“Deployment failed” means Vortex could install or stage a mod but could not complete the second phase: linking the enabled mod files into the game’s directory. Until deployment succeeds, the mod is not active. The safest fix is to read the deployment log first, then check folders, partitions, permissions, locks, security software, and finally the deployment manifest.
What Vortex deployment actually does
Vortex treats mod management as two separate operations. Installation places an archive’s contents in Vortex’s mod staging area. Deployment is the commit step: Vortex creates links from that staging area into the game’s mod directory so the game can load the enabled files.

Depending on the selected deployment method and the game, those links may be hardlinks or symlinks. Vortex also maintains a deployment manifest that records which files it expects to have linked. A successful deployment makes enabled mods visible to the game; an unsuccessful one leaves the staged files in place but does not reliably apply them.
Choosing Purge Mods does the opposite. It removes Vortex’s deployed links and returns the game directory to an effectively unmodded state. Purging is useful for testing or preparing a clean game, but it is not a repair for every deployment error. Enabled mods can be applied again after a later deployment.

Start with the deployment log
Do not begin by deleting files. The notification that reports the failure normally provides an option to open the deployment log. Open it and record the exact error text, the affected file or folder, and the paths Vortex names.
The path usually identifies the fault category:
- A staging-folder path points toward drive, filesystem, free-space, or read/write problems.
- A game-folder path points toward an uninitialized game, a missing mods directory, a locked file, or insufficient access.
- An elevation or symlink message points toward Windows permission or policy restrictions.
- A message about the deployment manifest or inconsistent state points toward a damaged
vortex.deployment.jsonfile.
Keep the log text available while troubleshooting. A generic “deployment failed” banner is not enough to choose a safe fix, and repeating deployment without changing the underlying condition normally produces the same result.
Use this order of checks
- Close anything using the files. Exit the game, Vortex-related tools, archive managers, mod editors, text editors, and file-management utilities that may have an affected file open.
- Inspect the configured folders. In Vortex, open Settings > Mods. Note the Mod Staging Folder, then compare its drive and partition with the game’s mod directory.
- Verify the filesystem and capacity. Hardlink deployment requires NTFS and enough free space for the operation. Confirm that both locations are readable and writable by your Windows account.
- Confirm that the game is initialized. The game must have its expected installation and mods folder. Launching the game once commonly creates a required folder; close it again before redeploying.
- Check security software. Look for a quarantine, block, or controlled-folder notification involving Vortex or the game directory. Add an exception only when the security product is demonstrably preventing Vortex’s file operations.
- Resolve symlink elevation if applicable. If the selected method uses symlinks and the log says Windows refused the elevated process or link creation, fix the account or policy permission before trying again.
- Rebuild deployment state only when indicated. Back up
vortex.deployment.json, remove the original, restart Vortex, and redeploy if the log points to a corrupt or inconsistent manifest.
Hardlinks and symlinks: which requirement is failing?
The deployment method changes what Vortex needs from Windows and the storage layout. The official deployment guidance describes the important differences as follows.

If hardlinks are available and both folders can be placed on one NTFS partition, that arrangement avoids the cross-partition problem. If you keep the folders on separate partitions, Vortex must use a compatible symlink setup and Windows must permit link creation. Do not switch methods blindly: check the method selected for that game and match the repair to the error in the log.
Fix a staging-folder or partition mismatch
Compare the actual locations
In Settings > Mods, inspect the full path shown for the Mod Staging Folder. Then find the game’s mod directory in the game’s Vortex-managed settings or installation. Two paths can begin with different directory names yet still be on the same partition, so compare the drive and partition rather than only the visible folder names.

For hardlinks, both locations must reside on the same partition. Moving only a shortcut, library entry, or Vortex display location does not satisfy that requirement; the physical staging directory must move. After changing it, allow Vortex to move or recreate the staged mods, verify the new path, and run deployment again.
Check NTFS and free space
Open the drive’s Windows properties and confirm the filesystem is NTFS. A non-NTFS volume cannot meet the official hardlink requirement. Also check free space on the relevant volume. A deployment can fail when Windows cannot create or update the required links or temporary files even though the mod archive itself fits.

Check access rights
Use the folder’s Windows security properties to verify that your account can read, create, modify, and delete files in both the staging and game directories. A folder inherited from another account, a protected installation location, or a read-only permission can prevent link creation. Correct the folder permissions or choose locations your account can manage, then restart Vortex and redeploy.
Initialize the game and its mods folder
Vortex cannot deploy into a directory that the game has not created or that is not the directory Vortex is configured to use. Confirm that the game installation is detected correctly and that its expected mods folder exists. For games that create this folder on first launch, start the game once, reach the point where its files are initialized, exit, and then return to Vortex.

Do not create an arbitrary folder with a similar name and assume it is correct. The deployment log’s path and the game’s documented mod location should agree. If they do not, correct the game setup in Vortex before changing staged files.
Release file locks before redeploying
A deployment can fail because another process has an affected file open. Close the game and every tool that may inspect or edit its mods. This includes archive managers left open on an archive, mod editors, script tools, preview windows, and additional Vortex-related utilities. If a process remains in the background, fully exit it rather than merely closing its window.

Restarting Windows can clear a lock when you cannot identify the owner, but use that as a diagnostic step rather than a substitute for finding a recurring process. If the same file is locked after every restart, the log can help identify the application or security product that reopens it.
Check antivirus and controlled-folder protection
Security software can block the creation, replacement, or removal of links and can quarantine a file while Vortex is deploying. Review the security product’s recent events for the exact file or folder named in the log. The official Vortex guidance recommends adding Vortex as an exception when its canary-file check indicates that protection is interfering.

Only create an exception for a trusted Vortex installation and the directories needed for mod management, and follow your security software’s normal approval process. If there is no recorded block, do not disable protection as a guess. Restore protection after a controlled test and redeploy to confirm whether it was the cause.
Resolve symlink elevation failures
Symlink deployment may require Windows to run an elevated process or to grant the account permission to create symbolic links. A documented 2026 Vortex issue describes deployment interruption when Windows refused that elevated process. When the log mentions elevation, administrator approval, or symbolic-link creation, check the following:

- Vortex is allowed to request elevation and the approval prompt is not being silently denied.
- Your Windows account or local policy permits symbolic-link creation.
- Security software is not blocking the elevated helper process.
- Vortex and the game are not being run under conflicting accounts with different access rights.
If you can satisfy hardlink requirements instead, using hardlinks avoids the symlink elevation requirement, but the staging and game folders must then be on the same NTFS partition. The log should determine which route is appropriate.

The deployment manifest records the links Vortex believes it created. If the log indicates a damaged or inconsistent deployment state, an independent troubleshooting guide recommends rebuilding that file. Treat this as a recovery technique, not a guaranteed cure.

- Exit Vortex and the game completely.
- Locate
vortex.deployment.jsonin Vortex’s data location. - Copy the file to a separate backup location. Keep the original backup until deployment is working.
- Delete the active
vortex.deployment.jsonfile, not the staged mod files. - Start Vortex and allow it to recreate the deployment state.
- Review the deployment notification and log, then deploy the enabled mods again.
If the same file or path fails after the manifest is recreated, the underlying issue is probably a permission, lock, filesystem, security, or elevation problem rather than the manifest itself. Restore the backup if you need to preserve the previous state for further diagnosis.
When to use Purge Mods
Use Purge Mods when you intentionally want to remove Vortex’s deployed links and test the game in an unmodded state. It can also provide a clean starting point after you have recorded the deployment log and closed all related programs.

After the folder, permission, or security problem is fixed, redeploying enabled mods can restore those links. If your goal is only to make a failed deployment work, purge after preserving the log and only when you understand that the game will temporarily run without deployed mods.
Historical version reports and what they do not prove
A Nexus Mods support discussion from May 2019 associated this message with Vortex 0.18.5. That thread also noted the release of 0.18.6, and one participant reported rolling back as a workaround. This is historical incident context, not evidence that downgrading or rolling back is a universal fix for current Vortex releases.
For a current installation, update through the supported Vortex channel when an applicable fix is offered, but do not use an old-version workaround before checking the present deployment log and system conditions. A version change cannot correct a hardlink partition mismatch, a locked file, or a blocked Windows permission by itself.
How to confirm the repair
- Restart Vortex after changing a folder, permission, security, or elevation setting.
- Open the deployment notification and verify that no new error is reported.
- Check the log for the previously affected path and confirm that the operation completed.
- Launch the game only after deployment succeeds, then test the specific mod or feature that was not appearing.
- If it fails again, record the new exact path and error rather than repeating unrelated fixes.
A successful installation notification alone is not proof that a mod is active. The deployment phase must complete, because that is when Vortex links enabled files into the game directory.
