Why Orc is the Horde PvE min-max choice
Wowhead identifies Orc as Horde’s leading PvE race, chiefly because of Blood Fury. Its Command racial also increases the appeal of keeping a pet, especially for Demonology, and can help in solo and dungeon play where a pet is active. The relative value of pet damage depends on how much your build and play rely on the pet; the sources do not give a numerical race-specific damage gain.
Why Gnome leads for Alliance PvE
Expansive Mind is the reason Wowhead names Gnome as the Alliance PvE min-max pick. Gnome also has Escape Artist, which adds a PvP use and can occasionally help in PvE. The cited guide does not identify a Human-specific Warlock PvE advantage.

Orc or Undead for Horde PvP?
This is a matchup and preference decision rather than a universal ranking. Orc’s Hardiness and Command provide stun-related and pet utility, useful against control and in pet-reliant setups. Undead’s Will of the Forsaken offers a way to counter fear, charm, and sleep. Choose based on the control effects and situations you most want to answer.
What about Human and Blood Elf?
Human
Human is a reasonable Alliance option if convenience or situational PvP utility matters more to you than the Gnome PvE min-max advantage. Diplomacy helps with reputation grinding, while Perception can be useful in PvP.

Blood Elf
Blood Elf Warlocks are available to the Horde in TBC. The cited guide describes Mana Tap and Arcane Torrent as lackluster for level-70 PvE, while noting Arcane Torrent can be useful in PvP.

Racials can provide useful advantages, but the available guides do not quantify their impact as a race-by-race damage difference. Wowhead cautions that choosing a non-optimal racial does not prevent strong performance in PvE or PvP. If you are torn between two options, weigh faction eligibility and your main activity first, then consider pet reliance, PvP utility, reputation convenience, and the race you most enjoy playing.
