For a general Pokémon FireRed story playthrough, a strong all-purpose Gengar moveset is Psychic, Thunderbolt, Giga Drain, and Hypnosis. The three attacks give it special-category coverage, while Hypnosis gives you a way to put an opponent to sleep. If you want a sleep-based attack that can restore HP, replace one coverage move with Dream Eater; if you want Ghost-type STAB, Shadow Ball is an option, but its physical damage category makes it a less natural fit for Gengar.
Why special attacks are usually the better fit
FireRed uses Generation III’s type-based damage categories: Psychic-, Electric-, and Grass-type moves are special, while Ghost-type moves are physical. That distinction matters for Gengar. Its cited base stats are 130 Special Attack and 65 Attack, so its special moves make better use of its stronger attacking stat. Shadow Ball does receive the same-type attack bonus (STAB) for Gengar, but it still uses Attack in FireRed.

This is a practical story-mode recommendation, not a universal competitive build. If a teammate already needs Psychic or Thunderbolt, consider the rest of your party before spending that TM on Gengar.
When to choose Dream Eater or Shadow Ball
Dream Eater for a sleep combination
Dream Eater is a special-category move that can deal damage and restore Gengar’s HP, but it only works while the target is asleep. Pair it with Hypnosis if you choose it, and expect the combination to be conditional: Hypnosis can miss, and Dream Eater cannot hit an awake opponent. To fit it, replace one of the coverage moves according to which type your team can spare.

Shadow Ball for Ghost-type STAB
Gengar can learn Shadow Ball by level-up and through TM30, listed at the Celadon Game Corner. It offers Ghost-type STAB, but Ghost moves are physical in FireRed. Because Gengar’s cited base Attack is 65 against 130 Special Attack, Shadow Ball is not automatically its strongest choice just because it is a Ghost move.
How to choose the fourth slot
- Prefer broad, independent coverage: keep Psychic, Thunderbolt, and Giga Drain, and use Hypnosis in the remaining slot.
- Prefer sleep-based recovery: use Hypnosis and Dream Eater, giving up one coverage slot for the conditional attack-and-healing option.
- Need Ghost-type STAB: consider Shadow Ball, while accounting for its physical category and Gengar’s lower Attack.
- Have competing TM needs: treat the recommendation as flexible; the best choice depends on which moves your other Pokémon need.
Where to get the key TMs
The FireRed/LeafGreen TM reference lists Psychic (TM29) in Saffron City, Thunderbolt (TM24) at the Power Plant, and Shadow Ball (TM30) at the Celadon Game Corner. Giga Drain is also a TM option for Gengar. Check your party’s needs when choosing who should use a limited TM.
