In a 2016 Nintendo interview, Pokémon director Shigeru Ohmori described a collaborative process in which team members suggest ideas and the group settles on a design. He said, “We talk them out, everyone puts their ideas on paper and eventually we settle on the new Pokémon that we’re going to introduce.” This is context about Pokémon design generally, not evidence about Rayquaza’s particular concept.

Rayquaza’s association with the sky and space is part of its fictional identity in Pokémon.
