Those details remain unconfirmed.
What is confirmed about Mega Evolution in Pokémon GO?
Mega Evolution changes a Pokémon temporarily; it is not a permanent change to the Pokémon’s species. The Pokémon Company says the transformation can change a Pokémon’s appearance and sometimes its type. Its Pokémon GO guide says Mega Evolution typically lasts eight hours. It also says that if you Mega Evolve another Pokémon before the first Pokémon’s Mega period ends, the first returns to its previous state.

The Pokémon GO launch announcement likewise described Mega-Evolved Pokémon as remaining in that form for a limited time, including outside battle: Pokémon GO Mega Evolution announcement.
Can you trade a Pokémon while it is Mega-Evolved?
The official Pokémon GO trading overview explains the requirements for ordinary trades, but it does not say whether a Pokémon that is currently Mega-Evolved can be selected in the trade screen. The official Mega Evolution guide does not address trading either. So the available official information does not establish whether an active Mega form can be traded or what state the recipient would get.

For ordinary Pokémon GO trades, the overview says the trainers must be nearby friends, each Trainer must be at least level 10, and the trade costs Stardust. A trade also awards bonus Candy and may result in a Lucky Pokémon. These general trade details do not resolve Mega-Evolved Pokémon’s eligibility. See Pokémon’s Pokémon GO trading overview.
How this differs from transferring a Pokémon to Pokémon HOME
A transfer from Pokémon GO to Pokémon HOME is not a friend trade. Pokémon Support says a Pokémon transferred from GO to HOME cannot be sent back to Pokémon GO: Pokémon Support: sending Pokémon between GO and HOME. That restriction concerns whether the transfer can be reversed; it does not establish whether a Mega form or Mega Level persists in HOME.

What if you mean another Pokémon game or the card game?
Mega Evolution mechanics vary by product. The official Pokémon overview describes the video-game mechanic as temporary and, in the depicted core-game system, dependent on a Key Stone and the Pokémon’s Mega Stone. It does not establish trade behavior for every game title.
In the Pokémon Trading Card Game, Mega Evolution refers to card-game rules and an evolution stage, not the video-game transformation. For card trades, consult the applicable Pokémon TCG rules.
