The lowest Y coordinate in the ordinary Minecraft Bedrock 1.19 Overworld is -64. It marks the bottom of the world and the bedrock floor; players can dig down to that level, but cannot stand inside the bedrock itself.
What does Y=-64 mean?
Y=-64 is the Overworld’s lower boundary, where the bedrock floor sits. Minecraft’s feature article describes the change as letting players “dig down to y-64.” The coordinate refers to the bottom of the world, not an empty space in which a player can occupy a bedrock block. Why does Minecraft 1.19 go below zero?
The expanded Overworld height range arrived in Bedrock 1.18, before version 1.19. Mojang’s 1.18.0 Bedrock release notes state that Overworld height and depth for new and existing worlds were extended to Y=320 and Y=-64. Minecraft – Caves & Cliffs: Part II – 1.18.0 (Bedrock)
The lower range remained relevant in 1.19: the Bedrock 1.19.10 notes include a fix involving water columns below Y=0 when upgrading old worlds. 1.19.10 Update Out on Bedrock

Does this apply to every Bedrock world?
Not necessarily. Microsoft’s creator documentation says a world whose base game version is below 1.18 can preserve the earlier height values. That means a legacy or custom-configured world may not use the same bounds as an ordinary 1.19 Overworld. World Height Changes in Caves and Cliffs Part 2

Official sources describe the upper boundary as Y=320, while technical documentation describes the highest block coordinate as 319. Those descriptions refer to a boundary and a block coordinate, respectively; neither changes the lower-bound answer: the lowest Overworld Y level is -64.
