There is no verified current answer for the rarest achievement in the legacy CS:GO set. Steam ranks achievements by the percentage of that game’s players who unlocked them, but the available current Counter-Strike 2 listing does not establish a ranking for CS:GO’s former achievement list. To name a winner accurately, you need a dated global achievement percentage for the exact game listing.
What Steam means by “rarest”
Steam’s global achievement stats page measures rarity by unlock percentage: the share of players of that game who earned each achievement. It orders entries from most common to rarest. This is a measure of how uncommon an unlock is among that game’s players, not an independent rating of how difficult the achievement is. Valve describes the page as showing “the percentage of Steam players of the game that have achieved each one, ordered from most common to the rarest achievement.” Steamworks: Stats and Achievements
For a valid comparison, check the exact game listing and record the displayed percentage and the date you checked it. Percentages from different games do not share a player denominator, so they cannot be compared as though they describe the same population.
Why the current Counter-Strike listing does not settle CS:GO’s old ranking
A retrieved Steam player-stats page for Counter-Strike 2 showed one achievement: “A New Beginning,” described as “This is Counter-Strike, too.” That page-specific observation does not establish the current global percentage for the achievement, nor does it identify the rarest achievement in the historical CS:GO set. CS:GO transitioned to Counter-Strike 2, and dated community discussions report that the legacy set was removed from the current listing. Those discussions are not an official Valve statement, so they should not be treated as definitive proof of how Valve handles every historical achievement record. How to verify a lowest-percentage achievement
- Open the Steam global achievement stats page for the exact game or app listing you mean. Valve documents this page as the reader-facing view of game-wide unlock percentages. Steamworks: Stats and Achievements
- Confirm whether the page is for Counter-Strike 2’s current listing or a separately available legacy CS:GO achievement list. Do not assume that a current Counter-Strike page represents the historical CS:GO set.
- Read the achievement percentages and identify the lowest one, then note the date checked. Achievement percentages can change as players unlock them.
- If consulting Steamworks data instead of the public page, use its documented global achievement percentage request for the current game and retrieve the achieved percentage for the individual achievement. Steamworks Web API: ISteamUserStats
What older percentages can and cannot tell you
A 2024 community discussion reported 19.3% in its title for an achievement associated with Counter-Strike, but that is a dated community figure, not a current global percentage and not proof of the rarest achievement in legacy CS:GO. Counter-Strike community discussions on Steam Treat any historical percentage or ranking as time-bound unless it is checked against a dated, game-specific global stats source.
