No. Dragon Quest IX’s July 2019 tenth-anniversary stream discussed the possibility of a remake, including a version for Switch, but did not announce a game. Contemporaneous coverage said no remake was planned or in development at the time.
What happened on the anniversary stream?
The broadcast was held on July 11, 2019, marking ten years since Dragon Quest IX: Sentinels of the Starry Skies launched for Nintendo DS. No game announcement came out of the stream, according to Nintendo Everything’s contemporaneous report.
Instead, participants talked about what a remake might be like. The conversation was speculative: it did not establish that a project had been approved, entered development, or been assigned a release date or platform.

Graphics and presentation
Akihiro Hino, a Dragon Quest IX co-director and Level-5 executive, said, “A Dragon Quest IX remake with Dragon Quest XI level graphics would be amazing.” As Gematsu’s July 12, 2019 report explains, this was an expression of enthusiasm, not confirmation that a remake was approved.

Is a Dragon Quest IX Switch remake coming?
The stream does not support saying that a Switch remake is coming. The contemporaneous accounts establish that the idea was discussed and that no remake was planned or in development at that point in July 2019. They do not establish what may have happened after that date, so the conversation should not be presented as a current release announcement or commitment.
