It may grant access through an account, a license, or a compatible device, so a shutdown or removal can affect redownloading or playback—even if you paid for the game or other content. What happens depends on the item’s terms, how it works, and the consumer law where you live.
Does buying digital content mean you own it forever?
Not necessarily. The word “buy” alone does not establish that you own an unrestricted copy independent of the seller. A transaction may instead give you a limited license or account-based right to use content under specified conditions. Check the terms for the particular service and item, including whether access depends on an account, device compatibility, or third-party rights.
For example, PlayStation’s U.S. terms condition access and use on applicable agreements. Its March 2025 terms also say access to some purchased “Other Licensed Content” may depend on device compatibility and continuing availability from third-party licensors. Read PlayStation’s U.S. terms.
What happens when a store removes a game or a platform shuts down?
Being taken off sale and losing access after purchase are different events. A store may stop selling a title while leaving existing buyers’ libraries and downloads intact. But a platform’s terms may also allow for previously purchased content to become unavailable.

Apple’s Media Services terms illustrate both possibilities: “Purchased Content will generally remain available for you to download, redownload, or otherwise access from Apple. Though it is unlikely, subsequent to your purchase, Content may be removed from the Services and become unavailable for further download or access from Apple.” See Apple’s Media Services terms.
A closure or removal can affect different parts of access—not only whether a title appears in a store. Depending on how the service works and what its shutdown notice says, redownloading, account authentication, cloud synchronization, updates, or use on future devices may be affected. Those outcomes are not automatic for every closure; check the specific service’s terms and notice.

Can you keep playing a downloaded game after access changes?
Sometimes, but a file stored on your console or computer is not necessarily independent of the platform. DRM, account checks, online authentication, device compatibility, and third-party rights can still govern whether it works. The key distinction is whether you have a usable local file or merely an offline-capable way to access content whose license remains tied to a service.
- DRM-free file: It may be usable without the seller’s authentication, subject to the file’s license and compatible software or hardware.
- DRM-protected file: It may require an account, approved device, or other service check. A local copy alone may not preserve access.
- Cloud or service access: If the content is delivered through an ongoing service rather than as an independently usable file, storing a drive cannot preserve access to the service itself.
Apple distinguishes DRM-free content from DRM-protected content in its terms. Apple’s terms describe those categories. A backup drive can preserve an authorized local download only if the service permits downloading or export and the file remains usable under its license and DRM. It cannot replace account authentication or a server the file still depends on.

What consumer-law remedies may apply?
There is no single global rule that guarantees a refund whenever a platform removes a purchase. The contract matters, but it does not displace mandatory consumer protections that apply in the buyer’s jurisdiction.
In the EU, Directive (EU) 2019/770 covers contracts for the supply of digital content and digital services; Member States applied its rules from 1 January 2022. For covered cases where content or a service fails to conform to the contract, Article 14 provides for bringing it into conformity, a proportionate price reduction, or termination, subject to the directive’s conditions and national implementation. A third-party-rights restriction that limits use may also be relevant to conformity. Whether a particular removal qualifies depends on the facts and national law; the directive does not make every catalog change an automatic refund. Read Directive (EU) 2019/770.

Before relying on a remedy, identify your country, the transaction type and date, the terms shown when you purchased, and the platform’s stated reason for removing access. The distinction between a disclosed limitation and a failure to provide what the contract required can matter.

What to do if you have lost access to a purchase
- Verify the purchase: Sign in to the account used for the transaction, check the library, and find the receipt.
- Check what changed: Read the item’s usage terms and any email or in-app notice. Determine whether the title was only removed from sale or whether existing access was withdrawn.
- Check download and offline conditions: Find out whether the file can be downloaded or exported, whether it is DRM-free, and whether it needs online authentication or a compatible device.
- Keep records: Save the receipt, relevant terms, removal notice, and support correspondence.
- Contact the seller or platform: Give the title, transaction date, and country, and clearly request restoration, an alternative, or a refund.
- Escalate if needed: If the response does not resolve the issue, consult a consumer authority or advice service in your jurisdiction. EU buyers can ask whether their circumstances fit the national rules implementing Directive 2019/770.
