The maximum weapon level in Suikoden 1 is 16. Guides for the Suikoden I & II HD Remaster and for the original PlayStation release both report that ceiling, but the level you can actually reach depends on which blacksmith you use, and a few characters have reported exceptions. Those details are below.
How the level 16 cap works
Level 16 is the highest weapon upgrade the game allows. You do not get there automatically, though. Each blacksmith you can use caps the level he will sharpen to, and that cap rises as you recruit more blacksmiths. Game8’s HD Remaster guide, last updated 2025-04-17, describes the headquarters blacksmith’s limit rising with each recruitment, reaching level 16 with Mace (Game8).

Blacksmith caps by recruitment and location
Game8 lists two separate ladders: one for the blacksmiths you recruit into your headquarters, and one for the blacksmith in each town or village. Read the table according to where you plan to sharpen.

The practical consequence is that a weapon taken to an early town will stop at that town’s cap, even if your headquarters can take it higher. If you want level 16 sharpening, route the weapon to the headquarters blacksmith after the recruitment that unlocks it. Game8’s table is the source for every row above (Game8).

Sharpening costs
Sharpening is done one character weapon at a time, and each step costs more than the last. GameFAQs’ weapon-sharpening guide, version 1.1 updated 2025-03-09, lists the cost in Bits for each target level. Its figures refer to the original PlayStation version of Suikoden, so treat them as guide-listed costs rather than figures checked against the HD Remaster (GameFAQs).

Taking one weapon from level 1 to 16 therefore costs 336,100 Bits in total, which is the sum of the steps above. Because each step is charged separately, a weapon that stops at level 9 has cost 31,100 Bits in sharpening, and the last three steps alone account for 157,000 Bits.
Character exceptions
RPGClassics’ Suikoden blacksmith guide names three characters as exceptions to the general ability to reach level 16: Ted, Odessa, and Mace. It also says Mace cannot sharpen his own weapon, which starts at level 15 (RPGClassics). The guide does not show a date, so check it against the edition you are playing before relying on these details. The Mace point is separate from the blacksmith cap in the table above: one describes the blacksmith’s ceiling, the other describes which weapon Mace can sharpen himself.
