Start with this diagnostic checklist
vdsutil.dll is a genuine Microsoft Windows component, so repair Windows before downloading a replacement. Before changing anything, note:
- Which program reports the error
- Whether the error appears during Windows startup or only when opening one application
- The exact message shown
- Whether Windows is 32-bit or 64-bit
- Whether the problem began after an update, cleanup, antivirus action, disk clone, application reinstall, or manual DLL replacement
Common messages include:
- “The program can’t start because vdsutil.dll is missing from your computer.”
- “vdsutil.dll was not found.”
- “Error loading vdsutil.dll.”
- “vdsutil.dll could not be located.”
- “The procedure entry point … could not be located in the dynamic link library vdsutil.dll.”
- “vdsutil.dll is either not designed to run on Windows or it contains an error.”
The wording helps, but the repair sequence is usually the same: repair Windows first, then repair the individual application if only one program is affected.

What vdsutil.dll is
vdsutil.dll is the Virtual Disk Service Utility Library, developed by Microsoft Corporation and included with the Microsoft Windows Operating System. It is part of the Windows Virtual Disk Service, which provides storage-management functions for disks, volumes, partitions, and storage providers.
Microsoft later superseded VDS with the Storage Management API beginning with Windows 8 and Windows Server 2012. Older and legacy Windows components can still contain vdsutil.dll, however. It is not normally a Visual C++ runtime, DirectX file, .NET assembly, or game middleware library.

Microsoft documents the component in its VDS overview and VDS portal.
Normal file locations
On 64-bit Windows, the normal native location is:
%WINDIR%System32vdsutil.dll
A 32-bit copy may also exist here:
%WINDIR%SysWOW64vdsutil.dll
The names are confusing. On 64-bit Windows, System32 contains native 64-bit system files. SysWOW64 contains many 32-bit system files used by 32-bit applications. Windows file-system redirection helps 32-bit processes access their appropriate system locations. Microsoft explains this behavior in its file-system redirector documentation.
Do not copy a file between these folders manually. A 32-bit application needs 32-bit dependencies, while a 64-bit application needs 64-bit dependencies. The wrong architecture can produce the “not designed to run on Windows” message or an entry-point error.
Fix 1: Install Windows updates and restart
A failed update or incomplete servicing operation can leave a Windows component missing or damaged.
- Press Windows + I to open Settings.
- Select Windows Update.
- On Windows 11, select Check for updates. On Windows 10, select Check for updates or Check online for updates.
- Install all available quality, security, and cumulative updates.
- Restart the computer, even if Windows does not require an immediate restart.
- Open the affected program again.
If the error began immediately after an update, record the update date before removing anything. Do not start by uninstalling random updates, because the update may have exposed pre-existing corruption rather than caused it.
Fix 2: Repair Windows with DISM and SFC
This is the primary repair for a missing, damaged, or incorrectly replaced vdsutil.dll. Microsoft recommends running DISM before System File Checker because DISM can repair the Windows component store that SFC uses as its source.
Run DISM
- Open Start.
- Type Command Prompt.
- Right-click Command Prompt.
- Select Run as administrator.
- Choose Yes if User Account Control asks for permission.
- Enter this command:
DISM.exe /Online /Cleanup-Image /RestoreHealth
- Press Enter.
- Wait for the operation to finish. It can pause at a percentage for several minutes.
- Leave the window open until DISM reports completion.
Then run SFC in the same elevated Command Prompt:
sfc /scannow
Wait until verification reaches 100 percent. Restart Windows and test the program.
How to interpret the result
- Windows Resource Protection did not find any integrity violations: SFC found no protected-file corruption. If the program still fails, continue with the application checks below.
- Windows Resource Protection found corrupt files and successfully repaired them: restart and test the affected program.
- Windows Resource Protection found corrupt files but was unable to fix some of them: inspect the CBS log and continue to the escalation steps.
- DISM failed: restart, install pending updates, and run DISM again. If it still fails, use a matching Windows installation source as described later.

Use a matching repair source if DISM cannot repair Windows
If DISM says that source files could not be found, do not download vdsutil.dll from a random website. Microsoft documents using installation media or another genuine Windows source that matches the installed edition and build.
The command format is:
DISM.exe /Online /Cleanup-Image /RestoreHealth /Source:C:RepairSourceWindows /LimitAccess
Replace C:RepairSourceWindows with the path to a matching Windows repair source. After DISM completes, run:
sfc /scannow
A mismatched source can fail to repair Windows or introduce additional servicing problems.
Fix 3: Check antivirus quarantine
Windows Security or another antivirus product may have quarantined a legitimate file after a false positive or system change.
- Open Start and type Windows Security.
- Open Windows Security.
- Select Virus & threat protection.
- Select Protection history.
- Review recent events involving
vdsutil.dll. - Expand the relevant event and note its original path and detection details.
Do not restore the file solely because its name looks familiar. A malicious file can use the same name as a Windows component.
Restore or allow the file only when all of the following are true:
- The original location is the expected Windows system location.
- The file is identified as a Microsoft file.
- Its digital signature verifies as Microsoft.
- Your security product confirms the detection was a false positive.

Protection History retains events for a limited period, so an old quarantine event may no longer appear.
Fix 4: Verify the file and its digital signature
If a file named vdsutil.dll exists but Windows says it is invalid, check its location and signature.
- Open File Explorer.
- Enter
%WINDIR%System32in the address bar. - Locate
vdsutil.dll. - Right-click it and select Properties.
- Open the Digital Signatures tab.
- Select the signature and choose Details.
- Confirm that Windows reports the signature as valid and identifies Microsoft as the signer.
You can repeat the check in %WINDIR%SysWOW64 if a 32-bit copy is involved.

A correct filename is not enough. A file can be the wrong Windows build, unsigned, damaged, or manually downloaded. Do not replace it with a file from another computer unless it is a known-good file from a matching Windows source and the replacement is part of a documented recovery procedure.
Fix 5: Determine whether the problem is application-specific
If Windows starts normally and only one game or program displays the error, the application may be damaged, or it may be loading a bad local copy of the DLL.
Repair the application
- Open Settings.
- Select Apps.
- Select Installed apps on Windows 11, or Apps & features on Windows 10.
- Find the affected program.
- Select its three-dot menu, or select the program and choose Advanced options.
- If available, choose Repair.
- Test the program.
- If Repair does not help, choose Reset only if you understand that it may remove the program’s local settings.
- If neither option exists, uninstall the program.
- Restart Windows.
- Reinstall it using the developer’s official installer or official launcher.
For a game, use the launcher’s built-in Verify, Verify files, Repair, or equivalent option. This restores files belonging to that game without replacing protected Windows files.
There is no verified evidence that a particular game normally owns vdsutil.dll. If only one program reports it, that does not prove the program should ship this Windows DLL. Repair Windows first, then repair the affected application.

Look for a suspicious local copy
A program installed in a nonstandard folder may load a local DLL before Windows searches its system locations. If you find another vdsutil.dll beside the program’s executable, do not immediately delete it if malware is possible. Record the path, check its signature, scan it, and preserve evidence before changing it.
After Windows is repaired, reinstall the affected application from its official source. That is safer than forcing a system DLL into the application folder.
Fix 6: Check 32-bit and 64-bit compatibility

- A DLL appears to exist, but the application still cannot load it
To check your Windows architecture:
- Open Settings.
- Select System.
- Select About.
- Check System type.
A 32-bit application requires 32-bit dependencies. A 64-bit application requires 64-bit dependencies. Do not move a DLL between System32 and SysWOW64 to experiment.

If you manually copied vdsutil.dll, remove the copied version only after confirming its location and recording what changed. Then run DISM and SFC to restore the protected Windows copy. Microsoft’s 32-bit application compatibility guidance explains the architecture rules.
Fix 7: Update or repair a related driver
vdsutil.dll is not normally a driver file, and updating a storage driver will not directly replace it. However, if the error began after a disk, chipset, storage-controller, or cloning change, check Device Manager and the hardware manufacturer’s official driver source.
- Right-click Start.
- Select Device Manager.
- Expand Disk drives, Storage controllers, and IDE ATA/ATAPI controllers, if present.
- Right-click the relevant device.
- Select Properties.
- Open the Driver tab.
- Check the driver provider and date.
- Use Update driver only with a trustworthy source.
- Restart Windows and test again.
Do not uninstall a storage controller or disk device unless you know how Windows will reinstall it and you have a recovery plan.

Why Visual C++, DirectX, .NET, and regsvr32 are usually wrong
Runtime installers
Visual C++, DirectX, and .NET repair packages are appropriate when the error names a component from those platforms. vdsutil.dll is a Windows Virtual Disk Service library, not one of those runtime files.
Reinstalling these packages is therefore not the default remedy and can waste time. Use DISM and SFC first.
regsvr32
Do not run this as a general repair:
regsvr32 vdsutil.dll
regsvr32 is intended for DLLs that implement COM self-registration through DllRegisterServer and DllUnregisterServer. It does not restore a missing file, repair corrupted Windows components, or fix an ordinary runtime dependency.
For this file, the command may produce an error such as:

That result does not mean Windows needs another version of the DLL. It means registration is not the appropriate repair.
Fix 8: Use System Restore after a recent system change
If the error began after a driver, update, cleanup utility, disk modification, or system change, System Restore may return system files and settings to an earlier state.
- Open Start.
- Type Create a restore point.
- Open the matching Control Panel result.
- Select System Restore.
- Choose a restore point dated before the error began.
- Select Scan for affected programs if available.
- Follow the wizard and restart.
System Restore normally does not remove personal files, but it can affect installed programs, drivers, system files, and settings. It is unavailable if protection was disabled or no restore point exists. Microsoft describes this and other recovery choices in Recovery options in Windows.
Fix 9: Reinstall Windows without removing apps and files
If DISM and SFC cannot repair the component, use a Windows repair reinstall rather than replacing protected DLLs from the internet.

- Open Settings.
- Select System.
- Select Recovery.
- Find Fix problems using Windows Update.
- Select Reinstall now.
- Follow the prompts.
This reinstalls the current Windows version while preserving apps, files, and settings. Availability depends on the Windows version and device configuration. Microsoft documents the feature in Fix issues by reinstalling the current version of Windows.
If that option is unavailable, use matching Windows installation media for an in-place repair installation. Back up important files first.
If SFC says it cannot repair the file
Inspect the CBS log:
%WINDIR%LogsCBSCBS.log
To extract SFC entries to a text file on the desktop, run this in an elevated Command Prompt:
findstr /c:"[SR]" %windir%LogsCBSCBS.log >"%userprofile%Desktopsfcdetails.txt"
Review the extracted file for vdsutil.dll and other named components. If DISM and SFC both fail, use a matching repair source, an in-place repair installation, or professional Windows support.
If another DLL is named after vdsutil.dll is restored, stop replacing files one at a time. The newly named file may be the actual missing dependency. Check the application event log, CBS log, executable path, Windows build, architecture, and digital signatures.
Do not download vdsutil.dll from random websites
A standalone DLL download can be:
- The wrong Windows build
- The wrong architecture
- Modified or infected
- Unsigned
- Incompatible with the application or servicing branch
It may also hide the real cause, such as component-store corruption, malware, a failed update, or an application that is loading a rogue local copy.
Use Windows Update, DISM, SFC, Microsoft installation media, Windows Security, and the affected program’s official installer or launcher instead. Microsoft does not provide vdsutil.dll as a general independent download.
FAQ
Is vdsutil.dll a Microsoft file?
Yes. It is the Microsoft Virtual Disk Service Utility Library and belongs to Windows.
Is vdsutil.dll a Visual C++ or DirectX file?
No. Reinstalling those runtimes is not the normal repair for this file.
Should I put vdsutil.dll in the game folder?
No. If one game reports the error, verify or reinstall the game through its official launcher after repairing Windows. Do not copy a DLL from an untrusted source.
Why does Windows have both System32 and SysWOW64?

Can I restore a quarantined copy?
Only after confirming the detection is a false positive, the original path is correct, and the file is genuinely Microsoft-signed. Otherwise scan the system and repair Windows instead.
