Best reforge for summoner weapons
If you mean a summon weapon such as a staff, Ruthless is a common damage-first choice. Treat that as a starting point, not a guarantee: modifier eligibility and the best option can vary by item. The official Terraria Wiki modifier reference notes exceptions to simple best-modifier rules.

Check the exact weapon’s available modifiers before spending coins. In particular, do not assume that a recommendation for a summon staff also applies to a whip. Whips are weapons, but the modifier options for the specific item and game version should be checked rather than inferred.
Best reforge for summoner accessories
For accessories, the usual choice is a tradeoff between offense and defense:

Why the answer can change with progression
Summoner equipment and loadouts change as you progress. The Terraria Wiki class setups guide organizes recommendations by stage, so a general reforge answer should not be mistaken for a complete build prescription. Consider your current equipment and whether your immediate goal is damage or survivability.

How to decide before reforging
- Identify the item. Decide whether you are reforging a summon weapon, whip, or accessory; armor cannot receive modifiers.
- Check that item’s eligible modifiers. Options and exceptions can differ by item, so confirm the exact entry in the game version you are playing.
- Pick your goal. For a damage-first summon weapon, Ruthless is a common starting recommendation; for accessories, choose Menacing for offense or Warding for defense.
- Reassess as your setup changes. Progression affects your gear and loadout, so revisit the choice when your equipment or priorities change.
The modifier system distinguishes weapon stats from accessory bonuses: weapon modifiers change the weapon’s statistics, while accessory modifiers grant player-stat bonuses while equipped. For broader context on summon weapons and related stat-boosting items, see the Terraria Wiki summon weapons page.
