There isn’t one limit in Cities: Skylines: map tiles, buildings, vehicles, citizens, and transport lines have separate caps. In the original game, Paradox describes a 5-by-5 playable map framework with 9 tiles available to purchase after unlocking. Community documentation also lists separate simulation limits, while specific newer console editions and Cities: Skylines II use different tile counts.
How many tiles can you build on in the original Cities: Skylines?
For the original Cities: Skylines, Paradox describes the playable area as a 5-by-5 grid, with 9 tiles purchasable once everything is unlocked. That is the official framework—not 25 or 81 officially buildable tiles. The 2023 feature article makes this comparison while introducing the sequel: Paradox Interactive: Maps & Themes.
Some community modifications can expose more of the original map. A Steam Community guide lists 81 tiles in its modded column, but that is a modded configuration, not the original game’s official purchasable area. The guide’s tile figure should not be confused with its separate simulation and object limits.
What limits apply beyond map size?
A Steam Community guide by MaxFX lists the following vanilla limits for the original game. These are community-documented figures, not a comprehensive official guarantee; the guide was posted in 2022, and its displayed update date does not establish when the figures were last verified. Platform and patch-specific differences are not established by the cited material.

These figures describe different kinds of simulated or placed objects; they do not combine into a single population maximum. In particular, the citizen-instance cap is not evidence for one universal maximum city population. More map area can give you room to build, but it does not automatically remove independent limits on buildings, vehicles, citizens, or lines. Do Remastered and Expanded Edition have different tile counts?
Yes. Paradox lists 25 buildable tiles for these specific console editions. These are edition-specific figures and should not be generalized to every platform or to the original game’s standard framework.

Cities: Skylines II is a separate game with a much larger map system. Paradox says it has 441 map tiles and up to 33.18 km² of buildable area; the first 9 tiles are unlocked at the start. Those figures belong to the sequel and are not additional unlocks for the original game. The details are in Paradox’s Maps & Themes feature article.

Tile upkeep in the sequel
Tile expansion in Cities: Skylines II also has an upkeep cost. Paradox says upkeep rises from 5% to 25% of a tile’s purchase cost as more tiles are bought; the starting 9 tiles have no upkeep cost. This makes the sequel’s expansion limit partly an ongoing-cost question, not just a question of how many tiles the map contains. See Paradox’s developer information on maps and themes.

Which limit should you check?
- Need more land in the original game? Distinguish its 9 purchasable tiles from modded map expansion.
- Running into a simulation ceiling? Check the relevant object category; more tiles do not necessarily raise its cap.
- Playing a console edition? Confirm the exact edition and platform, since Paradox’s 25-tile listings are specific to Remastered on Xbox Series X|S and PlayStation 5 and Expanded Edition on Nintendo Switch 2.
- Playing the sequel? Use its separate 441-tile map and upkeep rules rather than applying original-game figures.
