What Cities: Skylines II’s New Developer Updated First

Iceflake Studios’ first Cities: Skylines II patch combined visual and usability upgrades with simulation fixes. Here’s what First Frost shipped and what the studio tackled next.

Iceflake Studios took over active development of Cities: Skylines II at the start of 2026. Its first released update, First Frost (patch 1.5.4f1), mixed interface and visual changes with simulation fixes: it reduced bicycle trips, smoothed death calculations, corrected Easy Mode aging, and added asset-color controls, among other changes. Later announcements broadened the focus to simulation behavior, performance, terrain visuals, and editor and modding workflows.

When Iceflake took over Cities: Skylines II

Paradox Interactive announced on November 17, 2025, that Colossal Order and Paradox would pursue independent paths, with Iceflake Studios becoming the game’s developer under Paradox’s leadership. The handover was set for the start of 2026 and covered existing and future development, including free updates, the Editor, console editions, expansions, and content packs. Colossal Order said it would finish a few additional updates first, including the Bike Patch and a beta implementation of Editor asset support. Paradox’s transition announcement quoted Iceflake Studio Manager Lasse Liljedahl saying, “We have a decade worth of experience from making city building and management games.” That describes the studio’s stated experience, not an independent assessment of the transition.

What First Frost previewed—and what shipped

Iceflake’s January 29, 2026, City Corner preview centered on presentation and usability. It showed plans for custom colors for buildings, props, and vehicles; clearer onboarding and toolbar visuals; brighter nights and adjusted skies and fog; climate-specific map adjustments; and snow on lot surfaces. An in-game Encyclopedia was planned for a later date, not the first patch. District-wide coloring and favorite colors were discussed as possible future work, not as features confirmed in that release. The visual-update preview distinguished those plans from the imminent patch.

A February 12 gameplay preview added simulation and building tools to the picture: Iceflake planned to spread deaths across the day, correct aging in Easy Mode, reduce bicycle traffic by 80%, make terraforming values more controlled, and provide hex-code entry for asset colors. The studio also said broader traffic problems such as pathfinding and lane behavior needed more work. It described performance issues, trains stuck at city borders, and DLSS ghosting as under investigation at that time—not as a complete or current list of outstanding problems. The gameplay preview gave the status as of February 12.

First Frost patch 1.5.4f1 shipped on February 18, 2026. Its official patch notes confirm the following changes:

  • Bicycle trips were reduced by 80%, a game adjustment reported by Iceflake—not an independently measured result.
  • Per-citizen death calculations became more frequent to reduce death spikes, and Easy Mode citizens could die of old age. The notes said about 80% of Easy Mode citizens previously never died of old age; that figure describes reported game behavior, not a real-world statistic.
  • A new main HUD arrived, alongside options for the legacy UI and camera. Autosaves were enabled by default.
  • Terraforming presets became more precise, and asset colors could be entered manually with hex codes.
  • Tree placement changed; decal-based lot surfaces gained snow support; and nighttime lighting became brighter, alongside other weather, rendering, and usability changes.

The patch notes say old savegames were supported and that simulation changes would take effect over time in existing cities. That means the update did not require starting a new city for those changes, though their effects were not necessarily immediate.

What Iceflake focused on after the first patch

Simulation behavior and city performance

An August 2026 gameplay preview described planned changes to garbage-truck collection logic, company rental priorities based on what resources the city needed, residential-demand calculations in large cities, and citizen decisions about shopping, leisure, and happiness based on income rather than accumulated wealth. The same preview also covered terrain-surface and tree-detail improvements, plus window styles for future assets and mod-created assets. These were presented as changes coming with an upcoming patch; the preview alone does not establish that every item shipped. Check the August gameplay update and the relevant release notes for their release status.

In a September 3, 2026, Q&A, Iceflake described its general approach as first checking whether existing systems work as intended and are understandable, then considering balancing, improvements, or larger changes. The team noted that simulation issues can cross connected systems. It also said work continued on GPU and rendering performance and on CPU pathfinding. The Q&A described ongoing work, not quantified performance gains. Iceflake’s September Q&A provides that status.

Asset Editor and mod management

An August 11 City Corner covered Asset Editor and mod-workflow improvements: faster navigation, searchable asset lists, better localization workflows, prop-placement overrides, launcher playsets, and mod update handling. The post reported support for 12 languages at that time. It did not give an exact date for some mod-management features, and choosing where mods are stored was still in progress. These points were announcements and status updates, not a blanket confirmation that every workflow change was already available. See the Asset Editor and mod-management post.

Console work, without a launch date

Iceflake said in its September Q&A that it was actively working toward console technical requirements, including tighter memory limits. The cited update gave no console release date, so it supports saying development work was underway—not predicting when console editions will launch.

How to read the first-priority list

Iceflake’s first patch was not a single headline feature. It combined presentation and usability changes with targeted simulation corrections and quality-of-life tools. First Frost is the clearest checkpoint for what actually shipped in that initial wave; subsequent City Corner posts and the September Q&A show a wider, continuing effort across simulation, performance, visuals, modding, and console preparation. Keep the distinction between a preview and release notes in mind: later plans and investigations should not be treated as completed fixes unless a release note confirms them.
