VALORANT Episode 7 Act 3 went live on October 31, 2023 in the Americas, with Patch 7.09. Riot’s official patch notes are timestamped 13:00 UTC, but that is when the notes were published, not a confirmed moment the update became playable. The most specific clock time in circulation, “around 2 pm Pacific Time,” is a contemporary gaming-news estimate, not a Riot announcement.
What Riot officially confirmed
Riot Games’ Patch Notes 7.09 page is dated October 31, 2023. Its title highlights Episode 7 Act III, and the notes say Iso “goes live.” Riot’s author, Jo-Ellen “Riot JoEllen” Aragon, wrote the line “Iso goes live!” in the notes. The patch also brought a rank reset, a new Battlepass, and a new Premier Stage.
The page does not state a server-unlock time. Its 13:00 UTC timestamp reflects publication, so it should not be read as the hour the act began.
Why the clock time is uncertain
Riot’s notes give the date but not the hour the update became available on live servers. Gaming outlets therefore estimated the hour from previous acts. TalkEsport’s October 30, 2023 preview expected the act around 2 pm PT on October 31, and converted that estimate to other regions. Treat those conversions as estimates from a secondary report, not official Riot times.

Japan: the date rolls over
Because Japan is ahead of US time zones, the same moment falls on November 1 in JST. A Japanese preview published October 30, 2023 said the act was expected on the morning of November 1 JST, but that the exact time had not been decided. It expected Act 2 to end at 6 am JST and noted that earlier maintenance had often finished between 9 and 11 am JST. Those were expectations, not a published schedule, so no confirmed JST launch hour exists in the sources.
Episode context
Riot’s Episode 7 Act 1 notes place the start of the episode on June 27, 2023. Act 3 was therefore the third act of that episode, and the October 31 date marked the start of the act’s content, not the episode’s launch.

How to check the exact time yourself
If you need the exact local time for a future act, the reliable place to check is Riot’s patch notes page and the official VALORANT news feed on the day of release, where Riot posts maintenance and update notices. Gaming-news time conversions are useful for planning, but they are estimates until the game’s servers come online.
Keep the distinction in mind when you compare sources: the publication time of an article or patch note, the moment servers allow players in, and the local-time conversions can differ by several hours, and the date can differ between regions.

Note that Riot’s own notes provide the update’s date and contents for Patch 7.09, while the hour of availability is community-reported and remains an estimate.
The reader-facing answer: October 31, 2023 for the US release, November 1, 2023 in most of Asia, with the hour set by the estimates above.

Some attention is worth giving to this: the act’s start is one of the few VALORANT dates where official and community sources diverge most visibly, so reading each claim against its source is the easiest way to avoid confusion.
In practice, the verified facts are the date, the patch number, and the contents. Everything about the exact hour is an estimate.

The other pattern worth noting is that VALORANT acts tend to begin during the day in the Americas, so the 2 pm PT estimate is consistent with how earlier acts were reported.
