The program can't start because ussl.dll is missing from your computer is a common form of this error. You may also see ussl.dll was not found, The specified module could not be found, or ussl.dll is either not designed to run on Windows or it contains an error.
The 60-second answer
ussl.dll is not a standard Windows component, Visual C++ runtime, DirectX file, or .NET file. The strongest publicly identifiable match is uSSL.dll installed with Proxy Switcher Standard, a Windows proxy-management application.

The safest repair is to identify the program requesting the file, then repair or reinstall that application using its official installer. Do not download ussl.dll from a random DLL website or copy it into C:WindowsSystem32. An application-private DLL normally belongs beside the executable that loads it.

That path suggests a 32-bit application on 64-bit Windows, but it does not prove that every historical copy of ussl.dll has the same architecture or contents.
Why Windows reports this error
Windows loads a DLL when an application starts or when the program reaches a feature that needs it. The loader normally searches the application’s own directory early, so an application-private file is expected to remain with the program that installed it.
The error can mean several different things:
- The application was incompletely installed or partially removed.
- An update or cleanup utility deleted the file.
- Antivirus software quarantined it.
- The file belongs to a different application version.
- The program and DLL have incompatible 32-bit and 64-bit architectures.

The wording The specified module could not be found is particularly misleading. Windows may display it when the named DLL exists but one of its dependencies does not.
First identify the application
Before repairing Windows, establish which executable is requesting ussl.dll.
Check the error window and shortcut
Read the title bar and full message. If it names Proxy Switcher, or the error appears immediately after launching Proxy Switcher, that is the strongest match.

Fix 1: Repair or reinstall Proxy Switcher Standard
This is the most likely and most direct solution when Proxy Switcher is the failing program.
- Close Proxy Switcher and any related process.
- Open Settings with Windows + I.
- Go to Apps and then Installed apps.
- Find Proxy Switcher Standard.
- Choose Modify or Repair if the option exists.
- Restart Windows.
- Launch Proxy Switcher and check whether the error returns.
If repair is unavailable or fails:
- Open Settings > Apps > Installed apps.
- Select Proxy Switcher Standard.
- Choose Uninstall and complete the wizard.
- Restart Windows.
- Download the Standard package from the official Proxy Switcher website, not from a DLL repository or software mirror.
- Install the package using the vendor’s installer.
- Start the program and re-enter or preserve your registration information if requested.
The vendor’s support information states that its installer contains the Standard and Pro editions and that installing the latest version preserves registration when a key is present. Keep your license details before uninstalling.
If the installer will not run
Right-click the official installer and select Run as administrator. If Windows Security blocks it, do not turn off protection simply to force an unknown file to run. Confirm that the installer came from the vendor’s official download page and scan it before proceeding.
How to tell whether this worked
The repair succeeded if Proxy Switcher starts without the ussl.dll message and its normal interface appears. If the same error returns immediately after a clean reinstall, the problem may involve antivirus quarantine, a dependency, an architecture mismatch, or a different application entirely.
Fix 2: Check Windows Security quarantine
Antivirus software can remove or isolate an application DLL after a detection.
- Open Start and search for Windows Security.
- Select Virus & threat protection.
- Select Protection history.
- Review recent entries for Proxy Switcher,
ussl.dll, or the affected program. - Open a matching entry to see its path and action.
Only restore a file when you can establish that it came from the legitimate application installer and is not a modified replacement. Microsoft warns that allowing an unsafe file can expose the device.

The safer approach is usually to remove the damaged installation, download a fresh package from the official application vendor, reinstall it, and run a full security scan. If Windows Security repeatedly quarantines the freshly installed file, stop launching the program and investigate the detection rather than repeatedly restoring the DLL.
To run a scan:
- Open Windows Security.
- Select Virus & threat protection.
- Select Scan options.
- Choose Full scan.
- Select Scan now.
Fix 3: Confirm the program architecture
A 32-bit process cannot load a 64-bit DLL, and a 64-bit process cannot load a 32-bit DLL. Proxy Switcher installations are commonly recorded under Program Files (x86), which is consistent with a 32-bit application on 64-bit Windows.
Do not treat third-party file listings as an official specification. Public indexes report one 32-bit ussl.dll variant, but the vendor does not publish authoritative metadata proving that every release uses that exact file.
Check the installation instead:
- Open Settings > System > About.
- Look at System type to see whether Windows is 32-bit or 64-bit.
- Return to Settings > Apps > Installed apps.
- Check the application’s installation location if available.

Do not solve an architecture problem by downloading a similarly named DLL. Reinstall the application version intended for the operating system and preserve the DLLs delivered together by that installer.

Fix 4: Check for a missing dependency
If ussl.dll is present beside the application executable but Windows still says the module cannot be found, another library required by ussl.dll may be missing.
First perform a complete reinstall rather than copying individual files:
- Uninstall the affected application.
- Restart Windows.
- Install it again from the official vendor package.
- Start the application before adding extensions or third-party modifications.
Do not automatically install Visual C++, DirectX, or .NET to repair this filename. Those packages contain Microsoft runtime components, and there is no verified evidence that they contain ussl.dll. Install a Microsoft runtime only when the complete error names a missing Microsoft runtime or the application’s vendor explicitly requires it.
If the program’s documentation identifies a required Windows feature, open Settings > Optional features and review installed components. Do not add random Windows Features based only on the ussl.dll filename.
Fix 5: Repair Windows components as a secondary check
DISM and System File Checker repair protected Windows components. They normally do not recreate an application-private DLL, so use them after repairing the parent application, not instead of it.
- Open Start.
- Search for Command Prompt.
- Right-click it and select Run as administrator.
- Run:
DISM /Online /Cleanup-Image /RestoreHealth
- Wait for it to complete.
- Then run:
sfc /scannow
- Restart Windows.
- Test the affected application again.
Microsoft recommends running DISM before SFC. If either command reports repairs, restart and retest. If both complete without resolving the error, return to the application reinstall and dependency checks.
Repeatedly running SFC and DISM without knowing what changed can make troubleshooting slow and inconclusive. Fix 6: Undo a recent system change
If the error began immediately after installing software, a driver, or another system change, System Restore may return the computer to an earlier state.

rstrui.exe
- Press Enter.
- Select Next.
- Choose a restore point dated before the error began.
- Select Scan for affected programs if available.
- Review the changes.
- Select Next, then Finish.
- Restart and test the application.
System Restore does not replace a missing application file in every case. If the program was uninstalled or its folder was damaged, reinstall the application afterward.

To inspect drivers:
- Right-click Start.
- Select Device Manager.
- Expand the relevant category, such as Network adapters.
- Right-click the affected device.
- Select Properties and open the Driver tab.
- Review the driver date and provider.
- Use Update Driver or obtain the correct package from the hardware manufacturer.
Avoid removing a working driver merely because ussl.dll is missing. What not to do
Do not copy the file into System32

Do not run regsvr32 automatically
regsvr32 is intended for DLLs that expose registration entry points such as DllRegisterServer. An ordinary application runtime DLL does not necessarily support registration.
Running this is normally irrelevant:
regsvr32 ussl.dll
It may produce an entry-point error and will not restore missing dependencies. Use it only when the application’s documentation explicitly says that the DLL is a self-registering component.
Do not use automated DLL download or repair sites
A manually downloaded file may contain malware, belong to a different release, use the wrong architecture, or require dependencies that are still absent. Even a file with the correct filename may not be the file your application needs.
The safe sources are the affected application’s official installer, a verified backup of that same installation, or the vendor’s support channel. For this file, Proxy Switcher Standard’s official installer is the appropriate source when Proxy Switcher is confirmed as the parent application.

If the error still remains
Collect the following information before contacting the application vendor:
- The complete error text
- The application name and executable path
- Whether
ussl.dllexists beside that executable - The Windows version and system architecture
- Whether Windows Security quarantined the file
- What happened immediately before the error appeared
- Whether a clean official reinstall changed the message
If the requesting application is still unknown, inspect the full error dialog, Event Viewer, or a trusted process and module diagnostic tool. A filename by itself cannot prove which program owns the file.
