guess between:
C:WindowsSystem32C:WindowsSysWOW64C:WindowsCrystal- The application’s installation folder
The correct location depends on the Crystal release and the application’s deployment design. A documented legacy Crystal directory does not make that location universal.
Do not install generic runtimes first
Visual C++, DirectX, and .NET may be required by some applications, but they are not the usual answer to a missing Crystal user-function library. Install them only when the application vendor specifically requires them or Windows reports a separate missing dependency.
Frequently asked questions
Is u25dts.dll malware?
Not by filename alone. It is a legitimate legacy Crystal Reports component, but a file with a familiar name can still be copied, modified, or placed by an untrusted installer. Verify its installation source and path, especially after antivirus quarantine.
Does Microsoft provide u25dts.dll?
No. It is not a Windows component. Microsoft tools can repair Windows files, but they do not normally supply this Crystal Reports library.
Will Microsoft Visual C++ fix the error?
Usually not as the first step. Repair the Crystal-based application and its matching runtime first. Install Visual C++ only if the application vendor documents it as another dependency.
