Simply stopping use of Steam does not, under Valve’s reviewed general policy, automatically make your Steam Wallet balance expire. The important distinction is between leaving an account inactive and asking Steam to delete it. An account deletion permanently removes wallet funds, while a qualifying refund is possible only for Steam Wallet funds bought on Steam within 14 days and not used. Japanese subscribers have a separate six-month expiry rule for unused funds.
Inactivity is different from account deletion
Steam Wallet is an account-associated prepaid balance. Valve’s Steam Subscriber Agreement explains how the balance may be used, but the reviewed agreement does not set a general worldwide deadline that empties a wallet merely because its owner stops signing in or stops buying games.

That does not make an unused balance equivalent to cash in a bank account. Wallet funds remain tied to the Steam account, and the account must remain accessible for you to use them. Policy changes, legal requirements, regional rules, account restrictions, or an unusual support decision can produce a different result, so treat the absence of a general inactivity deadline as a statement about the reviewed policy, not a permanent guarantee.

If you just stop using Steam
Your balance stays attached to the account
For most regions, doing nothing is not described as a forfeiture event in the reviewed Steam Subscriber Agreement. You can leave a balance untouched and return later, assuming the account remains available and you can complete any required sign-in or security checks.

Unused does not mean transferable
Valve states that Steam Wallet funds generally are non-refundable and non-transferable, have no cash value, and cannot be exchanged for cash. The balance is intended for purchases through Steam, including eligible subscriptions, related digital content, and hardware. You cannot move it to another Steam account, send it to a bank, or convert it into a general-purpose payment balance.
Check for a regional rule
Before assuming that nonuse is harmless, check the wallet information shown for your country. Japan has an express exception: funds unused for six months after they are added expire as required by Japanese law. The Japanese wallet view shows the balance and expiration dates. This six-month rule should not be applied to users elsewhere.
Deleting the account permanently removes wallet funds
What Steam Support says
Steam Support’s “Account Deletion – Common Questions” states: “If you delete your Steam account, game licenses, community profile, gifts, inventory items, wallet funds, and other associated information will be deleted permanently and will not be recoverable.” That includes a positive wallet balance, regardless of whether the funds came from a card, a gift, or another supported funding method.

- Submit an account-deletion request through Steam Support.
- Support reviews the request and the account.
- The account is restricted for 30 days while the request is processed.
- After that period, the account is queued for deletion under the published support process.
The 30-day restriction and queue describe Steam Support’s published process and can change if Valve updates its procedures. Deletion is not a way to cash out a wallet: the same support guidance says the funds will be permanently removed and cannot be recovered.

Cancellation does not create a refund right
The Subscriber Agreement allows a user to cancel an account at any time, but says cancellation itself does not entitle the user to a refund. Therefore, do not submit deletion expecting Steam to return an unused balance. If a refund might apply, deal with that question before requesting deletion.
When a Steam Wallet refund may be available
The 14-day and non-use conditions
Steam’s refund policy provides a limited route for Steam Wallet funds purchased on Steam: you may request a refund within 14 days of the purchase, and none of the purchased funds may have been used. Both conditions matter. A request made after the 14-day window, or after any portion of those funds has been spent, may not qualify.
It is a refund process, not cash redemption
Submitting a request does not guarantee approval. Valve’s refund process determines eligibility and how an approved refund is delivered. The exception does not change the general rule that wallet funds are not cash, are not freely transferable, and cannot be withdrawn like money from a bank account.

What to do before the window closes
- Open Steam’s account and purchase-history areas and identify when the wallet funds were bought.
- Confirm that the purchase is no more than 14 days old.
- Do not spend any part of the funds while deciding whether to request a refund.
- Submit the request through Steam’s official refund workflow and keep the confirmation for your records.
If the funds were received outside a qualifying Steam purchase or have already been used, the 14-day unused-funds exception does not promise a refund.

How wallet funds can be used instead
For an account you plan to keep, the ordinary way to preserve the value of the balance is to use it through Steam for an eligible purchase. Valve describes wallet funds as usable for eligible subscriptions, related content, and hardware offered through Steam. Spending is irreversible in the sense that it changes the balance into a purchase, although the resulting purchase may have separate refund rules. A purchase does not turn the balance into cash or make it transferable to another account.
Japan’s six-month expiry rule
Who it applies to
The reviewed agreement contains a specific clause for Japanese subscribers. Funds that remain unused for six months after being added expire as required by Japanese law. This is a jurisdiction-specific term, not evidence of a worldwide six-month inactivity policy.
Where to verify the date
Japanese users should open the Steam Wallet view and check both the current balance and the expiration dates displayed there. If several additions were made at different times, rely on the dates shown for the relevant funds rather than assuming that the entire balance shares one deadline.
How to plan around it
- Use funds before the displayed expiration date if you want to retain their purchasing value.
- If a recent qualifying purchase may be refundable, check the 14-day and non-use requirements before spending it.
- Contact Steam Support if the wallet display and the agreement appear inconsistent; do not assume a rule from another country applies.
Restrictions, termination and unclaimed-property provisions
Account breaches are separate from inactivity
Leaving an account dormant is not the same as Valve restricting or terminating it for a breach or improper or illegal activity. The Subscriber Agreement says Valve will not refund unused wallet funds when it restricts or terminates an account for those reasons. Any restoration or appeal is a support matter, not an automatic refund claim.

Potential unclaimed-property treatment
The agreement also says Valve may turn funds it considers unclaimed property over to the applicable authority. This is a legal-compliance provision, not a stated routine inactivity deadline. The reviewed agreement does not explain a universal timetable for when that could occur, so it should not be presented as a normal consequence of taking a break from Steam.
Checklist before you stop using or delete an account
- Record the balance. Open the Steam Wallet and note the amount. If you are in Japan, record each displayed expiration date.
- Check recent funding transactions. Identify whether any addition was bought on Steam within the last 14 days.
- Keep potentially refundable funds untouched. Using even part of a qualifying addition can remove it from the unused-funds condition.
- Decide whether the account will remain accessible. If you are merely taking a break, secure the account and retain access credentials rather than starting deletion.
- Use or request a refund before deletion. Deletion permanently removes the balance and does not itself qualify you for repayment.
- Read the current support instructions. Valve can change account-deletion, refund, or regional procedures.
Common situations and the correct response
“I have not logged in for years.”
The reviewed general agreement does not specify an automatic expiry simply for that period of nonuse. Try to recover access through Steam’s current sign-in and support procedures. Do not assume that a long absence converts the balance to cash or makes it transferable.
“I am about to delete the account with money in it.”
Do not delete it if you want to preserve the balance. Steam Support says deletion permanently removes wallet funds and they cannot be recovered. Investigate a qualifying refund first; otherwise, use the funds through Steam while the account remains available.

“I bought wallet funds yesterday and have not spent them.”
You may have the policy’s limited refund route because the purchase is within 14 days and unused. Submit a request through Steam’s refund process; approval is not automatic.

“My Japanese wallet shows an expiration date.”
Follow the date displayed in the wallet. Japan’s six-month unused-funds rule is an express regional term and takes priority over assumptions based on policies elsewhere.
“My account was restricted for a rules violation.”
Inactivity protections do not apply to this situation. The Subscriber Agreement says unused wallet funds are not refunded when Valve restricts or terminates an account for breach or improper or illegal activity. Use Steam Support’s appeal or account-review channels for the restriction itself.
Bottom line
For users outside the Japanese rule described above, simply stopping use of Steam is not stated in the reviewed general agreement to expire a wallet balance. The balance remains a Steam-only, non-cash asset attached to the account. A qualifying refund is limited to funds bought on Steam within 14 days and not used; deleting the account permanently destroys the balance, and a breach-related restriction does not create a refund right. Check the wallet and current Steam Support instructions before taking an irreversible step.
