utilitylibrary.dll is a real DLL name, but it is not one unique Windows system file. The correct repair depends on which application installed its copy.
Before changing anything, note:
- Which program displays the error: a printer utility, deployment tool, game, business application, or something else.
- The full path in the message: look for an application folder,
PMClient, a deployment directory, or a private user cache. - When the error appears: while launching the program, after an update, after an uninstall, at Windows startup, or after antivirus activity.
- Your application architecture: a 32-bit application may need its own x86 DLL even when Windows is 64-bit.
- Whether the message names only
utilitylibrary.dll: a missing dependency may be the actual problem.
Do not begin by downloading a replacement DLL. The same basename can belong to unrelated products, and a file with the right name can still be the wrong version, architecture, or build.

What utilitylibrary.dll belongs to
The file description is Utility Library, but that description does not identify a single publisher or product. utilitylibrary.dll generally ships with the third-party application that needs it.

HP Web Jetadmin is another verified use. HP documents PMClientUtilityLibrary.dll as a client-side DLL in a per-user application cache under a path similar to:
C:Users<username>AppDataLocalApps2.0
HP identifies the Web Jetadmin client as 32-bit, including on supported 64-bit versions of Windows.
Other software may use the same filename. File name alone is not enough to determine which copy you need. It is also not established as a Windows file in C:WindowsSystem32 or C:WindowsSysWOW64, and there is no evidence that it belongs to the Visual C++ Redistributable, DirectX, or the .NET runtime.

This is the safest and most likely solution.
If the application has a Repair option
- Press Windows + I to open Settings.
- Select Apps.
- Select Installed apps on Windows 11, or Apps & features on Windows 10.
- Find the program named in the error.
- Select the three dots beside it on Windows 11, or select the program on Windows 10.
- Choose Advanced options, if available.
- Select Repair.
- Start the application again.
The Repair option normally replaces damaged application files without removing user data. If the error remains, return to the same screen and use Reset only if you understand that the application may lose local settings or cached data.
Some desktop programs do not expose Repair in Settings. In that case:
- Open Control Panel.
- Select Programs.
- Select Programs and Features.
- Select the affected application.
- Look for Change, Repair, or Modify.
- Complete the vendor’s repair wizard.
- Restart Windows and test the application.
If the program has a launcher or installer
Games, printer utilities, and deployment tools often repair themselves through their launcher or setup package.
Look for menu items such as:
- Verify files
- Scan and repair
- Repair installation
- Modify
- Change
- Reinstall
- Check for updates
Use the installer supplied by the application’s vendor. Do not copy a DLL from another computer unless the vendor’s complete deployment procedure specifically tells you to do so.
LEADTOOLS deployment-tool errors
If the error mentions CSVirtualPrinterDriverDeploymentTool.exe, a virtual printer deployment folder, or a LEADTOOLS package, restore the complete matching deployment package.
The expected package includes the deployment executable, UtilityLibrary.dll, and Package.zip. Rebuild or recreate the package if you are the developer who produced it. Ensure all files come from the same LEADTOOLS build and use the intended architecture.
Do not take UtilityLibrary.dll from another LEADTOOLS project or from a different x86 or x64 package. Run the deployment tool as administrator when the vendor’s procedure requires it, and restart Windows if the deployment process requests a restart.
HP Web Jetadmin errors
If the path contains PMClientUtilityLibrary.dll, treat the error as an HP Web Jetadmin installation or per-user cache problem.
- Close HP Web Jetadmin and related browser windows.
- Open Settings > Apps > Installed apps.
- Select HP Web Jetadmin.
- Choose Uninstall, or use the HP-provided maintenance option if present.
- Restart Windows.
- Install the current HP Web Jetadmin package using HP’s documented administrator procedure.
- Sign in with the affected Windows account and test the client.
If only one Windows profile has the problem, the per-user application cache or profile permissions may be damaged. Test the application with another permitted Windows profile. If it works there, repair the affected profile or follow HP’s cache-reset instructions rather than copying a DLL into a global Windows folder.
Fix 2: Check antivirus quarantine
Security software may have removed or quarantined the file after an update or during an incomplete installation.
Windows Security
- Open Start and search for Windows Security.
- Select Virus & threat protection.
- Select Protection history.
- Review detections from the time the error began.
- Expand a detection and note its original file path.
- Confirm that the path belongs to the affected application.
- Check the file’s publisher and details before restoring anything.
Restore a quarantined file only when its location, publisher, and application ownership are clear. Update the application afterward and run a full scan.
If the file is uncertain or the detection is still active, do not create a blanket exclusion. Remove the application and reinstall it from the official vendor package instead.

Fix 3: Confirm the file location and architecture
A 32-bit application on 64-bit Windows normally uses its own application files and dependencies. It does not become correct merely because a similarly named file exists in a Windows system directory.
Check the shortcut:
- Right-click the program’s shortcut.
- Select Properties.
- Open the Shortcut tab.
- Read the Target field.
- Select Open File Location if available.
- Look for
utilitylibrary.dllbeside the application executable or inside the application’s deployment package.
For a file that already exists:
- Right-click
utilitylibrary.dll. - Select Properties.
- Open Details to review the description and product information.
- Open Digital Signatures, if that tab exists.
- Check whether the signer matches the application vendor.
- Select View Certificate to confirm that the signature is valid.
Do not assume that every copy with the same name is interchangeable. A 32-bit application may require an x86 build, while a 64-bit application may require an x64 build. The application’s installer or vendor documentation is the authority.
Never place this third-party DLL in C:WindowsSystem32 or C:WindowsSysWOW64 as a general fix. On 64-bit Windows, those directory names are counterintuitive: System32 contains 64-bit system files, while SysWOW64 contains 32-bit system files. Neither is the normal destination for this application-private DLL.
Fix 4: Reinstall cleanly when Repair does not work
A clean reinstall is appropriate after an interrupted update, failed uninstall, disk cleanup, moved application folder, or damaged installation.
- Back up the application’s documents, profiles, saved games, or configuration files if necessary.
- Uninstall the affected program from Settings > Apps or Control Panel > Programs and Features.
- Restart Windows.
- Check that the old application directory is gone before deleting leftover files.
- Download the installer from the application vendor’s official support or download page.
- Install the correct x86 or x64 edition.
- Start the program once using Run as administrator if the vendor requires elevated setup.
- Restart the application normally and confirm that the error has disappeared.
If the program is launched from a network share, synchronized folder, or removable drive, install or test it from a normal local folder. Permissions, interrupted synchronization, and security controls can prevent a private DLL from loading even when the file exists.
If the problem returns immediately after reinstalling, check:
- Windows Security protection history
- Controlled folder access
- File and folder permissions
- Windows Event Viewer
- The application’s own log folder
- Whether the application is being launched from an old shortcut
- Whether an update is replacing files with a different architecture
Fix 5: Check for a missing dependency
Sometimes Windows reports the named DLL even though the real failure involves another library that utilitylibrary.dll needs.

Look at the complete error text. A message naming VCRUNTIME140.dll, MSVCP140.dll, or another runtime file is a different repair path. Install or repair the prerequisite specified by the application vendor.
Microsoft provides official x86 and x64 Visual C++ Redistributable packages. Use them only when the error names a Visual C++ runtime or the application documentation requires that runtime. Installing Visual C++ does not normally recreate an application-private utilitylibrary.dll.
Do not install random DLL files one at a time. That can replace one error with another while leaving the damaged application installation untouched.
Fix 6: Repair Windows components with DISM and SFC
Use these commands when several Windows features are failing, Windows Update is damaged, or other protected system files show errors. They are lower-probability fixes when only one third-party program reports utilitylibrary.dll.
Run DISM first
- Open Start.
- Search for Command Prompt.
- Right-click it and select Run as administrator.
- Select Yes at the User Account Control prompt.
- Enter:
DISM /Online /Cleanup-Image /RestoreHealth
- Wait for the operation to finish.
- Restart Windows.
Run SFC afterward
Open an elevated Command Prompt again and enter:
sfc /scannow
Wait until verification reaches 100 percent, then restart Windows and test the affected application.
SFC repairs protected Windows system files. It normally does not recreate a private DLL supplied by LEADTOOLS, HP Web Jetadmin, a game, or another third-party application. If DISM and SFC report that Windows is healthy but the application still fails, return to the application repair or reinstall steps.
When you are manually hunting through Windows components, it is easy to repeat SFC and DISM without knowing what changed. Fix 7: Check drivers only when the error involves a device
A printer utility or hardware application may fail after a driver update, but a driver problem is not automatically the cause of every utilitylibrary.dll error.

- Right-click Start.
- Select Device Manager.
- Expand the relevant category, such as Printers, Display adapters, or Universal Serial Bus controllers.
- Right-click the affected device.
- Select Properties.
- Open the Driver tab.
- Review the driver provider and date.
- Use Update Driver only with a driver from Windows Update or the hardware vendor.
- Restart Windows and test the application.
For a printer utility, also remove and reinstall the printer through Settings > Bluetooth & devices > Printers & scanners on Windows 11, or Settings > Devices > Printers & scanners on Windows 10, using the printer manufacturer’s current package.

Manually identifying which of many installed drivers is stale can take longer than checking the vendor package. Outbyte Driver Updater can use its free scan to show driver issues, while installation is handled by the full version; it is optional, and it does not replace reinstalling the application that owns utilitylibrary.dll.
Do not register this DLL unless the vendor requires it
regsvr32 is for DLLs that support Windows registration, normally through a DllRegisterServer entry point. A private application library placed beside an executable is not automatically a COM component.

LEADTOOLS’ deployment model places UtilityLibrary.dll beside its deployment executable and does not make registering the DLL the normal repair step. Do not run blanket registration commands against every DLL in System32.
Only use regsvr32 when the application vendor explicitly instructs you to register that exact file. The command would look like this, with the real path substituted:
regsvr32 "C:PathToutilitylibrary.dll"
On 64-bit Windows, the 32-bit and 64-bit versions of regsvr32 are different. Using the wrong one can produce a misleading architecture error. If the DLL does not expose the required registration entry point, registration will fail and will not repair the application.
Fix 8: Remove a stale startup entry after uninstall
If the error appears on every boot even though the original program was removed, Windows may be trying to launch an obsolete startup item or scheduled task.
First identify the owner:
- Open Settings > Apps > Startup.
- Disable only the entry that clearly belongs to the removed application.
- Restart Windows.
- Confirm that the error no longer appears.
For scheduled tasks:
- Open Start and search for Task Scheduler.
- Open Task Scheduler Library.
- Inspect the task’s Actions tab before changing anything.
- Confirm that its executable path belongs to the removed application.
- Disable or remove only that confirmed stale task.
Do not delete an unknown registry value or scheduled task simply because its name looks unfamiliar.
Why random DLL downloads are a bad fix
Avoid websites that offer standalone DLL downloads. They may provide:
- A file from the wrong product
- The wrong x86 or x64 architecture
- An incompatible build
- A modified or unsafe file
- A copy with no trustworthy publisher information
Even a clean file with the right basename may not match the application that requested it. Copying it into System32, SysWOW64, or another program’s folder can create version conflicts and hide the original installation problem.
The safe source is the official installer, launcher, repair package, or deployment bundle for the application named in the error. For a developer-owned deployment, recreate the package from the same build and architecture.

If the error remains after reinstalling
Work through this checklist:
- Read the full error path again and confirm you repaired the correct application.
- Check whether antivirus quarantined the replacement file.
- Confirm the application and DLL have matching architecture.
- Test the application from a new Windows profile.
- Check folder permissions and Controlled Folder Access.
- Review Event Viewer:
- Right-click Start.
- Select Event Viewer.
- Open Windows Logs > Application.
- Look for an error at the time of the failed launch.
- Check the application’s own diagnostic logs.
- Confirm that the application is not running from a network, synchronized, or partially available folder.
- Contact the application vendor with the exact error text, executable path, Windows architecture, and repair steps already attempted.
FAQ
Is utilitylibrary.dll a Windows system file?
Not as an established general rule. It is an application DLL name used by multiple unrelated products and is not established as a standard file that belongs in System32 or SysWOW64.
Does it belong to Visual C++, DirectX, or .NET?
There is no reliable evidence that this basename is part of those runtimes. Install a runtime only when the error names a genuine missing runtime or the application vendor requires it.
Should I download utilitylibrary.dll?
No. Obtain it through the official installer or deployment package for the program that needs it.
Can I copy the file from another computer?
Only when the application vendor’s documented deployment process supplies that exact file from the same build and architecture. A copy from another computer may be incompatible.
Should I run regsvr32 utilitylibrary.dll?
Usually no. This is generally a private application library, not a DLL that users register manually. Use regsvr32 only when the vendor explicitly requires it.
Why does the error appear after uninstalling a program?
A stale startup entry or scheduled task may still point to the removed application. Confirm the owner before disabling the entry.
Will SFC fix the error?
Only if the missing file is a protected Windows component. It normally will not restore an application-private utilitylibrary.dll. Repair or reinstall the owning application first.
