In Minecraft, starving means your hunger bar has emptied and starvation damage has begun. Whether that damage can kill you depends on difficulty: it can on Hard, while it stops at 10 health points (five hearts) on Easy and 1 health point (half a heart) on Normal. Hunger drain is disabled on Peaceful, and the hunger mechanic does not affect Creative or Spectator modes.
When starvation starts
Starvation damage begins only when the hunger bar reaches zero. The drumstick icons beside the health bar show hunger; the official Minecraft health guide recommends eating when they run low. An empty hunger bar is not the same as an empty health bar: starvation reduces health according to the difficulty you are playing on.
What each difficulty allows

Why the hunger bar does not fall with every action
Hunger has two hidden values as well as the visible bar: saturation and exhaustion. Saturation is used up before the visible hunger level drops. Actions such as sprinting, jumping, swimming, mining, attacking, and taking damage add exhaustion; when exhaustion reaches its threshold, saturation or hunger is reduced. That is why hunger loss can lag behind activity rather than appearing immediately.

What to do if your hunger is low
- Check the drumstick icons beside your health bar. If they are running low, eat food before continued activity drains the bar completely.
- Carry food when you expect to sprint, swim, jump, mine, or fight, since these activities can contribute to exhaustion.
- If you have already reached zero hunger, eat as soon as you can. The difficulty determines how far starvation can reduce your health.
