“The program can’t start because vdt70ui.dll is missing”
What’s actually slowing this PC down?
Pick the symptom - the matching free tool is one click away.
If Windows reports that vdt70ui.dll was not found, the error usually belongs to an old application rather than Windows itself. The safest repair is to identify the program that needs this legacy Microsoft Visual Database Tools file and repair or reinstall that program.
Do not begin by downloading a random copy of the DLL or copying it into System32. That can introduce malware, install the wrong version, or conceal the actual problem in the parent application.
Which fix applies to you
Use the first description that matches what happened:
- The error started after uninstalling, upgrading, or restoring an old program: repair or reinstall that program first.
- The failing application is still listed in Windows: use its Repair, Change, Detect and Repair, or maintenance option.
- The application was installed from an old CD, DVD, network share, or archived installer: use that original installation source.
- Windows Security recently detected or quarantined the file: inspect Protection history before restoring anything.
- The application opens, but then reports “The specified module could not be found”: check for a missing dependency, because the named DLL may not be the only missing component.
- The error appeared after a Windows problem or failed update: run DISM and SFC as secondary Windows-health checks.
- The program is 32-bit and runs on 64-bit Windows: use the application’s original 32-bit installer and keep its files in the application’s intended location.
- You cannot identify the parent application: find the executable that displays the message before attempting any repair.
What vdt70ui.dll is
vdt70ui.dll is identified as Microsoft Visual Database Tools, a legacy 32-bit Microsoft library associated with Microsoft Visual Studio .NET. Visual Database Tools were part of Microsoft’s historical database-development tooling, and some other programs may have bundled or depended on those shared components.

Public file metadata associates the file with Microsoft Corporation and Microsoft Visual Studio .NET. Catalogs report different 7.x and 7.10-era builds, so the exact version, size, and installation path can vary. Those catalog details should not be treated as proof that every copy is interchangeable.
This is not normally a Windows system DLL. Its absence from a new Windows 10 or Windows 11 installation is therefore normal. The old Visual Studio .NET products are also out of support according to Microsoft’s Visual Studio servicing and lifecycle information.
A historical location associated with the file is:
C:Program FilesCommon FilesMicrosoft SharedVisual Database Tools1033vdt70ui.dll
That path is not universal. The application may instead use its own installation directory, a different language folder, or a 32-bit shared-program location.
Step 1: Identify the application that needs the file
Repairing the wrong program will not restore a missing application DLL. First determine which executable is producing the message.
Check the error window
Read the title bar and the complete message. Look for:
- The application name
- A shortcut or executable name
- A product name mentioned above the DLL error
- Whether the message says “not found,” “could not be loaded,” or “The specified module could not be found”
If the error appears immediately after launching a shortcut, right-click the shortcut and select Properties. On the Shortcut tab, inspect Target. The executable path often identifies the owning program.
Check the shortcut location
Right-click the affected shortcut and select Open file location. If Windows opens a folder, note the application name and the nearby executable files. Do not delete or replace anything yet.
If Open file location is unavailable, select Properties and copy the path from the Target field into a temporary text file.
Do these 3 things before closing this tab:
1Clear out junk files and repair common Windows errors2Scan for outdated or missing drivers - takes under a minute3Repair Windows errors before they cause bigger problemsCheck installed applications
On Windows 11:
- Open Start and select Settings.
- Select Apps.
- Select Installed apps.
- Search for the program that failed.
- Select the three-dot menu beside it.
- Look for Modify, Change, Repair, or Uninstall.
On Windows 10:
- Open Start.
- Select Settings.
- Select Apps.
- Select Apps & features.
- Select the affected program.
- Choose Modify, Repair, or Uninstall, if available.
You can also open Control Panel, select Programs, then Programs and Features. Select the application and look for Change or Repair.
If the application is no longer listed, its uninstaller may have removed shared Visual Database Tools files. In that case, locate the original installer or reinstall the application from its legitimate vendor media.

Check the application folder
In File Explorer, inspect the folder containing the failing executable. A missing vdt70ui.dll in that folder strongly suggests that the application installation is incomplete.
Do not assume that a copy in C:WindowsSystem32 would be correct. The application may have been designed to load the DLL from its own folder or from the historical Microsoft Shared location.

This is the most likely and safest fix.
Use a built-in Repair option
If the application offers Repair:
- Save your work and close the program.
- Open Settings → Apps → Installed apps.
- Find the affected application.
- Open its three-dot menu.
- Select Advanced options, if present.
- Select Repair.
- Start the application again after Windows finishes.
Some desktop programs use Modify instead:
- Open Control Panel → Programs → Programs and Features.
- Select the application.
- Select Change.
- Choose Repair or Detect and Repair.
- Follow the installer prompts.
- Restart Windows if requested.
A successful repair normally restores the DLL to the application’s expected directory and allows the program to start without the same message.
Repair older Office-related software
If the error appears while opening an old Office-era database, reporting, or document program, check whether the original Office installation includes Detect and Repair:
- Open an Office application if any still starts.
- Open Help.
- Select Detect and Repair.
- Follow the prompts.
- Restart Windows and test the affected program.
The exact menu wording differs between Office releases. Microsoft’s Office repair guidance describes the repair approach for older Office installations.
Reinstall from the original media
If Repair is missing or fails:
- Find the original CD, DVD, network installer, or archived installer supplied by the software publisher.
- Confirm that it is for the same product and edition.
- Close all programs.
- Run the installer.
- Choose Repair, Modify, or a complete reinstall when offered.
- Restart Windows.
- Launch the original application again.
For a legacy Visual Studio .NET installation, use its original maintenance or repair mode. There is no current, supported Microsoft standalone vdt70ui.dll redistributable identified in the available Microsoft documentation. If the original media is unavailable, the application vendor or the organization that supplied the software may be the only reliable source.

Step 3: Check Windows Security before restoring anything
Windows Defender may quarantine a file after an update, scan, or application change. Do not restore the DLL automatically.
- Open Start.
- Search for Windows Security.
- Open it.
- Select Virus & threat protection.
- Select Protection history.
- Review recent detections.
- Expand any detection related to the affected application.
- Record the original file path and detection name.
Only consider restoring the file after confirming all of the following:
- The file was in the expected application directory.
- The parent application is trusted and legitimately installed.
- The file’s publisher and digital signature are consistent with the original installation.
- The detection is understood and has been reviewed by your administrator or security team.
Microsoft explains the effects of restoring quarantined items in its Protection History documentation. If the original installer is available, reinstalling is safer than restoring an isolated DLL.

If the file disappears again after reinstalling, do not repeatedly restore it. Investigate the detection, the installer source, disk errors, permissions, and whether the application is being altered by another security product.
Step 4: Respect the 32-bit application layout
Public metadata identifies vdt70ui.dll as a Win32 or PE32 library. That means it should be treated as a 32-bit application component, not as a native 64-bit Windows library.
On 64-bit Windows:
- 64-bit system components normally use
C:WindowsSystem32. - 32-bit applications commonly install under
C:Program Files (x86). - 32-bit applications may use redirected Windows and shared-program paths.
- A 32-bit application DLL should not be replaced with an unrelated 64-bit DLL.
Microsoft documents this behavior in its file-system redirector documentation.
Do not copy a downloaded file into either System32 or SysWOW64. The correct location is determined by the application installer, and manually forcing a DLL into a Windows directory can create version conflicts for other programs.
Free tools Windows power users keep installed
One-click scans. No signup required.
If the program has separate 32-bit and 64-bit installers, use the edition that matches the original application. Do not convert the installation by mixing files from different editions.
Step 5: Determine whether a dependency is actually missing
The message “The specified module could not be found” can mean that Windows found vdt70ui.dll but could not load one of its dependencies.
If Repair restores the file but the error remains:
- Open the parent application’s installation folder.
- Confirm that
vdt70ui.dllis present there or in the expected shared-tools folder. - Read the complete error message again.
- Check whether another DLL is named in a second message or application log.
- Review the application’s original documentation for required runtimes.
- Repair or reinstall the named dependency from its official publisher.
Do not install Visual C++ Redistributable, DirectX, or .NET simply because a DLL error occurred. Those products may be required by the parent application, but they do not specifically replace vdt70ui.dll. Install them only when the application documentation or a separate error identifies them.
Windows Features can help only when a documented Windows feature is missing:
- Open Control Panel.
- Select Programs.
- Select Turn Windows features on or off.
- Review the feature named by the application’s documentation.
- Enable it only if required.
- Select OK and restart if prompted.
Do not enable random features as a substitute for reinstalling the owning application.
Step 6: Check Windows components with DISM and SFC
Because vdt70ui.dll is an application component rather than a protected Windows file, DISM and SFC are secondary checks. They may repair Windows corruption that prevents an old program from running, but they should not be expected to recreate this DLL.

- Select Run as administrator.
- Select Yes at the User Account Control prompt.
- Run this command:
DISM.exe /Online /Cleanup-Image /RestoreHealth
- Wait for it to finish.
- Run:
sfc /scannow
- Wait until verification reaches 100 percent.
- Restart Windows.
- Test the affected application.
Microsoft documents DISM image repair and System File Checker. DISM repairs the Windows component store, while SFC checks protected Windows system files. Neither command is a replacement for the original Visual Studio or application installer.
If SFC reports that it could not repair some files, restart and run the commands again only if Windows itself is showing corruption symptoms. Continue with parent-application repair rather than repeating SFC indefinitely.
Recommended Free Tools
If you prefer help identifying which Windows components need attention instead of repeatedly interpreting command output, Outbyte PC Repair can scan and show what it finds; repairs are performed by the full version. It is optional, and reinstalling the application that owns vdt70ui.dll remains the definitive fix.
Step 7: Consider drivers only when the timing points there
A graphics, storage, chipset, or database-related driver does not normally install vdt70ui.dll. Device Manager is therefore not a primary repair for this error.
Use it only if the application stopped working immediately after a hardware or driver change:
- Right-click Start.
- Select Device Manager.
- Expand the device category related to the recent change.
- Right-click the device.
- Select Properties.
- Open the Driver tab.
- Review the driver provider and date.
- Use Update Driver, Roll Back Driver, or Uninstall Device only when the hardware problem clearly began at the same time.
- Restart Windows and test the application.
Do not remove unrelated devices to resolve a missing application DLL.

Why regsvr32 usually does not help
regsvr32 registers DLLs that provide the required registration entry point, commonly DllRegisterServer. A missing runtime or user-interface library is not automatically repaired by registering it.
Do not use this as a generic fix:
regsvr32 vdt70ui.dll
If you already tried it and received:
DllRegisterServer was not found
that indicates the DLL is not self-registering in the way regsvr32 expects. Reinstall the owning application instead. Microsoft describes the command’s registration purpose in its regsvr32 documentation.
Registering a DLL also does not supply missing dependencies, correct a damaged installation, or select the right 32-bit search path.
Avoid standalone DLL download sites
A separately downloaded vdt70ui.dll is not a reliable repair because:
- The copy may belong to a different application build.
- The architecture may be wrong.
- The file may have been modified or bundled with malware.
- Its dependencies may still be missing.
- Windows may continue loading the damaged application installation.
- Copying it into a system directory can affect unrelated programs.
Use the original application’s installer, the software publisher’s supported download, or verified organizational installation media. If the old product is no longer supported and the media is gone, there may be no trustworthy official standalone replacement.

If the application still fails after reinstalling
Work through these checks in order:
- Confirm that you repaired the executable producing the error, not merely a similarly named program.
- Confirm that the installer completed without errors.
- Check the application folder and expected shared-tools folder for the restored file.
- Read the entire error message for a different missing dependency.
- Check Windows Security Protection history again.
- Confirm that the application is compatible with the current Windows installation.
- Test the application under its documented compatibility settings if appropriate.
- Use System Restore only if the program worked previously and a suitable restore point exists.
- Keep unsupported legacy software isolated where possible rather than weakening Windows security globally.
If the same file vanishes after every installation, look for antivirus quarantine, failing storage, permissions problems, an incomplete installer, or another cleanup utility removing shared components.
FAQ
Is vdt70ui.dll part of Windows?
No evidence identifies it as a normal Windows system DLL. It is associated with Microsoft Visual Database Tools and legacy Microsoft Visual Studio .NET-era tooling. Modern Windows installations do not normally need to contain it.
What’s actually slowing this PC down?
Pick the symptom - the matching free tool is one click away.
Which program installed vdt70ui.dll?
The documented historical association is Microsoft Visual Studio .NET. Other applications may have bundled shared Visual Database Tools components, so the error alone cannot identify every possible parent program. Use the failing executable, shortcut target, and installed-program list to determine ownership.
Should I put vdt70ui.dll in System32 or SysWOW64?
No. Do not manually copy it into either directory. It is identified as a 32-bit library, and the correct location depends on the application’s installer and Windows redirection behavior.
Will installing Visual C++ Redistributable fix it?
Usually not. vdt70ui.dll is not identified as a Visual C++ runtime DLL. Install a runtime only when a separate error or the application’s documentation specifically requires it.
Will SFC restore vdt70ui.dll?
Normally no. SFC repairs protected Windows system files. This DLL belongs to legacy application tooling, so repair or reinstall the parent application.
The Tool Desk
Outbyte Driver Updater FREEFix the driver behind crashes, sound loss and screen glitchesFind Drivers →Outbyte PC Repair FREERepair Windows errors before they cause bigger problemsFix Now →Should I run regsvr32 vdt70ui.dll?
Normally no. Registration is not a general solution for missing application files. If regsvr32 reports that DllRegisterServer was not found, reinstall the owning program.
What does “The specified module could not be found” mean?
It can mean that vdt70ui.dll is missing, or that Windows cannot load a dependency required by it. Confirm the file’s presence and inspect the complete error before replacing anything.
Can I restore the file from antivirus quarantine?
Only after verifying the original path, publisher, signature, and parent application. Reinstalling from trusted original media is safer when available.
What if the original installer is unavailable?
Contact the software vendor or your organization’s application administrator for legitimate installation media. Because the associated Visual Studio .NET products are legacy and unsupported, a current official standalone replacement may not exist.
