Using a second Builder Potion extends the boost by one hour; it does not make Builders work faster than 10x. For Home Village building, two potions provide 10x speed for two hours, rather than 20x speed for one hour.
Do Builder Potions stack?
Yes, but they stack in duration, not strength. Supercell says Builder Potions make Home Village Builders work 10x faster for one hour, and that using the same potion multiple times increases the effect’s duration rather than its effectiveness. Two uses therefore mean two hours at the listed 10x rate. Supercell Support: Magic Items & The Trader
“Using the same Potion multiple times will not increase its effectiveness, rather, it will increase the duration of the Magic Potion’s effects.” — Supercell Support
How much upgrade progress do two potions provide?
If a Builder is continuously working during both boosted hours, 10x speed produces 20 hours of upgrade progress in two hours of real time. Compared with that Builder working at normal speed for those same two hours, that is 18 additional hours of progress. This is a calculation from Supercell’s stated multiplier and duration, not a separately published game statistic. Supercell Support: Magic Items & The Trader

#1 Best Overall
The calculation only applies while a Builder has an upgrade underway. If the Builder is idle for part of the boost, that time does not produce upgrade progress.

Forge
Supercell says Builder Potion reduces the time needed to convert resources into Capital Gold at the Forge. The support information does not give a numerical Forge multiplier, so the Home Village 10x figure should not be applied to Forge conversion. Supercell also says the Forge effect continues during maintenance. Supercell Support: The Forge
Builder’s Apprentice
Builder Potions do not affect Builder’s Apprentice work. Supercell Support: Builder’s Apprentice
