You may see errors such as “The program can’t start because udata46.dll is missing from your computer,” “The code execution cannot proceed because udata46.dll was not found,” or “The specified module could not be found.” The udata46.dll error usually means that a third-party application has lost, omitted, quarantined, or mismatched one of its bundled ICU runtime files.

The 60-second answer

udata46.dll is an ICU Data DLL associated with ICU 4.6, the International Components for Unicode project. ICU provides applications with Unicode, language, locale, text-conversion, collation, and related data.

As an Amazon Associate I earn from qualifying purchases.

It is not established as a Windows system file. Do not download a random copy, place it in System32, or run regsvr32 on it.

The safest first fix is:

  1. Identify the application that displays the error.
  2. Open that application’s installer, repair tool, or launcher.
  3. Repair or reinstall the application from its official installer.
  4. If the application is Creo Parametric or an older Creo TOOLKIT extension, select API Toolkits → Legacy Toolkit Application Runtime during installation.
  5. Restart Windows and launch the same program again.

PTC specifically documents udata46.dll and ucore46.dll as legacy ICU libraries used by older Creo TOOLKIT applications. Other software can also privately bundle the same ICU file, so the filename alone does not prove which application owns it.

Why Windows reports this error

Windows loads the executable first and then attempts to load the DLLs that executable requires. If udata46.dll is absent from the application’s directory or its configured search path, the loader stops and displays an error.

The file may be missing because:

  • An application update or reinstall was incomplete.
  • An optional compatibility component was not selected.
  • Antivirus software quarantined the file.
  • The application is looking in the wrong directory.
  • A 32-bit and 64-bit component do not match.
  • The program expects ICU 4.6 while another ICU generation was installed.
  • udata46.dll is present, but another dependency of that DLL is missing.
  • The application’s files are damaged.

The words “specified module could not be found” do not always mean that the named file itself is absent. Windows can show that message when a dependency loaded by the named DLL cannot be found.

Is udata46.dll part of Windows

There is no reliable evidence that Microsoft ships udata46.dll as part of Windows 10 or Windows 11. It normally belongs inside the installation directory of the application or vendor runtime that needs it.

ICU is a separate internationalization library, not the Microsoft Visual C++ Redistributable. An ICU data DLL and a file such as VCRUNTIME140.dll serve different purposes.

Do not use System32 or SysWOW64 as a general storage location for this file. Copying it there can create version conflicts, architecture mismatches, and DLL search-order risks.

Fix 1: Repair or reinstall the application

This is the primary fix because the application installer knows which ICU libraries, architecture, and companion files belong together.

Find the affected application

Before reinstalling anything, record the program named in the error window. If the message does not identify it:

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.
  1. Close the error.
  2. Note which application you tried to start.
  3. Check the shortcut by right-clicking it and choosing Properties.
  4. On the Shortcut tab, inspect Target and Start in.
  5. Write down the executable name and installation folder.

You can also search common installation locations:

  1. Open File Explorer.
  2. Select This PC.
  3. Search for udata46.dll.
  4. Right-click any result and choose Open file location.
  5. Inspect the surrounding folders for the owning product.

The folder containing the file, if a copy still exists, is more useful than the filename alone. Look for Creo, a Creo TOOLKIT extension, Codeware COMPRESS, or another engineering application. A separate application may have bundled the same ICU library privately.

Repair through Windows Settings

If the application offers a registered repair option:

  1. Press Windows + I.
  2. Select Apps.
  3. Choose Installed apps on Windows 11, or Apps & features on Windows 10.
  4. Find the affected application.
  5. Select the three-dot menu, then choose Modify, Repair, or Advanced options, if available.
  6. Complete the repair.
  7. Restart Windows.
  8. Launch the application again.

If no repair option exists, use the application’s original installer or vendor account. Choose Repair if offered. Otherwise, uninstall the affected application, restart Windows, and install it again from the official vendor source.

Use the same release family required by the application. Replacing one DLL with a file from a different product or release is not a dependable repair.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Restore the legacy Creo component

For Creo Parametric or an older Creo TOOLKIT application:

  1. Start the official Creo installer.
  2. Choose Customize Application or the equivalent installation-modification option.
  3. Expand API Toolkits.
  4. Select Legacy Toolkit Application Runtime.
  5. Continue the installation and allow the installer to add the component.
  6. Restart Windows.
  7. Start Creo and then the affected TOOLKIT application.

In Creo Parametric 8 and later, the legacy ICU libraries are not installed by default. Older TOOLKIT applications may still require them. PTC documents the relevant libraries under Creo’s loadpoint, including locations beneath Common Files and the platform-specific lib and obj directories.

If you administer a silent or batch installation, verify that the legacy runtime component is explicitly enabled. A normal Creo installation can complete successfully while intentionally omitting this optional compatibility component.

Verify the result

The repair worked if:

  • The original application opens without the same DLL message.
  • The affected plugin or TOOLKIT application starts.
  • The application no longer produces a startup failure in its log or trail file.

If the error remains, do not copy another DLL over the existing files. Continue with the ownership, quarantine, and architecture checks below.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Fix 2: Check antivirus quarantine

Security software can remove a legitimate application file after an update or during a cleanup operation.

In Windows Security:

  1. Open Start and search for Windows Security.
  2. Select Virus & threat protection.
  3. Choose Protection history.
  4. Review recent detections.
  5. Look for an entry referring to udata46.dll or the affected application’s installation directory.
  6. Select the entry and review its location and detection details.

Restore the file only when you have confirmed that it came from the legitimate application installation and that the application installer itself came from the vendor. If the file is repeatedly detected, do not blindly create an exclusion. Reinstall the parent application from verified official media and investigate the security detection.

After restoring or reinstalling, update the security definitions and run another scan. If the application breaks again, the file may be altered, unsupported, or genuinely unsafe.

Fix 3: Check architecture, version, and application paths

A 32-bit program generally needs 32-bit versions of its private dependencies. A 64-bit program generally needs 64-bit dependencies. The filename does not tell you which architecture is required.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Also, udata46.dll is not automatically interchangeable with udata64.dll, ucore46.dll, or another ICU generation. The requesting executable determines the required ABI and library set.

Check the application rather than guessing:

  1. Right-click the application’s executable.
  2. Select Properties.
  3. Open the Details tab and record the product information shown there.
  4. Check the vendor’s installation documentation for supported Windows architecture and runtime requirements.
  5. Confirm that all ICU files in the application’s directory came from the same installer release.

For a Creo asynchronous application, the vendor may require the appropriate Creo library directory to be included in the PATH environment variable. This is a vendor-specific deployment requirement.

To inspect the current user and system paths:

  1. Press Windows + R.
  2. Type sysdm.cpl and press Enter.
  3. Open the Advanced tab.
  4. Select Environment Variables.
  5. Review Path under both User variables and System variables.

Do not add arbitrary download folders to PATH. If a vendor’s documented path is absent, use the vendor’s configuration instructions or reinstall the application so its environment is configured correctly.

A dependency inspection tool can also show whether udata46.dll is present but missing another module. Use a reputable dependency diagnostic supplied or recommended by the application’s vendor, and give the results to support rather than downloading replacement files from an unknown source.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Fix 4: Repair Visual C++ only when the error names it

Installing Visual C++ Redistributable is not the normal fix for udata46.dll. ICU data is a separate library.

Repair or install the Microsoft Visual C++ package only when:

  • The error also names VCRUNTIME140.dll, MSVCP140.dll, or another VC runtime file.
  • The application vendor lists Visual C++ as a requirement.
  • A dependency diagnostic specifically identifies a missing VC runtime.

Use Microsoft’s supported Visual C++ Redistributable download page and select the architecture required by the application. Installing both supported architectures may be appropriate when you run both 32-bit and 64-bit programs, but it will not recreate a missing udata46.dll.

Fix 5: Do not register this DLL

Do not run:

regsvr32 udata46.dll

regsvr32 is intended for DLLs that expose self-registration entry points, commonly COM or ActiveX components. An ICU data library is a runtime dependency, not a COM registration library.

Running the command cannot repair the application’s search path or restore missing companion libraries. It may simply produce an entry-point error and add confusion to the diagnosis.

Fix 6: Use Windows repair tools only for wider Windows problems

Because udata46.dll is not established as a protected Windows system file, SFC and DISM will not normally recreate it. Use them when Windows itself shows other corruption symptoms, such as failing system components or repeated repair errors.

Open an elevated Command Prompt:

  1. Open Start.
  2. Type Command Prompt.
  3. Right-click it and choose Run as administrator.
  4. Run:
DISM.exe /Online /Cleanup-Image /RestoreHealth
  1. Wait for it to finish.
  2. Then run:
sfc /scannow
  1. Restart Windows.
  2. Test the affected application.

DISM repairs the Windows component store, while SFC checks protected Windows resources. If both commands complete successfully but the application still reports udata46.dll, return to the application’s installer. The missing file remains an application-repair problem.

When manually hunting through logs and repeating SFC or DISM without knowing what changed becomes impractical, Outbyte PC Repair can provide a free scan that shows reported issues; repairs are performed by the full version, and it is not a substitute for reinstalling the application that owns this DLL.

Fix 7: Update drivers only when diagnosis points there

A graphics, storage, or device driver is not a typical source of a missing ICU data DLL. Do not use Device Manager as the first repair for this error.

Check drivers when the failure began with wider hardware or application instability:

  1. Right-click Start.
  2. Select Device Manager.
  3. Expand the relevant category.
  4. Right-click the affected device.
  5. Choose Update driver.
  6. Select Search automatically for drivers.
  7. Restart Windows if a driver is installed.

For a clean vendor-supported update, use the computer or device manufacturer’s official support page. Do not remove a working driver merely because udata46.dll is missing.

Manually checking each device and guessing which of dozens of drivers is stale can be time-consuming; Outbyte Driver Updater offers a free scan to identify reported driver issues, while driver installation is handled by the full version. A driver utility is optional and does not replace the definitive repair of the parent application.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Fix 8: Use System Restore as a fallback

If the error began immediately after a software installation, update, or driver change, System Restore may undo the change.

  1. Press Windows + R.
  2. Type:
rstrui.exe
  1. Press Enter.
  2. Select a restore point from before the failure.
  3. Choose Scan for affected programs.
  4. Review the changes.
  5. Continue only if the restore point is appropriate.
  6. Restart Windows and test the application.

System Restore is not a replacement for reinstalling the application’s official runtime. It is a fallback when the timing clearly points to a recent system change.

Why random DLL downloads are unsafe

A DLL download site cannot reliably determine:

  • Which application owns your copy.
  • Which architecture your executable requires.
  • Which ICU generation belongs with the program.
  • Whether companion libraries are also missing.
  • Whether the downloaded file has been altered.

A random copy may contain malware, be the wrong architecture, or load successfully while causing a later crash. Copying it into System32 or SysWOW64 can also affect unrelated applications.

FAQ

Is udata46.dll a Microsoft file?

No reliable evidence establishes it as a Windows component. It is an ICU data library normally supplied by the third-party application that needs it.

Is udata46.dll part of Visual C++?

No. ICU and the Visual C++ Redistributable are separate runtimes. Repair VC++ only when the error names a VC runtime or the application vendor requires it.

Why is this file associated with Creo?

Older Creo TOOLKIT applications use legacy ICU libraries. In newer Creo installations, the Legacy Toolkit Application Runtime is optional, so an older extension can fail if that component was not selected.

Could another application use the same filename?

Yes. Third-party software can privately bundle ICU libraries. The filename alone cannot identify the owner. Check the executable, installation folder, and recent software changes.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Should I copy the file into the application folder?

Only the application’s official installer should place it there. Do not copy an isolated file from an unknown source. Reinstalling the complete parent application ensures that related ICU libraries match.

Should I run regsvr32?

No. udata46.dll is a runtime data library, not a typical self-registering COM DLL.

What should I send vendor support?

Provide the complete error text, affected executable name, installation path, recent update or reinstall details, whether the program is 32-bit or 64-bit, antivirus quarantine results, and any dependency-loader or application-log results. This lets support identify whether the problem is a missing file, a missing dependency, an architecture mismatch, or an outdated plugin.
