WebRTC is usually the better fit when viewers need to interact with a live stream with very little delay; HLS is usually the better fit for broad one-to-many delivery, adaptive playback, and on-demand video. If you want HLS-style distribution but need less delay, Low-Latency HLS (LL-HLS) may be a fit. Neither protocol guarantees a particular end-to-end latency or audience size: those depend on the full implementation and operating conditions.
What WebRTC and HLS actually are
WebRTC: real-time communication APIs
WebRTC is a set of browser APIs for sending and receiving media and application data between browsers or devices that implement the relevant real-time protocols. The W3C Recommendation defines those APIs; it does not prescribe a complete broadcast-service architecture. A production system still needs infrastructure and implementation choices suited to its audience and use case. W3C WebRTC Recommendation (dated 2025-03-13).
HLS: HTTP-based media delivery
HTTP Live Streaming (HLS) delivers media using playlists and segments over HTTP. Apple describes it as suitable for live and on-demand video, with delivery through ordinary web servers and content delivery networks (CDNs). LL-HLS: lower latency within the HLS model
Low-Latency HLS is Apple’s low-latency option for HLS. It reduces the traditional latency tradeoff while retaining HLS’s HTTP-based delivery model; it does not imply one fixed delay across every deployment. Apple Developer: Enabling Low-Latency HLS.

Apple describes HLS as designed for reliability and as dynamically adapting playback to available wired and wireless network speed. That is a design goal, not a guarantee that every stream will behave identically on every network. Apple Developer: HTTP Live Streaming.
Which should you choose for a live stream?
Choose WebRTC for participation and quick feedback
Use WebRTC as a candidate when viewers need to talk back, collaborate, control a remote experience, or respond to what they see with minimal delay. Examples include interactive streams, remote assistance, and shared real-time experiences. The important requirement is not simply “live video,” but timely communication between participants.

Choose HLS for broad, one-to-many viewing
Choose HLS when you want to distribute a live broadcast to a broad audience through standard HTTP infrastructure, adapt video quality to changing bandwidth, or make the same content available on demand. HLS is often the more natural model when most viewers watch rather than participate.
Consider LL-HLS when you want HLS delivery with less delay
If conventional HLS delay is too high but you still want its HTTP-based distribution model, assess LL-HLS. “Low latency” is not a universal end-to-end timing promise: the result depends on the entire delivery and playback system. The IETF’s operational guidance discusses streaming latency qualitatively rather than setting one figure that applies to every system. RFC 9317: Operational Considerations for Streaming Media.

What to validate before committing
- Interaction: Must viewers merely watch, or must they speak, collaborate, control something, or react quickly?
- Latency target: Define the delay your experience can tolerate, then measure the complete system rather than relying on a protocol label.
- Scale and infrastructure: Determine how the chosen system handles your intended audience and delivery conditions. The protocol alone does not set a guaranteed audience ceiling.
- Devices and players: Test the actual browser, operating-system, and player combinations your viewers use. Do not infer universal compatibility from the protocol name.
- Network variability: Check performance on the connections your audience is likely to have, including whether adaptive bitrate playback is important.
- Live or on demand: If viewers should be able to watch after a broadcast ends, account for the on-demand workflow as well as live delivery.
Neither the W3C and Apple materials cited here nor the IETF guidance establishes a universal WebRTC-versus-HLS latency figure or audience limit. Those are properties to verify for the chosen implementation and operating conditions, not guarantees supplied by the protocol name.
