The UEFA Nations League and European Championship qualifying are separate competitions. The Nations League determines league standings, promotion and relegation, and access to its own finals; EURO qualifying decides who reaches the European Championship. For EURO 2028, Nations League results may give some teams an additional route into the play-offs, but they do not replace qualifying groups.

How does promotion and relegation work in the 2026/27 Nations League?
Promotion and relegation change which league a team will play in during a later Nations League edition. A team’s Nations League finish is not itself a EURO qualifying-group result: earning promotion does not mean that team has qualified for EURO 2028. How can the Nations League affect EURO 2028 qualifying?
It can provide a conditional second chance through the EURO play-offs. The normal direct route is finishing first in a qualifying group or being one of the eight best runners-up. Eligible 2026/27 Nations League group winners who have not already qualified directly or through qualifying-group play-offs can be allocated play-off places. The number and arrangement of those places depend partly on how host-reserved places are used. EURO 2028 regulations
That does not mean the Nations League winner automatically qualifies for the European Championship. The relevant possibility is a play-off place for eligible group winners, subject to prior qualification and UEFA’s allocation rules. The play-offs, rather than the Nations League title, are the route to a final-tournament place.

What to remember about the EURO 2028 cycle
UEFA’s regulations provide for the EURO qualifying-group draw after the 2026/27 Nations League league phase. All participating teams, including the four host associations, are included in a draw forming 12 groups of four or five. Seeding uses interim overall Nations League rankings, and the draw rules account for hosts and teams involved in Nations League quarter-finals or promotion/relegation play-offs. EURO 2028 regulations
