What Is the Best Starting Build in Fallout 1? A Beginner-Friendly Guide

A flexible Small Guns character is a solid Fallout 1 starting point. Here’s how to choose tags, prioritize SPECIAL, weigh traits, and adapt the build to your play style.

For a first playthrough of Fallout, a flexible Small Guns character is a strong default: tag Small Guns, Speech, and Lockpick, and favor Agility and Intelligence when assigning SPECIAL points. This is a recommendation, not a universally optimal build; melee and social-focused characters are also viable, and your third tag is easy to tailor to how you want to play.

Why Small Guns is a good starting foundation

Small Guns is a practical early-game focus because pistols and rifles can remain useful through much of the adventure, according to the build guides from Fallout One and RPGClassics Shrine. It gives a new player a straightforward combat direction without committing the character to a specialized late-game weapon type.

If you later want to use energy firearms, you can develop Energy Weapons as you progress; the cited guides describe energy weapons as a later-game option. You do not need to build around them at character creation to keep that route open.

Choose tags that cover combat, conversation, and exploration

Tag skills are the skills you emphasize at the start. For a broad first-run toolkit, choose:

Lockpick is the most personal of the three choices. If access to locked spaces is not a priority, use that tag for a skill that better supports your preferred role. The guides offer examples rather than a controlled comparison of builds, so there is no proven single best tag set.

Set SPECIAL priorities without treating a template as a rule

For this general-purpose approach, favor Agility and Intelligence. Agility supports combat action economy, while Intelligence is a sensible priority for developing skills. Avoid making Perception too low if ranged effectiveness matters to you. Keep enough Strength for the weapons you expect to use and the carrying capacity you want.

Exact SPECIAL distributions differ among build guides. Treat those templates as starting points, not required numbers: the best allocation depends on what you want the character to do, and the available guidance does not establish one universally correct spread.

Pick traits with their costs in mind

Traits are optional character-creation choices. The official Fallout manual says you can select up to two, that they must be chosen during character creation, and that each carries both a benefit and a drawback: “All traits have a good impact and a bad impact. If you want the good effect of a trait, you must take the bad with it.”

  • Small Frame: Grants +1 Agility, but sets carry weight to 15 pounds times Strength.
  • Bruiser: Grants +2 Strength but costs 2 action points, a meaningful trade if you rely on actions in combat.

The manual’s details make the trade-offs concrete: Small Frame exchanges carrying capacity for Agility, while Bruiser exchanges action points for Strength. Choose a trait only if its drawback fits the way you plan to play.

When a different starting build makes more sense

The Small Guns setup is a flexible beginner default, not a mandate. The Steam Community character-creation guide includes a melee-oriented template, and the cited guides also show social-focused alternatives.

  • Choose a melee direction if close combat is the role you want to inhabit, and use a melee-oriented template as a reference rather than assuming it is stronger overall.
  • Choose a social direction if conversation and role-play matter more to you than following the Small Guns default.
  • Keep the flexible default if you want a clear early combat focus while retaining social and exploration options.

To compare any starting plan, consider early combat reliability and weapon access, conversation and quest flexibility, exploration utility such as lockpicking, trait and stat penalties, and how much you want to optimize versus role-play. The available guides provide examples, not evidence that one approach outperforms all others.
