When Steam removes a game from sale, existing owners normally keep it in their Steam libraries. Valve’s Steamworks documentation says retired games remain in players’ libraries and that those players can continue to download, install and launch them.
That access is a license rather than permanent ownership of the software. Whether the game remains playable depends on Steam continuing to provide its files, your account retaining the entitlement, and the game’s DRM, operating-system support, authentication and online services still working.

Delisting usually stops new sales, not existing access
A delisting (also called retirement) removes the game’s store page, purchase option or both for new customers. It normally does not erase a completed purchase from the account that already owns it. The game should continue to appear in that account’s Steam Library, where it can be installed again while Valve still provides the relevant files.

What remains available after a game is delisted?
Your library entitlement
A completed purchase is normally attached to your Steam account even after the public store listing disappears. Other users can no longer buy the title through that listing, but an existing owner generally retains the library entry.
Downloading and installing
Open Steam, select Library, choose the delisted game and select Install. If it was previously installed, Steam can usually verify or reacquire its files in the same way it handles other library titles. The documented retirement policy covers continued download and installation while the game remains available through Steam’s systems.
Launching the game
After installation, select Play as usual. A successful launch still depends on the executable, its dependencies, any included digital-rights-management check, operating-system compatibility and services required by the publisher. Delisting itself does not automatically disable a working installation.

A game may therefore remain visible in your library but still be unplayable. The library record answers the entitlement question; it does not guarantee that every component needed to run the game will exist forever.
How to reinstall a delisted game
- Sign in to the Steam account that originally purchased or activated the game.
- Open Library and search for the title, including under hidden or filtered games if it is not immediately visible.
- Select the game and choose Install. Pick the destination drive and allow Steam to download the available depot files.
- When installation finishes, select Play. Follow any first-run setup, launcher or authentication prompt supplied with the game.
- If Steam reports missing files or a launch error, use the title’s properties and run its installed-file verification option, then check the publisher’s documented requirements for the current operating system.
These steps assume the account still holds the entitlement and that Steam continues to serve the game’s files. They cannot restore a title that was bought on a different account, removed from the account through an account action, or made dependent on a service that no longer operates.
Can you play a delisted Steam game offline?
Sometimes, but delisting alone does not answer the question. An offline-capable executable may continue to run from files already installed on your computer, provided its first-run activation and any periodic license checks have been satisfied. A game that requires a live login, publisher authentication, matchmaking service or other hosted component can stop working when that component disappears.

Keeping local files is a practical preservation measure, not a permanent-offline guarantee. Valve’s Steam Subscriber Agreement describes Steam content as “licensed, not sold” and does not guarantee continuous, error-free or secure access to Steam, content, services, accounts or subscriptions. Operating-system updates, expired certificates, broken DRM components and unsupported dependencies can also prevent an old executable from launching even when its files remain on the drive.

What if the game’s servers shut down?
Server retirement is more serious than a store delisting. Steamworks guidance tells publishers to explain what customers should expect when a game relies on hosted servers that will no longer be accessible. If online services are essential, the owner may retain the library entry and download the client but lose multiplayer, account authentication, cloud-dependent progression or the ability to reach the main menu.
Some games have a usable single-player or local mode after servers close; others are effectively online-only. That distinction is specific to the game’s design and any later patch, so do not infer offline functionality from the fact that the title remains in your library.
Does Steam automatically refund a delisted game?
No automatic refund is established merely because a title was removed from the store. Steamworks documentation says Valve may extend the normal refund option in some circumstances, including a cancelled game or promised content or features that were not delivered. The wording describes a discretionary extension, not an entitlement every owner receives.

What to do when a purchased game disappears from your library
Check the account first
Confirm that you are signed in to the Steam account that completed the purchase. Search the Library without restrictive filters and check hidden games. A preload or downloaded set of files does not prove that the signed-in account owns or still retains the entitlement.
Check the purchase record
Look at your Steam account’s purchase history or the original transaction receipt. The record helps Support distinguish a completed purchase from a gift, family-sharing access, a preload, a cancelled transaction or a purchase made on another account.
Contact Steam Support
Steam’s support guidance treats a missing entitlement differently from a preload that exists without the account owning or retaining access. Provide the transaction details and explain whether the title is absent, listed but unavailable to install, or installed but unable to launch. Support is the appropriate route for an account-specific investigation; a general delisting announcement cannot restore an entitlement on its own.
Practical steps to preserve access
- Install the game while it is still available. This avoids relying solely on a future download, although installed files remain subject to account and technical checks.
- Keep a record of the purchasing account and transaction. This is useful if the library entry later needs Support’s investigation.
- Retain local files on a separate storage device. An external SSD can preserve a copy of installed data, but it cannot create a Steam entitlement, bypass authentication, supply updates or replace an online server.
- Document required services and modes. Note whether the game has single-player, local multiplayer or offline functionality before a publisher retires its servers.
- Use another compatible computer only as an access option. A handheld PC can provide another way to reach an existing Steam library, but it does not change the license, authentication, operating-system or server requirements.
Example: Sonic Generations
In a publisher announcement for Sonic Generations, players who already owned the original version were told they would still be able to download and play it after the title was delisted. That announcement illustrates the usual owner-access pattern: removal from sale stopped new purchases while preserving access for existing owners. It should not be read as a universal promise for every delisted game, because each title’s services, DRM and account arrangements can differ.

The license limitation matters
Steam’s agreement uses licensing language rather than a transfer-of-ownership model. The license can end when the agreement or a relevant subscription ends, and Valve reserves the ability to restrict or cancel subscriptions in specified circumstances. The agreement also says that when access is terminated for a breach or improper or illegal activity, no refund will be granted.
For an ordinary store retirement, the practical expectation remains continued library access. The legal and technical qualifications explain why that expectation is not equivalent to a perpetual, independent copy that is guaranteed to run without Steam, authentication or supporting services.
What you should expect in each common case
- The store page vanishes, but the game is in your library: install and launch it normally; investigate only if files or required services fail.
- The game is in your library but the Install button is missing: verify the account, filters and purchase record, then contact Steam Support.
- The game installs but will not start: check files, DRM, operating-system compatibility and required authentication before treating the delisting as the cause.
- Multiplayer stops working after a server closure: the client may remain downloadable while online features are unavailable; only a publisher-provided replacement or local mode can restore that functionality.
- You want money back after removal: request a review from Steam Support; the cited policy allows possible extensions in some cases but does not make delisting an automatic refund event.
The practical answer
For most Steam delistings, you do not lose a game you already bought: it remains tied to your library and can normally be downloaded, installed and launched. What you do not receive is a guarantee that the license, Steam service, executable, DRM, operating-system support or online servers will remain available forever. Treat a delisting as a warning to install and document the game, and treat any missing entitlement or refund request as an issue for Steam Support.
