They sit alongside separate rules governing prohibited content and minors’ access to online games. The distinction matters: an age prompt does not make otherwise prohibited content permissible, and play-time or spending controls are not the rating itself.
What a Chinese game age prompt tells you
China’s rules require online game services to assess a game’s type, content, and features, identify the age groups for which it is suitable, and show age prompts prominently. Under Article 47 of the Regulation on the Protection of Minors in Cyberspace, prompts must appear at download, registration, and login. The regulation took effect on January 1, 2024.
The National Press and Publication Administration (NPPA) has cautioned that age-appropriate prompts are not equivalent to Western game-rating systems. Its 2019 explanation said the prompts are intended to help minors, parents, and teachers distinguish games, but they should not be read as a guarantee that a game is suitable for every person in the stated age group.
Nor does an adult-oriented prompt create an exception to content prohibitions. An NPPA official said in 2019: “需要特别说明的是，适龄提示并不等同于西方的分级制度，决不允许色情、血腥、暴力、赌博等有害内容存在于面向成年人的游戏中。” In translation: “It should be particularly noted that age-appropriate prompts are not equivalent to Western classification systems; harmful content such as pornography, gore, violence, and gambling is not permitted in games aimed at adults.” The NPPA’s explanation does not name the official quoted, so no individual attribution is established.

Age guidance, content restrictions, and minor controls are different things
When evaluating a Chinese game or service, separate three questions:
- Age guidance: Which age group does the provider say the game suits, based on its type, content, and features?
- Content rules: What kinds of online information are restricted or prohibited under applicable law?
- Minor-access safeguards: What identity checks, usage limits, and spending controls apply to minors using an online game service?
These are related protections, but they do different jobs. The official sources establish the obligation to display prompts; they do not establish that every game uses one uniform label format or that every service implements the requirement identically.

What content rules prohibit
The 2023 cyberspace regulation prohibits creating, copying, publishing, or disseminating online information harmful to minors’ physical or mental health that promotes obscenity, pornography, violence, cults, superstition, gambling, inducement to self-harm or suicide, terrorism, separatism, or extremism. It separately prohibits obscene or pornographic online information involving minors. These are provisions for online information generally, not an exhaustive checklist of every standard used to review or approve games.
The NPPA’s 2019 statement provides a specific clarification for games: its examples of harmful content—including pornography, bloody or violent material, and gambling—are not permitted even in games aimed at adults. It should not be taken as a complete account of every applicable game-publication rule.

How the rules on minors’ online play changed
Specific time and spending figures depend on the date and notice being discussed. The 2019 limits are historical thresholds, not the later service window announced in 2021.

For a particular service, the applicable operational rule depends on the service and date. The 2023 regulation sets general safeguards; the older notices supply dated, specific limits and should be identified as such when quoted.

How to interpret a label or service setup
A label alone cannot answer every question about a game. To understand what it means in practice, check:
- The stated age group: Treat it as provider age guidance, not proof that the label belongs to a uniform Western-style ratings scheme.
- The game’s content and features: These are among the factors providers are required to assess when identifying suitable ages.
- Whether the game is an online service: Minor identity verification, access limits, and spending safeguards concern use of online game services, rather than constituting the age label.
- The rule’s date and jurisdiction: In particular, distinguish the 2019 notice’s limits from the 2021 time window and the broader duties in the 2023 regulation.
- Who issued the notice: A government requirement, a platform’s implementation, and a voluntary industry label are not interchangeable. The cited official rules do not show that every game uses the same label format.
What the official rules do—and do not—establish
The cited official sources establish requirements and regulator explanations. They do not provide independent measurements of compliance, show how every individual game applies its age prompt, or establish uniform enforcement across all services. Readers should therefore treat the rules as the formal framework, not as evidence that every game’s label or access controls work identically.
