A studio stopping work on games does not, by itself, take its existing titles off sale or make them unplayable. Each game can have a different outcome: its publisher may keep selling or maintaining it, a store may stop new purchases while existing owners retain access, online features may shut down while offline play survives, or server dependence may make the game inaccessible. To understand a particular title, check its rights, storefront, support status, and online requirements separately.
What changes when a studio stops developing games?
“Development stopped” can mean the team is no longer making updates or new content. It does not necessarily mean the studio has closed, the game has been delisted, support has ended, or its servers have shut down. Those are separate decisions, and different organizations may control them.
- Development: Whether new content or active development continues.
- Studio: Whether the company or team that made the game still operates. A closure alone does not establish who owns the game or its distribution rights.
- Publishing and rights: Who can sell, license, or adapt the game, and who controls any licensed material. Confirm this through credits, an official corporate announcement, or a documented rights transfer rather than assuming the studio controlled everything.
- Store listing: Whether new customers can buy the game on a particular platform or storefront.
- Support and services: Whether patches, customer support, authentication, multiplayer, or other connected functions continue.
A publisher, successor company, or rights holder may keep a game available or maintain it after the original developer stops operating. Conversely, a game can remain listed even after active support ends.
If a game is delisted, can existing owners still play it?
Delisting usually concerns new purchases on a named store; it does not automatically answer what happens to existing owners. Store policies and game requirements matter. A game may remain downloadable from an existing library, but that access can still depend on an external launcher, account authentication, or operating servers.

Steam’s stated policy for retired games
Valve’s Steamworks guidance says retired games remain in existing Steam libraries and can still be downloaded, installed, and launched. Valve says it hides the purchase option and takes other appropriate steps when a product is retired. Sellers should coordinate with other stores selling Steam keys and tell customers what to expect, particularly if hosted servers will become unavailable. These are Steam procedures, not a guarantee about other storefronts or every game’s external services. Read Valve’s “Removing a product from Steam” guidance.
For free-to-play games, Valve’s guidance asks sellers to provide at least 90 days’ notice, disable in-game purchases, and contact Valve. Refunds follow Steam’s normal policy, although extended refunds may be possible in some cases. A library entry alone does not guarantee that every online feature will keep working.

What happens when a game’s servers shut down?
The result depends on what the game uses company-run servers for. Multiplayer or matchmaking may disappear while an offline campaign remains playable. If the game requires an online connection to run, a server shutdown can make the whole title unplayable. Online services can also include account login, events, cloud features, or access to user-created content, so check the notice for the specific game and platform.
Examples from PlayStation shutdown notices
- LittleBigPlanet 3: PlayStation says online services and access to other players’ creations are unavailable, but the offline campaign and locally stored user content remain available.
- GUNS UP!: PlayStation says the game requires online play, so it became unplayable when its multiplayer and online features ended.
- Gran Turismo Sport: PlayStation says offline portions and purchased add-ons remain playable after online services end.
These are title-specific outcomes, not a universal rule about PlayStation games or server shutdowns. Check PlayStation’s game-server decommission notices for the relevant title and platform.

Can a publisher or preservation program keep an older game working?
Yes, sometimes. A publisher can replace old online services, issue an update, or release a remaster. A preservation program can also test and maintain selected games for current systems. These examples show possible approaches; they do not mean another publisher or program will take responsibility for a studio’s entire catalogue.
Ubisoft’s Anno 2070 service replacement
In an update dated 31 August 2022, Ubisoft said it had moved certain planned online-service shutdowns from 1 September to 1 October 2022. For listed PC games, players could activate certain single-player DLC before the deadline to keep playing it; Ubisoft said the same DLC on consoles would remain downloadable and playable afterward. Ubisoft also said a taskforce updated Anno 2070 to replace its old online services so its online features could continue. The announcement illustrates how outcomes can vary by game, platform, and feature; it is not evidence of any title’s current status. Check Ubisoft’s service-shutdown update for its scope and details.

GOG’s Preservation Program
GOG says its Preservation Program quality-tests selected games and updates them to work on modern PC configurations. Its FAQ says the program is currently Windows-only, and games in the program remain part of the initiative even if delisted from sale, with compatibility maintenance continuing. Inclusion is selective, so do not assume a particular game is covered. See GOG’s Preservation Program and its FAQ.

Compare the same facts for each game, edition, and platform. A purchase cutoff and a server cutoff may be different dates, and the answer for one platform may not apply to another.

- Find the latest official notice. Check the publisher, platform, or rights holder’s notice for the exact game, edition, and platform. Record separate dates for delisting, disabling purchases, and shutting down services.
- Check whether it is still for sale. Confirm the listing on each relevant storefront. A game disappearing from one store does not establish its status elsewhere.
- Verify access for current owners. Find out whether the game remains downloadable and launchable from the library, and whether it requires a separate publisher account, launcher, DRM check, or authentication server.
- Identify online dependencies. Check which features depend on servers: multiplayer, matchmaking, events, account login, user-created content, cloud saves, or even starting the single-player game.
- Check what survives offline. Look for explicit details about campaigns, purchased DLC, add-ons, saves, and locally stored creations. If content must be activated or downloaded before a deadline, follow the notice’s specific instructions.
- Look for a supported alternative. Check whether the publisher has announced a server replacement, offline patch, remaster, or maintained edition, and which systems it supports.
- Identify who is responsible now. If the studio closed or ownership changed, look for a documented rights transfer or successor plan. Do not assume that the original developer still operates the servers or that a new rights holder has taken over maintenance.
Do not treat a store library listing as proof that external authentication or online features will remain available. Unofficial server replacements or DRM workarounds may raise legal and technical issues; their feasibility and legality depend on the circumstances.
Does the law guarantee that a game will stay available?
There is no single answer for every country. In an answer published on 5 June 2024, the European Commission said EU consumer-protection law requires transparency about material aspects of an offer and provides remedies when digital content or services lack conformity. It also said EU law does not set a specific duration for supplying online video games; national courts and administrative authorities handle individual disputes. That response describes the Commission’s position at that date, not the outcome of a claim about a particular game or the law in every jurisdiction. Read the European Commission’s answer.
