Each one has a different scope, a different duration, and a different appeal route. Identify the type first, then decide what to do.
Identify which kind of ban you have
Start with the notice Steam or the game sent you. Steam’s help page on restricted accounts says account-lock notifications explain what is restricted and why (Steam Support, “Restricted Steam Account”). That notice tells you which category applies. The table below summarizes the main types as Steam’s help pages describe them. Where a cell says “not stated,” Steam’s pages do not address that point for that restriction, so do not assume an answer.

Game bans issued by a developer
A game ban is the one most players mean when they ask whether they will lose their library. Steam’s own wording is direct: “The game developer is solely responsible for the decision to apply a game ban.” The same FAQ adds: “It cannot prevent the user from launching and playing the game offline. It cannot prevent the user from using Steam.” (Steam Support, “Banned by Game Developer (Game Ban)”)
What a game ban does not touch
Because the restriction is tied to a single title, your other games remain available. The ban does not remove the game from your library, and you can still launch it offline. The practical limit is online access to that game’s multiplayer and trading features.

How long it lasts and who can change it
The developer sets the duration. Steam’s FAQ states that only permanent game bans appear on a profile, so a temporary game ban may not be visible to anyone looking at your profile, including you in that form. Steam says the developer holds the information about the reason, so appeals go to the developer’s support channel rather than to Steam Support.
VAC bans
A VAC ban is issued by Valve Anti-Cheat rather than by a developer, and its rules are different. Steam Support states that VAC bans are permanent and cannot be appealed (Steam Support, “I’ve been VAC banned”).

What happens if the ban was a mistake
If Valve’s investigation determines that a VAC ban was issued incorrectly, Steam removes it automatically. You do not need to file an appeal to get the ban reversed in that case, and you should not expect a reversal simply because you disagree with the decision. Steam’s page does not describe a timeline for the investigation, so there is no fixed date to wait for.
Scope
VAC bans affect play on VAC-secured servers for the affected game. They do not, on Steam’s description, remove every game from your library. Do not generalize from a VAC ban to your whole account without checking the notice.

Account, community, and discussion restrictions
Steam lists several restriction types beyond game and VAC bans. These include account locks, community bans, profile-content restrictions, harassment bans, trading bans, and account suspensions. Their effects differ from one another, so the notice and Steam’s restricted-account page are the authoritative guide for each one (Steam Support, “Restricted Steam Account”).
Discussion bans
A discussion ban limits your use of Steam community discussions. Steam provides a form to request more information about the ban or to appeal it (Steam Support, “I have a question about a Steam Discussion ban”). Steam states that appeals concerning behavior that violates the Community & Content Guidelines will be denied, so the form is most useful for requesting clarification or for cases where you believe the ban was applied in error.

Linked phone numbers can extend a ban to other accounts
Steam says accounts that share a registered phone number may be treated as the same identity for policies or restrictions. If one account with a registered phone number receives a VAC or game ban, other accounts using that number may also be banned, including an account that does not own the game. Steam notes that this is not enabled for every game and is applied at the developer’s discretion. If you receive a restriction on an account you rarely use, check whether another account on the same registered number has been restricted.
What to do next
- Read the notice and note the restriction type: game ban, VAC ban, account or community restriction, or discussion ban.
- For a game ban, contact the game developer’s support channel. Steam does not handle those appeals.
- For a VAC ban, do not file a Steam Support appeal. If the ban was issued in error, Steam removes it automatically after its investigation.
- For an account or community restriction, follow the instructions in the notice and Steam’s restricted-account help page.
- For a discussion ban, use Steam’s discussion-ban form to request information or to appeal.
- If a phone number is registered to more than one account, check whether a restriction on one account may have been linked to another.
