An adaptive-bitrate (ABR) player switches among the available versions to match changing network capacity and playback-device capabilities. The goal is not to produce as many versions as possible: it is to offer useful quality choices without unnecessary encoding cost, instability or delay.
What the rungs contain
Each rung—also called a rendition or variant—is an encoded version of the same source. A rendition is described by properties such as resolution and bitrate; frame rate and codec may also differ. In HLS, the multivariant playlist describes the variants available to the player. When a variant contains video, its playlist information must describe the video resolution.
The player uses the available variants as choices, not as a promise that a viewer will receive a particular resolution. It can select a rendition in response to estimated throughput and client characteristics, then change selections as conditions shift. Why a stream needs multiple rungs
Adapt to changing connections
A single high-bitrate version may look good on a strong connection but stall on a constrained or fluctuating one. Lower-bitrate alternatives give the player options that are more likely to arrive in time. Conversely, a ladder with too few choices may leave some available bandwidth unused.

Balance quality, cost and stability
Every additional rendition requires encoding and delivery resources. Too many choices can increase processing expense and encourage frequent switching; too few can limit quality adaptation. The right balance depends on the specific application, its audience, playback devices and network conditions. AWS frames ladder size as an application-specific design decision in its Streaming Media Lens.
Keep latency in the design, not just the bitrate
A ladder alone does not determine end-to-end delay. Segment duration, processing, delivery and player buffering all contribute. AWS gives a broad possible streaming-latency range of 3 to 90 seconds depending on design choices; that is contextual guidance, not a performance measure of a ladder. Lower latency can involve trade-offs with quality, rebuffering and error rates, so test the complete playback path rather than treating a bitrate table as a latency setting.

How to choose an initial ladder
- Set the delivery requirements. Identify the service and playback devices you must support, the audience’s likely bandwidth conditions, the source’s maximum useful quality, and the quality and latency goals. The top rung should not exceed what the source and intended displays can usefully show.
- Choose the codec and encoding context. Bitrate needs vary with codec, encoder implementation, resolution, frame rate, content complexity and target subjective quality. Fast motion or visually complex footage can need different treatment from simpler material. There is no universal bitrate ladder.
- Define a useful top rung, then build downward. AWS offers a rough starting heuristic: divide the maximum bitrate by 1.5–2 for each step down. Treat that spacing as a first draft, not a rule; check that the resulting resolution and bitrate combinations remain useful for your devices and network conditions.
- Decide how many variants to encode. Add rungs when they provide a meaningful option for a real playback condition. Weigh the improved coverage against encoding and delivery cost, and watch for unnecessary switching. Apple requires multiple video bitrate variants in its HLS authoring guidance.
- Validate the actual stream. Confirm that the HLS multivariant playlist advertises the variants and their video resolutions correctly. Test playback across the target devices and connection conditions, including changes between rungs, startup, stalls and recovery. Apple provides a HLS authoring specification for Apple devices and a specification appendix; Apple’s initial targets should be evaluated against your content and workflow.
Apple’s H.264 example targets
Apple publishes the following initial 16:9 H.264/AVC targets for HLS authoring. They are an example set—not a universal live-streaming standard—and Apple advises evaluating initial targets for the specific content and encoding workflow. Apple also gives separate HEVC and HDR examples with different values.

These values are initial authoring targets from Apple’s HLS guidance, not guaranteed settings for other codecs, platforms, frame rates or content types. In particular, do not assume a rung’s bitrate can be copied unchanged into a different encoder or delivery workflow.

Live encoding versus file-based ladder generation
A live ladder must be produced as the event or stream is encoded, so processing capacity and latency are part of the operating design. AWS discusses managed processing services such as Elemental MediaLive in its broader live-video architecture guidance. Its MediaConvert Auto ABR feature, by contrast, determines a ladder for file-based processing; it should not be treated as a live-encoding setting.
