PlayStation 2 games came on both DVD-ROM and CD-ROM. Sony’s manual identifies PS2-format DVD-ROMs as silver and PS2-format CD-ROMs as blue; original PlayStation CD-ROMs are listed separately as black. Those colors are useful clues, not universal tests of authenticity or compatibility.
Were PS2 games DVDs or CDs?
Both. Sony’s PlayStation 2 instruction manual lists PS2-format DVD-ROM and PS2-format CD-ROM as separate game-disc categories. That is why one PS2 game disc may look silver while another has a blue underside.
What do the disc colors mean?
The manual describes these 12 cm disc categories and colors:

The color descriptions are specific to the Sony manual cited here, which covers SCPH-30001/97000 documentation. Treat them as identification clues rather than a guarantee that a disc is genuine or will work in every console.

What else can a PS2 play?
A disc in a PS2 is not necessarily a PS2 game. Sony lists DVD-Video and audio CD among the console’s other optical media. Sony’s built-in PlayStation 2 help guide also notes that scratches, dust, or recording problems can prevent discs from playing.

DVD-Video playback was part of Sony’s original presentation of the console as a home entertainment device. In its Annual Report 2000, Ken Kutaragi, then president and CEO of Sony Computer Entertainment Inc., described PS2’s backward compatibility with PlayStation titles and its ability to play DVD-Video as part of its broad entertainment appeal. That is historical context, not a current compatibility guarantee.
