A truck is not one universal size class. In U.S. federal motor vehicle safety regulations, it is generally a powered vehicle designed primarily to carry property or special-purpose equipment. For highway monitoring, the Federal Highway Administration (FHWA) groups vehicles by configuration, including axle count and whether a vehicle has one or more units. Those definitions serve different purposes.
What does “truck” mean in U.S. federal regulations?
The National Highway Traffic Safety Administration (NHTSA) defines a truck, for federal motor vehicle classification, as a motor vehicle with motive power—excluding a trailer—designed primarily to transport property or special-purpose equipment. This is a regulatory category, not a general label for every large vehicle. NHTSA’s manufacturer handbook reproduces the definition.
NHTSA also explains that a vehicle meeting the federal definition of a truck is not also a passenger car under the definitions at issue in its interpretation. That distinction belongs to this federal classification context; it should not be assumed to determine how every agency, dataset, or everyday conversation uses the word. How does the FHWA classify trucks on highways?
The FHWA classifies vehicles for highway traffic monitoring using configuration, rather than treating “truck” as a single size category. Its scheme distinguishes vehicles by features such as axle count and the number of vehicle units: a single-unit vehicle, a power unit pulling one trailer, or a combination with multiple trailers. Pickups and other two-axle vehicles
FHWA includes pickups in its category for other two-axle, four-tire single-unit vehicles. That means “truck” can refer to a pickup as well as to much larger commercial configurations; the word alone does not specify a vehicle’s weight, size, or use. FHWA’s classification material identifies pickups within this category.
Single-unit and combination trucks
In FHWA’s configuration-based groupings, larger truck types are distinguished by axle count and whether they are single-unit vehicles or combinations. A combination has a power unit and one or more trailers. These are highway monitoring categories, not a universal set of truck types used for every legal or administrative purpose.

Why can “truck” mean different things in different systems?
Classification depends on the agency’s purpose and the information available. Some systems rely on body or axle configuration; others use gross vehicle weight. FHWA notes that registration records may not contain enough detail to translate reliably from one classification scheme to another. A label should therefore be read in the context of the system that assigned it, rather than treated as interchangeable with another agency’s category.
